You, the players, are in control of the great nation of Valornia, a state founded by the Skorupi and Yanma tribes long ago. In this world, Pokemon are the only sentient beings and as such, civilization grows on their backs. These days however, the time of the guilds of yore and small separated towns are long gone, replaced by kingdoms and empires ruled over by a king or queen, casting stability over the land with power, might, religion and politics. One of your main goal is to ensure the continuity of the state, prosperity of its people and the security of its land through those very same measures:

Military might, political savvy, economic power and stability of the nation.

The Counsel State of Valornia has, by this point, through politics and conquest, gained the northern half of Root Island as its own land, which is starting to be called "Ostrov of Srdnatosti" or Isle of Valor by the populace. Your other goal's as of now, however, is to unite the Haven Isles under your banner. First Root Island and eventually, the Haven Island.

Participation is encouraged. Feel free to chime in whenever you want with ideas where the nation should be heading, what should be researched, plans that should be made or whatever little things you would like to see happen.

Recap: Last thread, a pair of soldier, Nina Sarka and Vavrinec Sykora found a large group of cages in a church filled with what may be assumed to be souls, the revolver has been invented, the Nuzleaf try to, and fail to, bring Valornia into their war, and the search for Kyogre has hit a rough patch.

The envoy goes out to sea despite the warnings and the massive storm that could kill them all.

Despite the incredible waves, rough sea, blinding wind and driving rain, they manage to not only survive but meet Kyogre herself, the Goddess of Ocean, Water and Storm.

For the envoy, it was inspiring but for Kyogre, it was just past noon and wanted to go eat but dutifully answered their questions with the promise that they get her food, a way through the storm she makes without harm. Through this deal, the have gained the knowledge of how to use Rain Dance and create artificial rain using it, even in the driest of seasons will drought and famine by almost impossible- as long as there are enough Water-type Pokemon that is.

For it to work, a large group of Water-type Pokemon must be focusing on the move for it to even be possible be if done correctly, what usually makes a small drizzle can become a rainstorm that may last 20-30 minutes, watering fields with ease.

Valornia will never hunger again... so long as you're a ominvore/herbivore.

=====

Deciding to rather brave despite her species timid nature, Nina goes back into the church, grabbing some cloth along the way and covering the large ball of light, and quietly opening all the cages, letting out the balls of light. Underneath the cloth, the large singular mass has grown immensely and seems to be taking shape to form something but what it is is unknown to Nina, or Vavrinec when gets back.

When Nina opens the last cage filled with the balls of light, the large ball of light under the cloth she was holding starts to grow even more, bathing the area in light despite the dark cloth above it, which is horrible considering the fact they are still in enemy territory. The duo have to think quickly to keep themselves out of sight and from being potentially skewered or having some new holes added into their bodies.

They're in Daberly being watched as POW, they were soldiers. Once the war is over, you may interrogate them since they're technically POWs of Arthunbrook but asking the country you freed from demons nicely would probably work well.

The plan on using the balls of light as chandelier lights worked like a charm when a group of enemy Zureisian's stormed inside to see empty cages.

All the while, Nina and Vavrinec looked for a way downstairs- hoping that there was a to the basement. Sadly, their luck ran out when they found no such way inside and were now cornered in the back chambers of church. It will be a matter of time until they check the back and they have no weapons since all they had was TNT when they were attacking earlier.

So far, there was only two options:

>Stay and fight
>Break open a window and flee
>Write In
----
Even during a war, contacting foreign nations is still a matter that needs to be attended and this current war is clearly projecting Valornia's power to all the nations on mainland Rulona. Naturally, diplomats were to sent to one country at a time to talk and see what they think of Valornia and other such. The first nation on the list was Karoslav, a landlocked nation east of the Muinal Knights. (I updated the map to reflect its location.)

The Láska-Stárek has been updated, now called the Láska-Stárek Bolt Action to have a 10 round magazine and use bolt-action as a way to fire them all. This ups the damage to 115 and allows any unit with it equipped to fire 2 per round. The cost for this newer version is 13,000 KYR.

Tear Gas has been invented and can be used to disperse crowds, protests and to screw with enemies when needed.

Choosing to swiftly break open the nearest window and flee as fast as possible, Nina grabs a book on a desk nearby and throws it through, leaving behind a space just big enough for Vavrinec but not her but with a little panic she makes it though, not without injury. By now though, the soldiers know the two were there and are now on high alert.

When they found a new hiding spot inside one of the buildings nearby, a small rowhouse, they notice something or something's flying out of the church. The balls of light have left their positions and are clearly in search of them.

So naturally when the balls of light found the duo, so did the soldiers. The only chance left is to quickly fly over the wall and back to camp, lights in tow.

Roll 1d20.

>military: develop tear gas canisters for infantry
Being that pragmatism is a standard of most militaries, especially Valornia's, naturally, the invnetion of Tear Gas was put to development for use with soldiers instead of just shooting a canister out of a cannon.

>military:develop high-explosive fragmentation shots (shrapnel)
The Valornian military, not quite happy with just normal HE shells and Canister shots, decide to design a new shell to shoot from cannons and mortars that combines both aspects.

Political: given our 'guilty until proven innocent' system might not prove popular, maybe it needs some revisions. [12]

The duo race to the highest floor and open a window, quickly flying out, lights in tow.

With the lights illuminating the area quite well, the two were highly expose but for Vavrinec this was not issue with Yanma being naturally quick and all.

For Nina on the other hand, bleeding already from cuts gained from the earlier escape from the church, she made an excellent target and while almost all of the bullets missed, one struck in the low center of the brigandine she was wearing, piercing through and hurting her quite badly.

With a pained yell and burning pain, she could just barely focus on flying away. It seems this was the end for Nina.

Or it would've been had the wall not collapsed that second, distracting everyone. It seems that Valornia tore the wall down rather efficiently, leaving a massive gash that on the ground was no wider than 3 soldiers across. Using the distraction and new exit path, she flew right through before collapsing just in front of her comrades, bleeding but still alive. Right behind came the lights, through the same exit and they decided to crowd around Nina for some reason. Even as she was carried off to the medical tents, they did not leave, a rather strange sight that Vavrinec had a hard time explaining to his superiors.

You have gained a large grouping of ???. No, they aren't souls as you all thought.

This would be great except would the people accept it? It's been some time since the original system has been implemented and many are used to it already.

Not saying it's impossible but I am saying that just making a new system is not enough. Innovation for the sake of it never ends well. You have to convince the populace that this system would work. I suggest waiting until the Steam Era starts after the Haven War- things will changes a lot and make this somewhat doable- I promise this.

No problem about the judicial reform. I just looked at the empty political slot (forgetting that it was filled up with Groudon envoy) and then at the judicial system and thought it would be a good thing to fill up. >Espionage: study Zureisian military (personnel, hierarchy, uniforms, ect..) to better infiltrate and launch surprise attacks by disguising as the enemy.

You are already sieging their capital and even broke open their wall in one spot. It's a bit late to do such things considering the war is almost over.

Besides, the Zuresian military doesn't exist as you know it anymore after being pushed so far back.

>>458862
>dont disturb the lights as they stay with Nina, watch them however and study if possible

Even if the medics tried to shoo the lights away, they won't leave anyway and they don't seem disturbed by the presence of confused soldiers, medics and the like. Intrepid researchers who fell in along with the Valornian army to study Zureis, were fascinated by the lights and try to study them but can only conclude that they are the remnants of some sort of life form and act in unity.

>alert any other bombers of these lights and to report of anymore suspicious happenings. Bring in some academics to try to infer what they are.

There have been reports of other such lights being spotted in other buildings deeper in the city. No one can get close due to the fact they aren't occupying the city yet and the fact that the deeper one heads into the city, the greater the feeling of anxiety increases.

>start harvesting lanturn orbs, which generate electricity, seadra venom (causes unconsciousness), and introduce goldeens into valornia's rivers

While the Lanturn Orbs and Seadra Venom are being priced by Valornia, so as to give a reason to fishermen to gather them for the nation, Goldeen are being introduced to select rivers for easy access to a new meat source.

Goldeen, Lanturn and Seadra are now being fished adding 5000 to Food Stock. Lanturn Orbs and Seadra Venom may be studied (TECH).

>>458898
I'm stumped. How can Remoraid be useful? Water cannons? Gun pods on airplanes?

Tear Gas Grenades have been invented. Clearing out buildings will be easier, not simpler, for Valornian troops with this handy device. Just make sure to not breath it in.

Contact with Karoslav has been established. This landlocked nation has a majority populace of Ice and Ground types and specializes in Mining, having many minerals to trade but have little food production.

Wow, Valornian's don't give shit about wild Pokemon do they? Future colonization is going to be interesting.

>espionage: set up businesses (particularly focused on food+culture) within becari with the purpose of having their people become amiable to valornia
They already are amiable to Valornia but one can never be too sure. Considering the success of the fronts in Karovia, setting up in Becari would be much faster.

>military: yeah, let's research remoraids, water cannon's I guess, but it says they resemble revolvers. Maybe we can adapt this to artillery? something like autoloaders or better firing mechanisms for artillery?
The military eggheads see something in the wild Remoraid found in the ocean off the coast and wish to study them, hoping to see what they research from the Pokemon that resemble cannons really well.
Water Cannons and Autoloaders are the most likely to be found and revolvers already exist.

>social: let's set up YMCA (Young 'Mon Caretaker Association) a community center of sorts that we can set up in population centers. They'd be places to exercise, practice music and the arts, learn news, relax etc. They could even be paired with valornia's fast food chain and newspaper service.
Despite being the land of Valornia being known for ruthlessness in war, excellent soldiers, and efficient weapon design (of a sort) the land is also known for its active social policy to further the lives of its citizens, increasing their chance for success. The newest measure that has been proposed by a good number of ministers is an organization that can help lead younger monsters into careers. But the darker and far lesser known reason is to hopefully keep them as loyal as possible to the Council and the State- especially as the times change.

Considering the time-period, the populace will need some convincing. A lot of it.

>Also, I wouldn't mind integrating more wild pokemon but when you can get resources out of them..., also domesticating could get awkward with civilized versions running around (mightyena as an example, they immigrated which is why I didnt do that)
I see it (and so do the populace of Valornia, or else racism would run far more rampant) more of how the English saw their colonizing, teaching the savages the way of the (then) modern civilization. Of course in this world's case, it's more bringing a local populace to a modern standpoint, not a foreign one.

>wanted to remind you about buildings like the lighthouse and battle coliseum
They're there but not much to do with them. The lighthouse sits there and lights up the bay at night while the Coliseum is now used for the offical Battles but little else. You may use a POLITCAL slot to stage a rally to spread an ideology if you wish but the only ones at the this time is MONARCHISTS and TRADTIONALIST.

Valornia decides to get sweet mineral riches in turn for giving Karoslav sweet, sweet foodstuffs. The gesture of giving way more than they actually needed (2500), convinces them to give up 1 more unit of Titanium for Valornia to use.

>YMCA: hey it's actually good for the people, but it's also good for the government. literally a win-win situation

The research for a replacement for black-powder has come about in the form of smokeless powder that comes from the mainland, Rulona, otherwise known as Ballistcite. This powder is not only less smoky but cause less rust and buildup as well. It will allow for lighter breech-loader designs and renders all weapons that are designed from now on cheaper by at least 25%.

The envoy to Groudon has, just like the last group, entered the area of most suspect in a bit of a pickle. The area, the Halzæ Mountains is the border for a number of nations, of which despise each other and are currently at a tenuous peace. Sadly, transit between one to another is all but impossible because if you step foot in one, another will most definitely deny access, citizen or not. While Valornia is well known for ruthlessness war wise, most nations farther away don't see the nation as a threat and think nothing of its strength. The solution then, has to be Political in nature.

What will you do to solve this problem? Without access to every one of the northern nations in the peninsula, searching for Groudon is impossible.

The military of Valornia, or rather, the gunsmiths of Valornia wish to make more accurate rifles but have no device to measure ballistics with. A young inventor thinks he has the solution and is willing to develop it.
It will take 3 rounds to make.

The military has a problem. They have mortars for short range and guns for long range but both are rather ineffective at modest ranges and crappy terrain.
The solution was simple- devise a new type of cannon to slot between mortars and guns.
This will take 4 rounds.

Deciding to figure out the political inclinations of their populace and other nations, the council decides to make a survey of the land politically using small but accurate samples and asking other sovereign governments nicely about their politics as well.
This will take 6 rounds.

The diplomat in Karoslav asks which nations do the Karoslavic peoples keep friendly contact with. They note that Meriden and Molkasia are their close allies while Ellekria has an eye on their land and the two nations have had some border conflict recently. The Ellekrian's, in fact, are the reason Karoslav is landlocked, taking away the Lasÿt Valley from them 30 years ago.

Other than this, Karoslav is seen to be neutral with most other nations, only keeping up trade.
Valornia sends diplomats to Meriden and Molkasia on their recommendations. It will take 3 rounds.

It would take far longer than a month's time to send over, even over water it would take time due to the fact the envoy is far inland and the shipment has to go around Halzæ Peninsula for the previous stated reasons.

A spy network has been set up in Becari like Karovia. Give the word and something will be done. (Remember, orders must be given for something to happen involving the spy network.)

>how's the siege of the city going?
-make sure to coordinate with our allies to properly surround the city, we'll also set up proper shrines to create a perimeter. Continue to bomb the demons to hell and back with our artillery and bomber units, using carcasses, HE shrapnel, and dynamite.
-espionage:through our "restaurants", spread valornian culture (books, music, food, etc.) throughout becari and karovia (karovia if only 1 at a time)

Can't fly, dig, go around, or simply walk through one.

Maybe offering what we find/learn from this expedition to the other nations in exchange for safe passage?
>>
>>474916
I'd like to at least learn about the situation and which nations to side with before we do this
>>

The design of the strange vehicle found in the ruins is given to the researchers at Jakoelfton University to decipher and understand. Hopefully, with some time, this strange vehicle will be possible to be built and its purpose found out. It will take 4 rounds.

The siege of Hasglow is going well all around. The southern shore nations are on the west side and are breaking down the wall as we speak while on the east side, the 2nd Army has already broken open a segment but are doing further to open it up more so that its not a bottleneck. Alongside, the allied Rulonian nations are also helping out with their cannon and gun as well.

On the south side, the 1st Army has arrived, relatively unscathed and are ready to take out the main door with some carefully placed, and totally not overkill, TNT. The other armies are not too far away to swarm in once the door is open.

Overall, Hasglow is going to fall- how long it will take, however, is another question entirely. Despite the three avenues of attack, the sense of dread over the city is overwhelming and every soldier has noted that the enemies their fighting are not monsters in the typical sense.

Thankfully for them, the shrines have already been built throughout the camps and perimeter of the city- many, having built by the other armies, are for Arceus but a few are for the Guardians. There are even some for Dialga and Palkia laying about.

>espionage:through our "restaurants", spread valornian culture (books, music, food, etc.) throughout Karovia

The network is being put to use to spread the superior Valornian culture, lording it over the Karovian culture and showering them with knowledge, food and music as well as entertainment and other such. The effect will be known in 5 rounds.

>Maybe offering what we find/learn from this expedition to the other nations in exchange for safe passage?
You may offer it but the response will vary.

The nations of Kova, Slveria and Aljeri despise each other and are entangled within a web of shaky alliances with their neighbors.

Politically, Valornia is neutral in all Rulonian matters but the Halzæn nations, as stated, don't care and see nothing but trespassers. There is the option of getting help from Laronn or Karyzan but Valornia does not have any contact within either governments.
Bribing could work but the amount would probably by exorbitant.
Brute force is also acceptable but will be met with equal force.
Negotiating trade and such might have the best effect but showing favor to one nation over another will end in disaster.
Finally, Valornia could just say fuck it and cross the borders anyways and pay the price later.
>>

I wanted to know, which alliance is the strongest, if they have any significant outside alliances or backing (by laronn or karyzan mainly)
>planning on backing whoever would seem the "best/most compatible with valornia"
>>
>>477309
Trade then, but with a set price: safe passage in exchange for what we learn from the expedition.

No negotiations on that as not to seem like we're favoring anyone. Any that refuse can't blame Valornia with fraternizing with their enemy.

If for some reason they all refuse and we have no choice but to take a side, we'll try to find out with who we can make the most favorable arrangements with.
>>
>>477343

The strongest alliance, in terms of military strength is Slveria and Crokal.

Ironically, Slveria, in terms of compatiblity, is Slovak in terms of culture.

>>477346

You wish to trade knowledge in exchange for safe passage and to make sure to make it so that Valornia is not favoring anyone.

Is this decision final?

After the Haven Wars are done, I may rename the whole quest to just "Expansion of Valornia". What do you all think? Any suggestions?

the name sound's fine I guess
-hmmm..., I dont really want to just give away whatever valuable information we might get, but I'll go along wit hit. we can just say "no promises" and give them a little bit of info while backing slveria and crokal

The envoy sent to search for Groudon has put an entire spanner in the works for each country involved when they asked for a meeting to try and get past their borders. Naturally, Kova, Slveria and Aljeri refused to see eye to eye and did not wish to meet but when the prospect of Groudon living in their northern mountains, they obliged. The meeting is taking place in a border town in Karyzan named Sinyaya Doroga.

Kova, a land of Grass types, sent a Chespin named Mihael Tomčič

Aljeri, a land of Rock and Ground types, sent an Aggron named Pavli Dibra.

These two were dressed in regal clothing and regarded themselves as nobles with a purpose and clearly despised each other. While no arguing took place, the pair refused to sit across from each other. Despite the absence of the Slverian diplomat, the meeting started off with talks about letting the envoy/research team through their borders on the basis of trading info they learn from Groudon. Pavli is okay with this, cosidering Groudon is the patron of Ground types throughout the world while Mihael is content with knowledge that may be helpful for Kova considering Groudon, being the God of Land, possibly has many secrets.

30 minutes in and the Slverian diplomat finally shows up with two guards and was armed as well. Slveria is apparently a land of Bug types and have sent, not a noble, but a military captain instead named Krištof Kovac, a Ledian wielding a rather large and blunt war-hammer.

He was notably upset at the sight of a Kovian and an Aljerian in the same room but was soon rather shocked to see the members of the envoy,, some of which included Bug types, hard to find people in these lands. Of course, along with them are Poison, Psychic and Dark types because Valornia's largest populations are Poison, Dark, Bug and Psychic.

Normally, the war-hammer wielding Ledian would've argued loudly with all foreigners, mostly to show dominance but the sheer shock at finding foreign Skorupi, Yanma, Venomoth and his own kind, Ledian, led him to agree with fervor with Valornia's request but with one condition- something that Mihael and Pavli were concerned to hear.

Would Valornia like to open relations with Slveria?

Either way, Valornia will be meeting Groudon.

The exploration west has yielded big news! The guild members came back with foods never before seen and species of Pokemon that haven't been seen yet.

The land may be resource rich and with no visible colonies, and the only opposition is groupings of small tribes. This land is ours to exploit!

Here's a map of the coast. The explorers, due to lack of food and no local maps, obviously, they weren't able to go as far as they hoped inland.

Reply: Hmmm..., we'd like to learn more about the situation in these lands before making a formal decision. Things are still open to discussion however and we hope to have future dealings with all of you.
>secretly agree
-create a charter to explore and colonize these lands, making it clear to not abuse the locals
>we'll start an official colony after things get rolling
>>
>>482718
I agree to create a charter to explore and colonize.

And of course we won't try to abuse anyone, though I think it's inevitable that we'll end up bringing diseases developed from our larger population centers that they will have never seen before. When we come back, the majority of the local population may have already substantial casualties, and it's unfortunately too late.
