Some villages failed, others fell to attack, others grew into towns.
As generations pass, items made in town workshops get less ramshackle, neater and of higher quality.

Towns and villages form alliances. Leadership has gone from the The Gang's leader who fights to the top to local dynasties, town councils and then to courts with kings, elected assemblies their bureaucracies.
Regular patrols drive back bandits.
Some towns prosper and become cities.
Workshops grow into cottage industry, then into factories.
People experiment with things in old textbooks.
Generators are made and provide power.
Steam cars, boats and trains roll along a growing network of restored roads and railways.
Eventually someone makes a solar panel in a lab. Not long after they are made in factories.
Prosperity rises.
The Apocalypse is Over.

Create an agrarian society, and at the same time totally destroy all old technology when we find it. Natural resources will already be out of reach. Society must never rebuild to industrial times. That was folly. We must remain hunters, gatherers, farmers, ranchers, and artisans until the end of time.
We will also create "museums" of the destruction and devastation of war. Both the thermonuclear war and of recent local warlord violence. Teach the people to be disgusted by violence. Try to build libraries and schools, teach people to read and write. Teach children an understanding and appreciation of the world around them, but not for technological purposes. Create a religion based around peace and unity, and proliferate it.
We finally have a second chance to get it right this time. Let's do our best, with both humility and conviction.

1. technology isn't really the issue
2. It is, but the struggle against it is hopeless and humanity is doomed to cycles of pro and anti-technology.
3. Technology in general isn't the issue, but rather a certain scale of technology (large-scale industrial tech), but this scale is relative to the development of human culture. Culture lags behind technology and occasionally technology collapses allowing culture to catch up once again. Technology is toxic to humanity when it has not yet been personalized to the human being and "tamed" via collective mythology. When it exists in the untamed state, it is like a Moloch and has "demonic" powers. it acts of its own accord and has an antagonistic relationship to the human species as a whole.

the anti-tech fags have no practical argument. non-tech is always crushed by tech. tech must be used to alleviate the effects of bad tech. tech must be perfected to eliminate bad tech as much as possible, and keep it from falling into the wrong hands. what else can be done realistically?

Your third option is the most likely. But it will take tens of thousands of years, maybe more if the culture stands strong enough. It would help to make mineral resources scarcer. Light the coal mines and oil wells on fire to burn eternally, and ward off future generations. Find and harvest all the tin we can and drop it in the sea. Make the religion that all tin should be treated as such, that should buy us a few centuries to clear it out at the least. Steel and steam are going to be harder to make.
Maybe eventually everything can truly start from scratch. Maybe not. Everything ends but we can make peace last a long long time.
