surprise, surprise, they are in it for the political power.
So to cap it off: we have a young Kabal of cloneborn Dockyard gangsters with an Archon that performed a mutiny to get into power. Said dockyard is haunted by the souls of the captured Eldar, human and Enoulians slaves the cultists sacrifice in their dark rituals. The reason they are still alive is because they have an Anchorage they likely are willing to share with other Kabals, but more so because they are under the 'protection' of the Ynnari.
This is a once in a lifetime opportunity to make a powerplay by piggybacking off of this factions infamy either by working with them or (if they are less prudent try to assassinate one of its leaders).
Well here they are the haunted cultist ,craftworld hating, raiders Kabal that are currently working with the Ynnari of all people.

The Kabal likes Dark Rituals, and the Penal Legion are warrior priests? Big connection there. After initial contact, and some limited cultural exchange (POWs on both sides) they might have realized that there are a whole lot of uncomfortable similarities between their respective practices, to the point where exoteric veneration of Big E might be the only significant difference, and they're each trying to wring some sort of hidden insight into their own faith from the other. Perhaps the rituals the Kabal performs only work properly if the Warrior priests are involved somehow (either holding the knife or on the stone). They could also hate each other simply because it is absolutely inconceivable that a lesser race would have access to the same divine revelation that was granted to their cult.

The Kabal could be followers of Phoenex cult. They kidnap other eldar and kill them to power the ynnari and hate craftworlders for hogging all thier souls in little gems. The Kabal could also have some connection to an Exodite population that was present on the planet before Imperial Colonization. Being half-born doesn't mean they can't have a culture or history of their own, just that they're poor scumbags who can't afford to carry their children to term naturally.

Actually, let's look at this a bit further, by just summarizing what we rolled for the kabal.
Kabal's young, their archon is an ambitious and hedonistic former dracon who usurped power. The Kabal itself originated from groups of lowborn deldar defending their territory, and they fucking HATE other eldar, especially craftworld ones (shame at their roots?). They're cultists, practicing weird and esoteric rites, and they're based at the docking spires, their base being haunted but at the very least having an anchorage. They specialize in capture tactics and yet use splinter weapons, and despite hating other eldar, they work with the Ynnari. They of course are at odds with that guard regiment.

So, any thoughts at what to do with the Archon? All we really know is they, like their kabal, is niflheim/norse based

If we want to go with having some Exodite influence, it's pretty well established that fallen Exodites and Craftworlders can become Dracons fairly quickly just by dint of the fact that they're all Trueborn, which would make him stand out especially if he somehow got stuck running with a pack of half-born lowlifes, since he'd have more experience and education (even as an Exodite) than your average half-born who is mostly self-taught. It could also explain his vendetta against the previous archon, if he was kept as a favored slave, made his way to Dracon by sucking up to his Archon, and then killing the Archon once he had enough power consolidated under him. Also, it could be a "she," maybe one who introduced the rites they follow.

I think we can tie our back story, our Eldar hatred, the ynarri connection, and the haunted docklands all together. Other kabals wanted to enslave us and/or take our land. We fought real hard, to the point of being recognized as a kabal ourselves, but it was a losing fight. The first archon was a proud badass type, the most leader-like among us. He was also determined to go down fighting on his turf. But, before things could come to a head, some important-looking ynarri offered us a safe place to relocate. Many of the kabalites wanted to take the deal, but the archon refused... so one of the dracons stabbed him in the back.

The ynarri leads the Cloaked Void to the abandoned docks and tells them they can have it, so long as they keep people from investigating the spirits too closely. The new archon agrees, but over time his men start getting involved with the spirits anyway (hence the cult). They themselves are hostile, demanding, but still valuable to court. Whatever faction the ynarri worked for still uses us as catspaws sometimes, offering knowledge of the spirits. This is cause for a lot of resentment, of course. Living eldar in general tend to be motherfuckers.

Yeah it's probably enough to establish that the Archon's Pet is a Blood Angel Primaris. Oleander Koh is an example of a pet space marine held by the Thirteen Scars coven.

Does everyone else like the idea of the current Archon being a fallen Exodite? Insofar as Dracons tend to be trueborn, and the Kabal itself is half-born gangers, it goes a ways to explain why they have a usurping Dracon in the first place. It also gives us an introduction point for some of the Dark Rituals. The dockyard may have already been haunted, but the Exodite introduced rituals to allow them to interact with the ghosts. Or something. I also like the idea of the archon being a woman.

Maybe. I liked the idea that she's originally a pleasure slave captured in a realspace raid, who worked her way up the food chain from the very bottom. She hates all Eldar because she feels like the Exodites are backwards hicks, the Craftworlders are liars for claiming they'd protect her homeworld, the Harlequins are so cringey it makes your stomach churn, and the Deldar themselves are disgusting, half-born sewer rats who are barely more than animals. Works pretty well. Hell, maybe a lot of their rituals are derived from exodite shit to placate world spirits. It even gives an extra reason for the former Dracon to launch a coup. Exodites are a hell of a lot more restrained and moderate than the deldar and the new archon is a hedonist.

No, I was thinking that the current Archon was the Exodite. Dark Eldar don't have to be born in Commorragh; any Eldar can become a Dark Eldar. For Craftworlders they'd have to participate in enough debauchery to server their connection to their soulstone, but with Exodites the process should be more or less immediate upon leaving the Maiden World, since they no longer have a connection to the world spirit and have to start feeding on the suffering of others to slake their soul thirst.
My idea was that she introduced a lot of the rituals before she appointed herself Archon. This could possibly be caused by the kabal needing a way to deal with the local population of ghosts once they moved into the docking spire.

This could be the start of their relationship with the Imperial Guard regiment; the Warrior Priests from that regiment give their rituals more power. It could also lead to some great "what the fuck just happened?" Moments where the Kabal actually intervenes to save the regiment from utter destruction on a few occasions, because ultimately they'd lose out if the regiment gets destroyed. Say, the regiment is encirled and cut off from Imperial lines, and the Kabal rolls up, wipes out the enemy, then kidnaps the wounded soldiers and disappears, giving the Commissar even more problems since now Ordo Xenos *and* Ordo Hereticus are breathing down his neck.

Here's how I see it in my head; the agriworld regiment represents a caste of shamanistic/totemic cultists that had lingered from before the world's settlement, or sprang up in response to the agriworld's exports. Their worship, while extremely occult and bordering upon witchery, still fell inside the acceptable tolerances of the particular judge who oversaw their sentencing as they recognised the Great Bear/Hart/Wolf as a close enough Imperial analogue, and they were happy enough to square the differences away and mark it against the governor's Imperial tithe. The crime of subversion earned them an eternity of impressment, and in return for their warlust no one looks too closely at their worship.

The conflict between them and the kabal might come from the unusually accurate haruspicy of the priesthood, holy divination placing them squarely in the path of the kabal at every turn. A form of ritual warfare wages behind the veneer of mortal battles, a dark mirror reflecting each upon the other.

Looks like the answer is 'a mix of all 3'.
...This is gonna be absolute hell, but let's see if I can wrangle all three of these fuckin ideas into a single coherent whole.

Let's set the scene.

Commoragh is at war. This isn't uncommon, it's honestly mundane. But multiple factions of the Dark City, including various minor Kabals, are currently duking it out over a portion of the docking spires, a portion that includes an Anchorage.

This part of the docking spires also happens to be the home of one of the larger concentrations of low-born deldar, though they're split up into various street gangs that constantly war with each other.

But seeing as their homeland was going through more shit than eastern europe in world war 2, one deldar decided to do something about it.

Through charisma, cunning, chutzpah, and carnage, he crushed the various gang leaders under his pointed boots, turning the lowborn deldar of the Anchorage from a terrain feature into a faction in their own right, adding an entirely new and very deadly front to the tiny war.

And in the midst of all of this, an exodite enters the Dark City, at that very Anchorage.

The exodite, being an exodite, falls in with the only crowd willing to not instantly kill her (though killing her later is totally on the table because, well, deldar), the former street gangs of low-born deldar that're on the rise.

And to cut a long story short, the low-borns win, they get strong enough to become known as a Kabal, and the new Archon, due to both his subtle calculating nature and his judicious use of mandrake assassins, names it the Cloaked Void.

And also surprise surprise, due to all the murder and the recent khaine gate breach (and also a secret surprise tool that'll help us later), this portion of the docking spires along with its Anchorage is super omega ultra haunted.

And here's where the exodite comes in. Because, being an exodite, the new Archon says that the exodite is going to fix this. The exodite asks what happens if she fails. The Archon says nothing but does give a tiny smile that the Cloaked Void has dubbed his 'worse-than-murder smile'. The exodite complies.

Somehow, the exodite succeeds, drawing on world spirit rituals and exodite customs and brokering an uneasy peace between the Cloaked Void and all the deldar they killed. Now the murder ghosts work for the Kabal. It's good times.

As a reward, the exodite gets to fight a Dracon to the death. She murderizes the Dracon and bada bing bada boom, she's now a Dracon.

Also while this is going on, the Cloaked Void goes hard into these exodite rituals, and even starts going on capture raids solely to get captives to turn into ghosts, instead of for other stuff too.

Now the exodite is both a Dracon and the ritual-master, making her the second most powerful deldar in the Kabal. The exodite decides she like that power she has and the privileges that come along with it, and that she wants more.

And this is when the Ynnari come calling.

See, the giant group of ghost eldar is obviously appealing to the devotees of the eldar God of death, but even beyond the Ynnari know there's *something* in the Anchorage causing these ghosts to appear, and they want to make a deal with the Kabal.

They don't want much, just for the Kabal to keep said something out of the hands of two people. The Decapitator, because he's a creepy fuck with magic powers that the Ynnari are kinda scared of, and Vect, because he's Vect.

The Archon, being both a heavy purveyor of the services of the Mandrakes and sponsored by Vect (because obviously, like ‘single deldar unites a bunch of other low-born deldar and kills off multiple kabals’ has Vect’s name signed in blood) refuses.

And so, given literally the perfect opening to gain more power, more privileges, and the good graces of a faction with a lot of power and privileges, the exodite launches a coup. Spoiler, it’s successful.

So now the exodite is the Archon and one of the first things she does is take a look at the giant ghost-making *something* that’s been at the center of so much shit.

And this is where the Niflheim stuff comes in, because the *something* in question is the Naglfar, a half-built ship with significance to Ynnead and a (supposed) role in the Rhana Dandra. The ghosts each pass on a sliver of a fraction of their essence to the ship, the equivalent of the nails that make up the Norse Naglfar.

And that’s about everything I came up with for the lore of the Kabal of the Cloaked Void.

Also sometime during all of this, the Cloaked Void (aka the Archon) gets their hands on a red thirst/black rage Blood Angel successor chapter Primaris marine. And said marine is either a pet or a slave depending on who you ask.

So yeah. Thoughts? Edits? Anything? Ultimately, while I *am* the OP, this is fully collaborative and I’m legitimately excited for any changes you all would propose.

We still don't quite know why their rivals are the IG regiment since so far the story don't really give them time for realspace raids but that's okay. That can just be a consequence of having a few semi-functional ships and an anchorage berth.

Voidships are massive beyond belief. Thoroughfares and access tunnels for machinery reach every major part of a ship that can stretch kilometres in length. I'm pretty onboard with the idea that the pet is wearing a wrack mask and has pain enhancers plugged into his black carapace ports so he can't move without being in constant agony, but is overall rather stoic about it unless the Archon cranks the dial. The Archon having a bit of an emotional attachment to it is normal for a pet owner but is otherwise noteworthy because Deldar don't usually have an emotional attachment to much of anything.

Maybe they set up shop in the effluent runoffs of the forgeworld, both the marshy grounds outside the greater factories and the actual pipes themselves. Waste water treatment cisterns, liquid slag dumps, whatever chemical runoff drains out into the wastelands, all fed by aqueducts big enough to hold a fully mounted raiding party abreast. World wise it seems that the alpha legion infiltrated a black legion splinter world while a bunch of the black legion splinter were away, and then word bearer ships popped out over said world, and then everyone decided to not kill each other and instead form an alliance.

I feel like it would be a pretty big deal if an entire chapter of Primaris went Renegade. Though it could lead to Pet convincing/ begging the Void Mistress to intercede on behalf of the imps who were fighting them, assuming he was still a loyalist himself. That could be an example of the Cloaked Void helping the tribals and their Imperial Navy allies avoid complete destruction at the hands of other enemies (and ensure they continue to get a decent harvest of prisoners for their rituals)

Yeah fair enough. Could be a mixed primaris and regular marine chapter, but I'm kinda attached to the idea of closing this loop.
