The autocar drives up to the ballroom. The fairgrounds are a pitch black except for positioned spot lights coming from the first platform of Smith Tower.

Deacon: Looks like we're here. Yesterday won't happen again will it?

Samantha (resolute): Not at all.

Although it's billed as a Skirmish this game is a full on TTRPG. Character creation is time consuming but rewarding. Train yourself and figure out your abilities by trading in your Merit Point for certain abilities. You raise Stats, or acquire PRQs with them.

-HEX MOVEMENT: I originally planned for Gyrocite to work with a hex grid instead. A compass will be provided to make movement easier to follow. In most games like these 1-6 are used to indicate movement with 1 being the north of the shape and the rest of the numbers following clockwise.

-Competence has a cap of (Total stats)*10%. Certain skills ignore the hard cap. Competence works differently for skill checks now. The % bonus affects the attribute used to roll.

Agreements and contracts are how anything is done in Capitus. With no common law to speak of, terms and conditions are the oil that lubricates the machine that is the state. When deals and agreements cannot happen {Closers} are called to “close” the deal. Whether by sabotage or blackmail, honey pots or sweeteners, {Closers} find a way to make the machine keep on moving.

{Closers} manipulate social situations to their favor by expending affection. They can gain “affection” (abbr. AF) by making other people attracted by them from [Flirting] and other means.

Crusher’s team cordoned off parts of the park and attempted to dispose of the constitutionalists’ bodies. Before they were able to do so Capital Constabulary, the national police force, had taken the bodies into their custody. The crew found it odd they weren’t questioned but instead quickly shuffled away. The crew made it to the warehouse without event. Gerald and Samantha arrived at the same time. Samantha had only recently learned what happened to her brother and was nearly in tears.

Samantha: Gerald. What happened! You were supposed to protect my brother.

Gerald: I’m sorry sunflower. We were careless. I have Benson looking into right now. Rest assured. Lily is by his side. Deacon and Emilia is with them as well just in case.

Gerald cradled Samantha in a hug as she fought back more tears. Gerald faced the crew and beckoned them to follow him to the landing site.

The crew puzzled over their ease at leaving the fairgrounds. Who was waiting for them at the warehouse would answer why. A young woman was sitting with Odele who was serving her tea.

Odele: {Inspector} Marianne, our crew has arrived

Odele finishes pouring the tea and faces you: Everyone, this is Marianne. She’s an {Inspector} for the Capital Constabulary. They are the national police force found throughout Capitus. As I figured, your run-in with the Chrysian constitutionalist seems to not have been a coincidence. Marianne if you would please.

The woman stands from her chair. For her small stature she has an intense presence

Marianne: Thank you Odele. About two weeks ago we had been tipped off about some group possibly planting a new improvised explosive in the fair. While such threats are commonplace we had not expected the device would be similar to one of your employers’. Accounting for the incident at the roadblock there were four total bombers. From the intel I gathered, we were able to disable the sabotaged Gyre Field Emitter.

The crew looks at Marianne confused

Marianne: Ah you probably weren’t aware I was at the fairgrounds while you were demoing your gear. I must say I was quite impressed.

Odele: Dear you’re being too modest. She saved one of the fair workers from a sniper bullet.

Marianne: Ah yes that was true. Continuing, my superiors would like your help in apprehending the other bombers as we’re not familiar with the technology and for other inevitable conclusions.

Samantha: Inevitable conclusions?

Marianne: We’ll likely get to that soon. In addition, we recently received an informant who’s been willing to share information but she has some rather considerable conditions.

On cue, a familiar fair skinned familiar beauty waltzes down the ramp onto the warehouse floor catching the eyes of the men immediately...

Gerald: I presume you’re our informant? From our reports you were working with the enemy.

Opal: Indeed sir. Your employees have been quite valuable to you I imagine seeing as I’ve had to jump ship. I believe with my…assets I can only continue to bring you more fortune.

Samantha (annoyed): And what exactly would that be?

Opal: Oh my dear I can offer the world. Vast social contacts, blackmail, private information, you name it. I just need some time with funds and I’d have no trouble. I can be of help finding you some new hires of course.

Samantha: That’s good and all but I see us having no need of you. From what I gathered you decided to desert your team because one of my employees got the best of you? With my brother incapacitated I’m not really eager to deal with any more partnerships or business deals. Especially with someone who will just up and leave.

Opal is slightly taken aback by Samantha’s bluntness: I did say the world honey. I have plenty of dirt on Eldson and his ilk. If you must know Eldson’s job wasn’t my choice. I have blackmailed, hurt, and lied to many people. Good people even, and yet this job is the only one to leave a sour taste in my mouth.

Opal makes a pained expression: My crew grew greedy.

Samantha: We’re quite aware of how awful Eldson is, and I’m sure your line of work leaves you with plenty of bad tastes in your mouth.

Gerald: Samantha I believe you should give the woman a chance

Opal chuckles for a moment and continues: I must say Ms. Gyre you can be quite sharp. I’ll leave things to strictly business then. To put it bluntly, Eldson plans on causing another war.

Opal pauses, observing her audience: ...and judging by your lack of reaction you’ve had suspicions of this being the case.

Gerald: We have quite a bit of intel indeed

Opal (smugly): So you already know the Knight’s role in all of this then?

Samantha (irritated): That would be what we’re trying to find out.

Gerald: And you already know we don’t.

Opal (to Samantha): That’s women’s intuition. You’ll develop it someday as well. I’ll be glad to share all that information but I’ll need assurances.

Samantha: Assurances?

Marianne: That would be the conditions I mentioned earlier.

Opal: Yes, assurances. Your employee left me in rather dire straits. My original team wants me dead and I need them handled one way or another; preferably without bloodshed, and I believe if you sink their current job that will be enough to get them off my back for now. That or assure me 300,000 notes and I can handle that part on my own. In addition you’ll be sub-contracting me as a permanent advisor to your new enterprise. Along with Marianne and her organization giving me immunity of the whole situation.

Samantha: Are you serious?! I could expand my lab with that money and there’s no way we’d have you arou-

Odele: Samantha while I’m not too fond of the hussy we’re walking in the dark and we need any information we can get. I saw we sub-contract her and get our money’s worth.

The other company owners look to Samantha to make a decision. Frustrated at having to do Samuel’s job she rubs the bridge of her nose, wipes her face, and sighs.

Samantha (fed up): Fine, but you better be Seven damned good.

Opal produces a red scroll. Samantha signs it reluctantly.

Opal: I believe you’ll find my terms quite agreeable. Now on to what I can share. My crew was hired to force Valentino’s hand into selling his company to Eldson. From our reconnaissance Eldson has been trying to ramp up production of GFE weapons much like your own and Valentino’s designs would compliment his current technology quite well. In addition we were given an additional contract specifically to cover certain “person of interests” during the Vitas Fair. As you can imagine we were asked to backup the constitutionalists. Or at least not get in the way. Now us {Closers} aren’t mercenaries. We deal in making deals happen. Not being B-level security for some maniacs.

Marianne finally speaking up: But your associates decided to expand into other fields when propositioned with funds, and why exactly were you so against this?

Opal: I’m no patriot {Inspector} but endangering the public isn’t something I could stand. I imagine Ruby was able to convince the rest to go along. I’ll say this, I have no qualms if she doesn’t leave unscathed.

Samantha: That’s good and all but where in the plan did you poison my brother?!

Opal looked at Samantha with a strange resignation. It was an expression of sincerity only capable by someone that could only tell lies.

Opal: Our crew did no such thing. However it would be something a {Cateologist} would have no trouble with. Be wary of who you trust dear. Vijupityne is quite a fickle substance. I hear one misstep can kill easily.

Samantha blushed from fury: Are you implying Professor Beaker poisoned my brother!?

Opal: Hush doll. He wasn’t the only {Cateologist} there, and I can have some fun too. You really need to control that temper of yours. You’ll age quickly. I’m not sure who poisoned your brother but it was likely the work of the Knights. We were informed that your brother and the others would be indisposed of. No offense to your brother but I found it strange they wanted you killed and him spared. I figured you’d be of more value.

Samantha: You bi-

Odele firmly grabs Samantha’s hand; squeezing it.

Odele: Opal. Continue please.

Opal: Thank you madam. Yes so Ruby and I were to introduce Valentino to Sirs Donnel and White. At this point we had Valentino where we wanted him but we figured giving him a choice to decide of his own will to sell might have saved him some dignity. Bringing him to the two Knights was to convince him it was for the best. Were he not to he would run into even more misfortune before leaving the company in disgrace and having an untimely accident. If you make this deal fail to go through and at least get Valentino to hold strong and say no, my former associates will leave as failures. However you’ve already intercepted the blackmail we had prepared so it shouldn’t be too difficult to convince him to join with you instead. He has no choice but to sell at this point.

Odele: Deacon was interested in being a buyer and I’ll be dragged along his scheme anyways so that could all be arranged. We’ll just have to reassure he can leave Capital alive.

Gerald: That still doesn’t explain one thing. We didn’t see any Chrysian officials aside from Ruby who was just one of Eldson’s lackeys.

Opal (slightly offended): I’m not privy to that information but there were other officials besides Eldson’s lackeys.

Marianne: That would fall under my jurisdiction and I’m afraid I can’t share that information. Consider it procedural dialogue.

Samantha: Procedural dialogue? What you and the Chrysians schedule out your wars or something?

Marianne: Not in the slightest Ms. Gyre. I can inform you it would be regular inter-state dialogue. Their interest in you and your company would not be regular however and my superiors are not exactly keen on allowing them to do so.

Odele: Samantha, you are already becoming a very important asset to this country. We all knew this would be the case if we were successful and from tonight’s demonstration we were astoundingly so. Our {Pressmen} have already told me how fast world of your machines has spread. We’re getting allies in the council which is precisely why Marianne is here.

Marianne: Yes it is as Odele has said. My superiors believe you may become a valuable asset.

Gerald hears the hum of the vocaven and picks it up. After a moment of speaking on the line, he places the vocaven down in frustration

Gerald: Bad news. The Council Guard has locked down Capital Park. They aren’t letting anyone inside. Surprisingly the rest of the agenda is to go as planned except for closing the park early tomorrow.

Odele: Eldson you sneaky bastard

Opal: Oh my. Fail to kill them so have them framed. How crafty.

Samantha (confused): What’s the meaning of all of this?

Marianne: The Council Guard is the private police force of the Council government and has authority over the Capital Constabulary. All council members may mobilize them as they see fit to ensure public safety.

Odele: And it’s safe to assume Eldson’s using them to cover his tracks.

Marianne: Not only that. I’m afraid to say it but my superiors expected something like this. It wouldn’t be out of the realm of possibility that the Council Guard would try to recover the Gyre bombs, and seeing as you’re the only one publicly known to be able to create such a device…

Gerald (to Samantha): You would be suspected of having supplied the constitutionalists with those bombs once word got out of what happened at the checkpoint.

Marianne: The inevitable conclusion.

The color from Samantha’s face leaves immediately leaving her a pale image of herself.

Odele: Rest assured sweetheart. We won’t let Eldson win.

In a moment that surprises everyone, Samantha quickly regains her composure and responds through gritted teeth: This bastard made two years of my life hell, tried to steal my father’s and my life work, tried to have me killed, and got some asshole to poison my brother. Seven fucking hells we won’t.

Odele: Atta’girl. It sounds like you might have a plan.

Samantha: Somewhat... Judging from how the Gyre bombs… Seven hells can we please call them something else?! Nevermind that. If the bombs were modified the way I think they were and from Marianne’s report that the Constabulary can’t recover the the Council Guard won’t even be able to touch them until tomorrow night. I can modify some GFEs so that they can safely recover them.

Marianne: You would want to do some without being seen as best as possible. It’s very likely the Council Guard would kill on sight. My associates at the Constabulary would assist them. I could not help you were you to not spare them if a battle were to come of this. Apprehending the bombers that fled into the slums would only strengthen your case as well.

Samantha: Oh yeah the bombers! If they’re captured we can clear a lot of this up.

Marianne: I’ve already arranged it. We’ve sent out a bounty for the bombers but due to some processing errors it won’t be made public until after you’ve apprehended them.

Samantha: Wait? Why would you post a bounty instead of trying to capture them?

Opal: She’s really this naive?

Marianne: Eldson could simply withdraw us. A bounty that’s still being processed wouldn’t be noticed as easily as mobilizing a raid.

Odele: So being the early birds we can take care of this job before anyone even knows its around. You said the Gyre bombs are untouchable. How long will they be like that? Also how long do you think it will take for you to modify the GFEs?

Samantha: The faulty GFEs will remain dormant as long as no one touches them. They’ll take several hours to burn off their cores so at least until the day after tomorrow. As for modifying the GFEs, several hours at best. I can definitely get it done if I work all night.

Odele: That won’t be necessary and I’ll need you to rest regardless since you’ll need to attend the ball. Although I hate that we’ll be tying up some of our crew.

Samantha: What? I can’t still do that with all of thi-

Odele: If you don’t show up Eldson will know we’re making a move. Not only that you need to show you’re not weak.

Opal: She’s right doll, and I can’t have you embarrassing us either. As dismayed as I am that I cannot attend the ball with you I believe I may be able to supply a protege or two of mine.

Marianne: I’ll be able to provide some intel as to how the Council Guard will set up. With the fairgrounds closing earlier it will be trivial to find a leak. We already have a clue as to where the bombers have gone off to. We also have some fresh recruits that may be of assistance as well. Due to the clandestine nature of this operation you’ll have to supply them with equipment.

Samantha: That will help Marianne. As for the bombers if they drove into the deeper parts of the city we might not have any time.

Odele: Actually I talked to Elm about that. We’ve already devised a way to find them. It seems the explosive they ran over is very easy to chemically trace. They’ve practically led a trail to where they went. Elm said he can have it shipped to us by tomorrow night.

Samantha: Good work. So it seems this will all happen during the ball?

Odele: Yes exactly. Tomorrow we’ll continue on as normal. Once the sun sets we’ll begin our operations. In the meantime get some rest and get to work on modifying the GFEs.

The next day operations go on as normal with no hiccups. As the sun sets everyone prepares for their next outing. Marianne informs the crew that her {Inspectors} have located the bombers within a neighborhood and distributes the coordinates. Lily stays with Samuel as he recovers in the hospital. Deacon gets himself and Emilia ready to attend the ball with Samantha. Odele stays back in the warehouse to continue running the HQ while Gerald runs off on his own for “Personal Business”.

[PREPARATION PHASE]

During this time you may switch-out gear and PRTs. Spending any attribute points to increase attributes or learn PRQs is not possible. Nor is modifying gear.

You will also need to decide if you will keep your current {Foreman}.

You have three main objectives for this next round. Each assignment will need 2-3 employees per excursion. Below you will get information and general intelligence:


>Secure our site without being seen and retrieve the faulty GFEs (Employees with combat or stealth specialties may be beneficial)
Two faulty GFEs are still located in the reflection pond where they had been thrown at the fairgrounds. The Council Guard have enclosed them in some type of lock device securing and effectively hiding them from the thousands walking by. The third one isn’t at the base of the tower like it had been. However, during the morning fair activities you’re informed the upper floors of the tower have been closed off.

You will need to retrieve the faulty GFEs without being seen. Marianne has informed you the GFEs will be guarded by the Council Guard as well as the Capital Constabulary. She warns you again to not kill anyone from the Capital Constabulary. She shows you the blue uniform they wear. She also provides basic intel as to how they are operating. There are patrols moving around the fairgrounds and guards with spotlights positioned on the 1st floor of Smith Tower. The GFEs in the reflection pond are locked down by some device so will likely need a key. It’s likely the third one will as well.

In addition touching the faulty GFEs without the proper shielding can cause a Gyre Field Collapse. You are able to handle the faulty GFEs safely if you take the PRT below:

The bombers’ location has been narrowed down to a dense neighborhood in the Capital slums. It’s likely they are hiding in one of the tenement blocks. Opal’s former crew helped them escape. It is possible some of them may still be with the bombers or at the ball. It is likely they are armed and dangerous. Elm Bloom was able to create a spray that reacts to the explosives they ran over while driving away. The spray will react to the explosive revealing a trail. At least one employee should equip the spray.

The Capital ball will be held across the fairgrounds in the Maynard Ballroom. Security is tight at these events as several heads of state and industrial leaders are present. The Ballroom has two floors. The first is the main dance floor and the second is a terrace looking over the dance floor. The north has a stage for the band that will play. The roof has a massive skylight and there are likely to be snipers positioned up top as well. Samantha and Deacon accompanied by Emilia will be mingling with various VIPs. They will need to be protected.

Weapons are not allowed in the ballroom. The exception is swords as Chrysian nobles both male and female are unwilling to go to any formal occasion without one. Ladies are expected to wear ballgowns and are hardly searched so it’s likely they can bring in equipment. Dress-code is formal wear. There will be servants as well so that is another angle you may work with.

The Fuchinzs would like to meet Samantha. The {Merchants} seem to be privy to Eldson’s scheme and are likely bankrolling some of it. After Julien shared this with everyone Gerald and Deacon were wary of letting them meet Samantha. Nonetheless they agree it may be worthwhile but ask for caution.

Valentino will also be present and likely still meeting with the Knights. Without the blackmail they will have a harder time forcing Valentino to sell his company. Opal believes they still have some way of forcing his hand so you’ll need to out what it is. Ruby is very likely to be with him and may have backup.

In Prep Phase you may ask questions or clarify any details. Please keep in mind I'll need you all to post your sheets and note any changes you may have to your loadouts. Just a reminder you can change the following:

-PRTs
-Equipment (either borrowed from your employer or new pieces bought)
-Appearance (within reason)

Please keep in mind whoever goes to the slums will be several districts away. It's possible to travel between districts but it will take at least 3 turns.

About Stealth

Being a handyman means your jobs may be sensitive from time to time. In these moments discretion is key. Hence any handyman worth his salt knows when to skulk and when to get loud.

There are two main components of stealth: sight and sound

>Sight
Default sight range is 8 units out unless a unit has taken high ground or other reasonable measures have been made. i.e. a guard in a watchtower.

In the dark, sight is halved.

[Sneaking] is assumed when you are moving through the map during clandestine operations. To avoid processing errors It is a safe bet to mark your intentions if you are sneaking in other circumstances. If you are moving near a unit that can possibly detect you, you roll a 2d12+VEN+bonus vs. MAR roll OR a blanket threshold roll. Moving into cover, being crouched, or prone reduces your sight profile giving your bonuses to stealth and allowing you to get closer to a unit without being detected

>Sound
Moving and other actions create sound. For example running over pavement will produce a 5 tile radius sound profile. In other words if you are running normally on this type of surface anything 5 tiles away from you may do a detection roll.

Weapons can also create sounds when used. The sound profile is determined by the MAXIMUM DAMAGE a weapon can do. Melee weapons have a -75% discretion bonus. PRTs PIQs and PRQs can reduce your sound profile further. There is a hard cap to stealth and anything that would obviously make you noticeable will. This isn't Skyrim where you can cheese stealth damage.

Some examples of PRTs helping with stealth include:

tile by tile is best. Also the binocs are an item that are used when you zoom. just continue to note when in your turn you want it used. I default to it being at the end. It's not passively letting you see in the dark. You can overwatch with them using zoom though.

As El Mamut rushes two of the pawns into a wall, one of the pawns lands on his back with an audible crack. The pawns sweep at the legs hobbling El Mamut and chops overhead. The shield softens the blow but the knife still connects. The other pawn aims his gun true and shoots. It’s a shotgun from the sounds of it.

Gairan takes a similar beating. He’s hobbled as well and receives a chop in turn. His armor is able to absorb the blow however.

With some improvised supplies and ingenuity Lirenis makes a convincing disguise of the man she remembers seeing in the picture. She walks towards the private party and winks at Valentino. At first Valentino does not notice the doppleganger of his lover but snaps his gaze once he realizes who he sees. Valentino’s face goes from pained relief to utter confusion once he meets Lirenis’ gaze.

On the ground below the couples continue their dance of words.

Samantha: It is as the Chrysian has said. We plan on buying Aquilla Arms already and we have the know how to make compatible weapons with the GFEs. You already said Eldson’s product is inferior and you really only have basic prototypes. Why work with such bunk when I can supply you with something much better? You do not seem that interested in acquiring Aquila Arms in the first place so we can take it off your hands. Since we’ll have a whole new gunsworks we will definitely need metal and other materials to manufacture them. I’m sure an exclusive deal to supply us with such raw materials will still be lucrative while mitigating such risks. Yeah which is pretty potent. Dodge works very similar to parry in that it "interrupts" attacks. Once the Pawn dodged your first attack they flanked behind you. Since they were behind you you were hitting the air. Just remember you can do exactly the same. Fortunately you don't waste energy hitting nothing. Unless you have certain Prts.

Some other notes to consider.
Attackers do not change their direction once attacking unless they have a prt for that.
Attackers go semi-sequentially. If multiple people are aiming at you they will attack at very similar intervals but there's enough "time" to readjust.

For example if you're fighting a melee and ranged character you could dodge the melee's attacks but the ranged character has enough time to retarget you. It's much harder to dodge ranged enemies as you have to break line of sight

Finally and something really important is that ranged attacks can be completely dodged if you run behind any cover that breaks LoS. This includes human bodies.

That last turn was pretty unlikely to happen since it was a 1 in 9 chance both pawns dodged. You still have you capacitor so you can still attack.

Hobble means you need to buy that much move. Since you were hobbled for 7 you need to buy 7 tiles worth of move. If your move is 3 that means 12 ap since that wil give you 9 move. On the last move action you could move 2 tiles.

I should also mention how flexible movement is. You spend 4 ap to "buy" your movement up to you total move. You do not need to use it sequentially. Say you have Mov 6. You spend 4 ap and now you can move 6 tiles in any configuration. So if you only needed to move 2 tiles to run up and hit a guy you can still use the other four to run away or reposition yourself.

Here is something to help interpet this series of actions.
