This is a crowd sourced endeavour to create a setting and ttrpg.

What was produced is pic related, the setting of LEVIATHAN, the World of Sacred Oil and Broken Stone. The purpose of this thread is to organize to continue filling out the Lore Document, congregate for map making, and for developing an RPG system for this setting.

The story of the world is emergent, being developed as we discuss and explore concepts in the setting. But at its core Leviathan is a world in the grips of change, caught between progress as the industrial revolution marches onward and primordial powers of the gods beneath and the monolith. Leviathan tells the story of a world in flux and those who can make use of such a world to exact great change. Leviathan has you take on the role of those cast out by more organized society, disgraced professors, discharged marines, nomadic tribesmen, wandering pilgrims, and more as they navigate the conflicts of Lapsaria.

The core world conflicts in the modern day are:

When people where talking about the timeline, it was decided that the new capital had to be older, because it being only one generation was too new.
Now, some people also said that the capital gets renamed everytime a Tsar is crowned, but I think that's a horrible idea. Changing the name of a nation when the dynasty changes already creates a bunch of confusion and expanses, imagine if it happened every 40-60 years.

I was looking at the Ververia map, and I came up with this bit while looking at the forts and capitals.

Following the Ververian Campaign, there was a general restructuring of Ververia's internal borders to better coordinate military operations on the nations borderlands. This saw the creation of four regions, each run by a military governor, or Hetman. Based from the forts of Keskita, Rajur, Haeska, and the (yet) unnamed fort east of Lake Puu, these military governments were created to better coordinate and control important or vulnerable border regions in Ververia. Though technically all of equal rank, the Hetman of the Keskita region is usually considered the most important of the four, due to the size and importance of the fort of Keskita.
Separate from these military regions are the Ververian core, which consists of the lands that are directly controlled by the crown; such as various provinces, Clannsmen districts, and Marshfolk communities, and the Kylmaati Union, a political entity in Ververia that has existed since before conquest.

The Kylmaati Union was originally a military alliance between the various Marshfolk groups in the Kylmaati Marshes. When the Unification began, the Kylmaati were one of the most powerful Marshfolk groups in (what is now) Ververia. However, rather than challenge the up-and-coming Ververian state, the Kylmaati Union instead negotiated a peaceful annexation into the new state, in exchange for being given a certain political rights and a degree of autonomy afterwards.
In the time since then, the Kylmaati Union has become one of the most powerful entities in Ververia, and the Prince of Mundus (the name for the elected leader of the union) is usually considered to be the second most powerful person in Ververia after the king.

I have been slow due to being sick, the holidays, and planning for international travel. I will be free this following week and will be working to detail the skills and their common uses.

The most useful non-combat skill with combat uses will probably be Athletics, which both covers Advanced Combat Movement and Speed Loading Crossbows. For reference Sleight of Hand handled Speed Loading Firearms. Bows don't have a slow to load quality so they don't need to be speed loaded.

I will suggest tho that swords be slit between light and heavy.

For instance historically light cavalry and heavy cavalry had their own types of swords. So something like a “light cavalry Sabre” should probably be light melee, and a “heavy cavalry Sabre” should be heavy.

I would say that it WAS primarily a military port in the past, but that after the Ververian campaign most of the military aspects of the port were relocated across the Grey Waters to Mierra. It is now primarily an economic port, thought it still retains a small military presence.

It's not playtestable. After the lifepaths are done and the skill uses are nailed down we can do basics and then combat can be worked on.

Combat is a little more complex because it is where numbers directly derived from stats come from.

Bulk (which is derived directly from Brawn), Initiative (which is derived directly from Reflex), and Speed (which is derived directly from Coordination)

Also the process of being wounded and wounding, and how to make enemy blocks. The system is designed to make running NPCs inherently more simple than PCs, because they lack Edge Pools and Effort Pools.

In addition the idea is the vast majority of enemies do not fight to the death, they have a Morale threshold which is measured in wounds. You get 6 wounds until death, and most enemies stop at between 2-4 wounds (3 wounds makes a particular body section disabled, which means most enemies go unconscious after 3 wounds to the head regardless).

The only enemies that would not are things like:
>Undead (the setting has very minimal undead, with ghosts being the only major, but I was considering integrating strange frozen corpses from deep within the Suuri lands)

Because the reason you have given on why they should be merged is because the culture is close enough to suuri, and so far there isn't much on that other than a few references on totems and the highlander being related to the tribals, but so that's all the connection so far, so following that line of thought, all the conpass are close enough that they should be merged.
If you wanted to say that Ververia should be merged because there isn't a lot about the place, than you should have said that to begin with. But that is still a dumb idea, because a place doesn't get expanded by refusing to expand on it.

literally Ververia is the result of a merging of a Suuri culture with a coastal culture. And I didn't give their relation as a reason for them to be merged but for them to fit together well. The real reason why they should be merged is so that there is enough interest for the compass for both sides to profit from it. But whatever, there isn't a Northern compass and I don't see anyone doing Ververian stuff so it's all academic anyway.

I doubt that, the north is way more polished and interesting than Ververia so far, putting them together would most likely just end up expanding the suuri more and leaving the ververia stillborn.
I think the real reason there is no-one doing anything for ververia is that there is no-one doing nearly anything.

The Gonne Witches of Jasentorf
>One part alchemist's guild, one part monastic order; the Gonne Witches are the gunsmiths and blackpowder chemists of the Jasentorf princedoms - although not one completely approved by the state itself. Originally simply members of a Sisters in Iron convent that dabbled in chemistry and medicine, the Witches were born out of a theological/philosophical debate regarding the nature of time and the true purpose of holy sculpting. To the Gonne Witches, time is an illusion and all things exist in a long series of unchanging moments; however, these eternal presents not perfect and therefore must be altered by great force to create beauty and achieve the true purpose of reality - a great and powerful explosion ("what is the great diversity of life if not an explosion?" "what is a man if not an explosion of thought and emotion", etc). Some of this has roots to observations of volcanoes ("surely the universe once began in such a cauldron"), some of this is simply a reaction to the violence that overwhelmed Jasentorf and seeks to find a reason for it all. They are not fire worshipers, but rather very eccentric "sculptors" seeking the ultimate chisel. To make their way in the world, Gonne Witches hire themselves out to local lords and are kept as behind the scenes as possible by those same lords due to their expertise and importance, much to the disappointment of many a Gonne Witch. A true mark of mastery in a Witch is the ability to carve runes of enchantments in not only guns and artillery, but the grains of powder themselves - which requires most to wear eyepatches or blindfolds while working on their masterpiece. These enchantments grant not only more powerful explosions, but also trick bullets and occasionally gunpowder with odd effects - such as directly imparting an idea into those who see the explosion. Thus far, these experiments are considered to be profitable failures.
