This could be an interesting concept in the right setting. Perhaps not ALL elves are secretly shape-shifting rats, but that all the elves visiting a certain Human city are. Due to centuries of people pouring old potions down their drains, the city's rats have Awakened, many among them acquiring or learning the ability to shape-shift. In order to better their lives down in the sewers, the rats take the shape of elves and interact with the Humans above, establishing alliances, making money, buying and selling food and trinkets and occasionally going on adventures.

The ruse has been working pretty well, as elves are supposed to be secretive and strange, but the arrival of REAL elves to the city threatens to ruin everything.

At first I'd guess it was just an elf being an weird artiste-actor as they do, but given how she both kept and ate a selection of scrap-food she previously scoffed at publicly I'd guess the rat is her private, more comfortable form, while the elf is her public mask. Otherwise she'd have made the point of eating that food in her rat form more publicly to act out her role as a rat, instead of alone before she set out (as if to fill an actual need.)

Now interesting options are that the elven form could be some sort of ancestral form they degenerated from (perhaps this is how many of the ancient elven societies collapsed) or it could be that they was once a rat species uplifted by ancient elves to the point of being more than slightly ashamed that arn't the now dead society they've pretend at inheriting.
