The Sun tribe learned how to make paper out of papyrus. They weaved mats, hats, and shirts out of it. It's bulky but a lot more comfortable and light.

The shamans continued their sun communion, but now that most of them can't even get a sunburn, they feel they lost a bit of their edge and can't quite advance.

The Wall was built around the village, made of brick and filled with dirt. The tribe feels safer from vermins and other sea demons, but they wish they didn't have to leave the walls to get water.

The guards started training with woven fabric nests the throw at their enemies. Though they tear easily, they manage to stop their opponents in their tracks long enough to go for a stab.

The Tree Tribe started exploiting the wheat to feed their pigs. The task was given to women.
However, though they didn't complain, the women couldn't achieve anything without earth magic. The council decided to allow the most proficient women to learn the secrets of magic, and make them Boar Spirit Priestesses. Though it changes nothing to the balance of power between genders, the women's world becomes more varied.

The shamans, with now too much time on their hands, decided to teach anyone about magic and its ways. Though the average joe won't be able to make anything of it, there's always one or two receptive weavers that'll end up capable of using the first levels of magic.

The shamans went looking for the Sea Witch, in hopes she'll help with the fishman problem. The spirits got lost on the way, but were lured by something, until they finally met the witch.
The witch was amused by the shaman's plea and accepted to help if the Sun Tribe sent a Shaman to be her apprentice.

Anyways, heres some overall goals I want to address in the future:

They also tried building a house made of two tight-woven roofs, and managed bubble floathouses! Though they are rather small and can't house more than three, they can float on water!

One tribe decided on retreating and doing some sneaky shit and then the other 2 decided negotiations where over and to start an agreement to fight the retreating tribe, all before the turn actually happened and they had any way of knowing anything

Alternatively according to one of the attackers the retreating tribe shouted they wanted to fight despite nobody linking to that post And me personally not being able to find it

So after watching a few of these culture civs develop, I'm noticing that there's generally not a whole lot of emphasis on the culture part, with only some exceptions

Most of the time, people are trying to book it to some advanced tech or magic or something, and the culture part is usually ignored

Maybe a better method of dividing actions would be to have each group choose 1 action, be it using resources in a new way, coming up with a new custom, trading with another group, whatever. And the other thing they do on their turn is to choose how that action impacts their culture. Like, they choose to develop boats, and then to reflect that, they put goes out to sea in boats to fish on their culture tree. So you generally can't just invent a new thing, it has to be able to connect to your culture tree. That way we don't get a group jumping around randomly getting completely unrelated technology one after another.

And instead of using an action to scout for resources, every group could just roll every turn to see if they got anything new, make it automatic

Does this sound like a decent way to go about it, or am I way off?
