I'm assuming the scenarios we get placed in determines what stat we can level up.

We didn't do anything physical, but we did avoid a punch and resolve this without violence, so the stats we can level up are based on the stats that relate to that scenario.

Say we get into a fist fight and we have the option to defend ourselves, try to stay back to dodge any moves, or go in and make the first strike. We go for the first strike, and knock our opponent on their ass, giving us an opportunity to further beat their face in, which we do. This will most likely give us an option to increase our strength, perception, or agility.

Or if we use our "gifts" to resolve problems, we might gain some different options for our stats, possibly Will again, Psi strength, and Mental balance. All made up stats, but just an example based on our scenarios.

Imagine it like Morrowind or Oblivion and how we can increase our base stats, and how certain stats get bonuses when leveling them up when using one particular skill, like sneaking to level up will give a huge bonus to agility. Just an example.

Although, that's just my guess. I don't know how stats will be decided.

I'm not too sure about this "special event for a tie" stuff. It feels like an unearned victory to me. It would also be appreciated if you were to clear up how dice rolling is going to work, i.e. best of three, average of three, first one to roll, etc. Creating a twitter to make announcements would also be appreciated, and will help your players continue to regularly attend sessions.

On a personal note, I don't dig how we have to roll for actions that don't sheerly revolve around luck. After all, if we ought to fail at something, we might as well fail due to the inability to choose the proper way to succeed; i.e. Maybe trying to duck just gets me hit anyways, and dodging to the side would guarantee my success.

Also, I'd prefer if stats not so much determined my likelihood of success at rolls as much as be an expression of how limited our talents are. For example, "Oh, your -1 Strength means you can't carry a 24-pack of Water Bottles for shit. Needless to say, this also means you shouldn't expect yourself to stop most anything from crushing you."

And even if we HAVE to deal with dice rolls, I would feel all the more comfy with a d100 than with a d6. At least with a d100 you can scale the likelihood of levels of success more accurately.

But that's just me and my tastes. Otherwise, everything for the most part seems good.
