PCs are hired by a group of strange foreign types who've come to their city hunting a run away Prince.
If they look into it further, the lot of them come from an evil as fuck style empire. Is it morally right for the PCs to help such a government?

When they find the Prince he refuses outright to return with them on the grounds he's now seen what a republic is like and thinks its far better than a Monarchy, he wants there to be a succession crisis so he can manipulate his own people into standing on their own two feet and revitalize their stagnant, brutal and ancient autocratic caste-based empire. He wants the PCs to stop others finding him and then assist in bringing down his own House and the Noble Caste.

The Royal Family are Serpentfolk, the entire kingdom are reptile people, replace Monarch with 'God-King', in that the Royal family literally has an aura of domination over their people and while not gods are exalted as such

As in there is no gods, or there is no real AKA truly divine/they are something very special gods. I am coming at this angle as a guy some runs far amount of VTM. If there is a extremely powerful being with strong mind control powers and is older then the current version of the civilization that the questioner is part of how much does it matter if it is just a very strong vampire? One that is playing at being a god?

Sometime I plan on pulling a plot line in a D&D that has the patron god of the counties the players are from is a real person but a fake god who invented their religion to control humans. One that has lead to a number of ruinous holy wars.

Play in a sandbox, not on a railroad. You'll enjoy the feeling of smug superiority that comes along with it, to say nothing of the added leisure time when you realize how little prep-time is involved in a game if realâ„¢ D&D, which is to say an old-school dungeon-crawl with no plot.

Various factions built around special interests (various guilds, guild opponents, disestablismentarianists, anit-those guys, labor reformers, etc.) have suddenly become at each others throats with newly hateful rhetoric. Emotions are boiling over seemingly out of nowhere. Group polarization is happening fast, splitting communities and even families. A peaceful resolution seems further away every moment as demands and calls for change become more and more reasonable. In the middle of all of this, a priest appears seemingly poffering proof that his God does exist and in the turbulent times, many of the smallfolk have turned to his belief. Some in the various movements actually believe that they are doing the right thing, a handful see it as an opportunity to gain more power and wealth. The priest can be played as the latter, or hell, screw hardmode and an emissary of a returned god: whether pissed and vengeful, or peaceful and loving or appearing like one but actually the other are all pretty decent tropes to follow.

A Region formerly prosperous at the edge of a formerly mighty empire. The Empire is being crippled by infighting and scheming High-Nobles, City-States and a young as well as powerless emperess.

The Region we are adventuring in was ravaged during each of the last three big wars, always being the main battleground between the enemies of that great empire, as well as staging ground for incursions into the main land.

The Region is torn between those Noble Families who remained in Power after the Fallout of these last wars subsided. Factions within the Region include:

A coven of Hags has fled to a local village and begged to be hidden from... something? They swear if the village aids them they will ally themselves with the villagers...

The villagers are worried and suspicious... these normally vile creatures are begging for their lives... why? What could they be afraid of, and why would hiding in a village protect them?

The players wander into the village the night of the Hag's arrival, with a third of the town up in arms, a third confused and a third hiding...

The next day a child is found with plants growing from their body... and the hags are blamed... but they claim it is not them... but whatever they seek refuge from...
