I've spoken with someone who's tried it a lighthouse keeper, incidentally. The lenses float on a bath of mercury so they turn as smoothly and evenly as possible, which keeps the pattern identifying the lighthouse perfectly regular. Such a weapon could be truely terrible in the wrong hands, were it not for two fortuitous flaws in its design. First, the Scepter requires a full week to recharge. Second, and more disappointingly to many a would-be deathlord, the Scepter's wielder has no control over which creature dies, and the Scepter itself appears to strike entirely at random.

Their properties were the opposite of what is described here, and some merchant tried selling it to some warlord, but is asked what would happen if one were to be used on the other.
