And for every lost legionaire in this morass of a summer war, the more plebians of Pyther will turn against the expansionist desires of their Senate. If we hold long enough, if we delay enough, if we merely slow the grinding industry of war with enough determination we'll win for no other than this:

Pytheria is a nation of neat, effecient people. And if we make them choke on their avarice, they'll think the cost too high to pay.

There's always a bit of a learning curve in internalizing the ruleset.

The answer is yes.

As for a tap, it's a "non"-action. It consumes no ressources and no effort. Imagine it as tapping a button. Purely from a processing perspective, our scribes cannot remember every capacity every individual unit has, so units that have special abilities they wish to activate, or specific things they wish to make CLEAR when doing something can tap the ability to do so.
