It has been a long few years, and still the touch of winter clings on to you tightly. Last time on Innerworld, you met another foe on the land you call home—or rather, under the shores next to it. The Vaneads, strange creatures of plantlike flesh and fierce nature, launched raids, brought down ships, and finally, settled down on the shores of the bay as an alliance of Ier, Reptia, and Isarn sought to keep the continent free of these invaders. Things are not in dire straits yet, but as the conflict has gone cold, the enemy has encamped themselves in the hard to penetrate Reptian jungles, and most recently, on shores not even of the alliance. Rather, they have elected to take areas overseas... and what this could spell for the remnants of the ruined continent of your ancestors may lead to the greatest disaster since the Light first damned much of it to reside beneath the waves for the rest of time.

How is it that these Trow formed their staves? These are the questions your mages ask themselves as they continue to slave over the task you have set to them, making the process of creation of these magical weapons easier. The eureka moment comes at last for one mage, who upon sensing her soul, realizes that there are different elements inside of it. She cannot truly sense how many, or in what quantity, but they are there, and wagering something truly staggering, she puts her life on the line to test whether it is draining these pieces in proportion with each other that will allow this task to be done. Miraculously, it does, and she repeats it several times, damning herself to a life with greatly reduced power, but finally giving you the answer you were looking for at last.

While your project appeared to be going well for a time, with Makh-Khor's leaders agreeing to the town even finally being relocated somewhere away from the hell that is its current location in the Ashlands, ferals strike many as they move with their properties to their new home home. It is not known why, or how, but they appeared to have anticipated the move, and the town's population was brought down to between half and two thirds of the original number by the time they reach their destination. There is not enough for true infrastructure now, and some seek refuge further south in your own lands anyway.

While interacting with other nobles can net some degree of influence, it is another thing to try and get them to grant a boon to an entire group within a nation, especially one so distant away for which there could most likely be little reciprocation. For though the Lopenei here are not that of the West, they still value knowledge of the past and of magic, so your attempts at gaining aid in that do fail.

Despite this for all intents and purposes being a simple art piece, your attention to detail leads to a redo... and then another... and then a redesign... and then the next one to fall apart... by the end you are left with a rock with some hastily scribbled runes on it, which is proclaimed to be the cutting edge in art. With many goods being used for the war, fashion is shifting, colors slowly moving away from bright dyed garb to drab, plainer clothes, reflecting in a way the changes going on in society. Unfortunately for you, you have a surplus on your hands of the former.

Attempting to go on a trade mission ends poorly when, while pretending to be enslaved, you realize there really is no way to set up a deal here. Trade via proxies? While the Vaneads are building what appear to be colonies in the Nakh lands, several things happen in quick succession at home, not least of which is the Lopenei asking for the right to settle on a small stretch of land on the lake. While they have coastal holdings, they state that trade in the lake would mean a foothold for moving further south where you are far from, which appears to be one of their future goals.

In the jungles of Reptia, scouts there have reported of a strange Vanead, whose body is partially earthen, and whose strength is beyond that of a normal man's. He appears to be, well, heading for the swamps, and with several men confirmed to be killed by him already, it is believed the Reptians won't try to stop him...

Because they are busy planning their own counterattack. In a bit of news that has shocked at least Ier (if not Isarn), the ghosts of both Thera and Dagh have been confirmed by the Archon to be assisting in the war now; while they were merely taking a strategic role before, they are finally willing to fight. A strange turn from ones who claimed to be peaceful not so long ago, but not an unwelcome one.

Lastly, you create the falx, a weapon not so dissimilar in design to our own khopesh; still, it is somewhat longer in both length and in its crook. When cutting into vegetative matter, this is sure to sting.

You focus once more on the recording of medical knowledge, extending this as far as is currently possible. As for the Vaneads, to them, it seems as if the conflict is over, with raids growing much less frequent. In fact, Reptia stops the preparations for assault, instead opting to begin building fortifications along the border. While expensive, in time, a large wall will be erected around the southern portions of the jungle, one that should supposedly stop further assaults. They proposes a return to peacetime relations in 5 years, but also suggests a mutual defense pact if and only if assaulted by the Vaneads... and, on top of that, agrees to cede the islands in the bay as well as previous borderlands, with the farmlands they have closest to you forming the edge of the new boundaries. In other news, the Lopenei thank you for the chance to settle on f lake, and give you news of a figure similar to the strange Vanead described before. It appears to be in their land, and what's more, looking for something.

As you tread into Lower Lopen, many of you are surprised at the number of ghouls here; while the grassland clearing is something that inevitably would have formed due to the amount of wood needed to sustain the giants, you had not quite thought that another reason could be the ghoul population. Indeed, for every Lopen giant, there is a Lopen ghoul here; and though not as prominent for obvious reasons, the wood and stone houses of ghouls are properly found around their much larger counterparts.

The most useful by far out of all the search groups was that of Garro Falzer, quickly seeking out hunting groups in the area to hear their stories. What they had to tell was odd; strange mounds erected in places they shouldn't be; large holes causing the deaths and injuries of multiple companions; and words scrawled from the entrails of animals onto jungle bark in an unknown script. One man described his own encounter with the beast, but the thing did not attack; rather, it croaked out in a voice belonging to a ghoul, or perhaps a giant, "Where has my ring gone," before disappearing into the undergrowth. Those of you who went to the market heard wilder things, like strange sobbing, cries of "father", and crashes against the wall of the settlement where in the morning damage impossible to be done by a mere animal would be found. Lastly, you heard that the beast was around the northern shores of Lake Larope...

As you descend south towards the initial places being settled by the Lopenei, the question of what exact value the ring holds to the monster comes up. Another of those who received rings before the Light, only to be cursed by it? An ancient artifact perhaps? Linked to the Ringborn, even? All of these and more are brought up as the shores of the lake, and the houses there, finally come into view. Once more, you split up and search for clues.

You move quickly to the town, but when you arrive there, it is too late; the beast is gone, but its signs, as well as the storm of discussion it has caused, remain. The port town, that now finally has a trading partner in the Lopenei settlements, has large stone walls due to the tribals nearby, but here, elements are crumbled, or perhaps withered. Odd, really; for these walls were constructed in the not too distant past. However, the guards on watch when the damage occurred swear on their mothers' graves that the beast placed its hand on the wall before it came crumbling down; once the debris settled, it was gone, and as people murmur, it had entered the city. Here, a work of art featuring Lar was defaced, and the beast spotted all over the place, before hunters returning from a night time hunt reported it moving northwards along the river. It has only been a few days since then.

While the beast is strangely lightfooted, its steps often seemingly masked as it flits around from place to place, your eyes are sharper; yet, you still wonder, can this be attributed to magic? For its movements, if real, are seemingly impossible by any normal means. Later reports suggest that the thing had also been spotted by the Isan settlements very shortly before you came; which, speaking of, the Tyrant has managed to get the Isans incorporated into the Tyranny. Though many protest this change, it merely solidifies influence already held in the territory, though in time, they may gain a Sub-Concord of their own. Elsewhere, a boat carrying many of the Riverisa and the House of Ivory has been lost while exploring the seas, and explorers to the south, led by the Falzers, missing as well. The Law of Land
All land within Ier is owned by the Tyranny and through that the people.

Right of Settler
The first settlers of a land gain full rights to as much of it as they can make use to, all unexploited land is considered open to all Ieran citizens to develop and settle.

Right of the Sub-Concord
Each Sub-Concord has the right to decide who many settle within their district and any economic activity within it. They may also able to charge fees to allow settling within their district.

Right of the Tyranny
The Tyranny many seize for any land for use by the state as long as compensation in either equally valuable land or monetary compensation is given to its current inhabitants.

Right of the Citizen
Every citizen has the right of movement within the borders of Ier and no force below the Concord of Blood may infringe upon this.
Enforcer Reform

The Enforcers as the exist shall be changed fundamentally. A College of Enforcers will be formed within the Trinity District and all Enforcers within Ier will be required to travel there and spend at least one year training before being allowed to fulfill their role. A rigorous test involving determination of loyalty, intelligence and physical ability will be held for all who wish to become Enforcers. Each town and city will be assigned a new Judicator who will act as the leader and organizer of the enforcers in the area. After the death of the current Chief Enforcer a gathering of Judicators will be called and candidates a list of candidates put forward to be chosen from by the Concord of Blood.

Creation of the College of Scribes

The current Tyranny lacks proper cataloguing of our resources and population numbers, thus the creation of the College of Scribes is a necessary task. With a new building built in the Trinity district the College of Scribes will train new Scribes who will with the assistance of the Enforcers work towards the the collection of taxes, recording of votes and organization of our irrigation systems. To become a Scribe one must pass a rigorous test on loyalty, Ieran law and general intelligence.

Creation of Law Halls
Law Halls will act as the hubs of law and order in Ier with each major village having one constructed. This building will act as a place for the Enforcers and Scribes to organize their efforts and to allow people someplace to come to air grievances.


Military Reform

The military shall be broken up into units of ten who shall among themselves elect a leader who shall be known as a Pact with their leader being called a Binder. One Hundred men shall also be voted one by the 10 Binders from among their own to form a Covenant under a High Binder. Ten Covenants shall come together to form a Host which will have a leader appointed by the Tyrant or Sub-Tyrant which will be known as the Autarch.

Creation of the College of Magi

The College of Magi will be created within the Trinity district for the training of future generations of Magi. It is every mages duty to serve Ier and thus all those who possess the power of magic will be sent there coming there sixteenth birthday to train their arts among the faculty of the school. Each student is expected to study for a total of ten years training and spend twenty years in the service of the Tyranny before being given the option to continue employment or follow their own paths. Families will be given a modest salary for children sent to join the college. A Headmaster will be appointed by the Tyrant to administer the school.

Since the founding of Ierok the Painted have served as the keepers of the Dingo which are used by them to hunt and act as alarms aside from companionship. Raoh Enkir their main trainer has travelled the nation teaching others how to raise the Dogs and handing them pups to raise. So that the Paint's knowledge can aid all of Ierok, from the farmers away from the main settlements who could use them to hunt and keep pests down, to those within the city in need of an alarm for their homes and other aid.

One of the more interesting pieces of magical research revealed to the public with the Creation of the College of Magi is the Temple of Thera's research into the soul. They found several remarkable things regarding it, which appears to be the source of magical power. Apparently, the method to create magical weapons involves the carving of runes on them before imbuing them with part of a mage's soul; however, they can only be used by that mage. Likewise, one can control the bodies of animals of a certain size if the amount of soul within the animal that is put there by the mage and belongs to the mage is larger than that of the animal; the larger the animal, the larger the soul. However, to do so, one must concentrate, and will become vulnerable to attacks, with control fading as they grow more distant from their animal who they have created a "bond" with. However, more soul in an animal means more control; this is likewise with the weapon, where a similar concept is shown, as well as more soul meaning more power when magic is used in conjunction with it... Most shockingly, one could even transfer their entire soul over into a corpse, and control it. It is unknown, however, where souls go during death. Only mages can control their soul as such, and it is a dangerous process; yet, the benefits are massive. It may even revolutionize scouting entirely. If the animal or weapon is destroyed, the soul would disappear, and the mage would lose a part of their soul, thus losing magical power permanently, though the soul can slowly regrow over time, with higher level mages more capable of this regrowth. However, even with an imbued staff or a bond with, say, a dingo, the mage themselves would lose magical capabilities in their own body as their soul, obviously, would be smaller.

In this case, however, Yori's bonded fish showed its limitations, though that may also have to do with the lead the group was following. While the Isan knowledge of magic was limited, they had weathered maps of old, one of which placed a great place of study of the subject somewhere in the southeast waters, beyond the charted sea. A triumphant Vanead stood, spear in hand, having impaled the bonded fish. As they awoke with a jolt, Yori's group left as soon as they came, anxious to leave these dark and occupied waters while they still lived...

Whoever designed this was a master craftsman, and though Dach'ren does not know his name, he originated in Long Island, the Reptian held territory in the middle of the ruined continent.

Though the Brotherhood attempts to deal with the Arachenians, they refuse, citing a recent decision by their council to not trade with Ier, or at least only through the Lopenei; with the House of Ivory having spiders, they believe that the nation has violated the law of nature which they follow. However, with this in mind, they propose a return of the spiders with you as the mediators, in order to obtain the robe. With you being aware Ner Yuz owns spiders as well, you begin there, but it soon turns into an argument over the cruelty dealt to the spiders with the runes carved into them, as the Arachenians who chose to accompany you growing stony-faced as time went on. However, it soon turned ugly as one member of the Brotherhood threatened one of the Ash Walkers; it is unknown who threw the first punch, but the end result was dead spiders, Arachenians, Ash Walkers, and Brotherhood members, in a diplomatic crisis that is now unfolding.

While siege weapons before now were considered mostly unimportant, as major cities become increasingly walled off, things such as siege towers are now in demand. A construction that are naturally clunky in design, they are transported by soldiers protected by the weapon itself as they transport it. When they reach their destination, a ladder allows for quick transport of troops up the tower, and with a gangplank or other makeshift bridges providing a way to get over the walls, troops can assault cities without relying on breaking down gates. In other news, the spider population appears to be growing untenable in Ier, as the birthrates of the creatures often are between 50 and 60 for ones the size of goats, the spawn rate varying inversely to size depending on the specific breed. Due to the amount they eat as well as the fact that these creatures are wild and often escape captivity, many have begun to harass farmers along the river, ruining crops for harvest and breaking down doors for food. At the same time, the Arachenian-Brotherhood-Ash Walker conflict remains unresolved, with tensions high, and Ierans are calling for a gnoll purge once more.

With a purge greatly reducing the number of gnolls back to the routine number of 5%, some proponents of purges are suggesting that it is done every few years, when the population exceeds 15%. For the spider purge, the Bloodguard as well as farmers begin a ruthless slaughter of the beasts, with the Arachenians backing it on the basis that "Death, too, is a rule of nature." Indeed, it appears that in the wild they themselves kill the beasts as well. However, some still remain, and while the Arachenians understand at this point the Ieran government will take care of that, they still think the supposed recklessness of the House of Ivory as well as the Ash Walkers procludes trade with those two groups. The Councilors, however, do receive their silk. At the end of the year, the Arachenians also suggest a partnership with the government, as they can communicate with the spiders (as well as being the best equipped to track them), and can deal with the transportation and extermination of the rest of the population.

The reason they hadn't returned sooner was the presence of Vaneads roughly 3/4ths of the way north in these islands, called the Shattered Islands. General economic thought of the time is dominated by the different currencies used in each nation, with each currency representing a certain object when it comes to price exchange; however, with the advent of the government reimbursing those who have property seized during war, along with the trade war that had previously occurred with Reptia, the ideas relating to these currencies has changed. Removing money from a market appears to cause its value to go up, while increasing it makes it less valuable. This has changed the moral thought of the time, that producing more money to give to the poor is a good thing, and gives credence to the idea that the government should be in charge of money, as that way the average person is not as badly affected by economic shifts; combined with the already existent cultural tendency to give authority to the government, this provides a mandate to the Tyranny that perhaps would not exist, say, in Reptia or Isarn, which have more free markets.

The Tyrant's Palace and Concord Hall are constructed near the center of Ier, with walls closing it off from the outside; while perhaps not necessary, the massive four story structures peek out over the walls anyway, their structure soon to be beautified next year with gems, jade, gold, and more. The walls also leave room for more building, in case in future the area at the center of the city is needed for further governmental constructions. However, the initial frame is set up just as fall arrives.

I.The Tyrant wishes to reach out to the Ringborn and the Eastern Lopen, in recent times the Eastern Lopen were attacked by both the Isarn, Reptia and Lukidor to strip them of their gnoll vassals while the Ringborn have done their best to establish themselves as a strong nation. Ier proposes the Ringborn and Eastern Lopen cooperate to seize control of the Strip stopping Isarn and Reptia from moving troops through the area and enforcing a tax on all non-member merchant ships that move through there. Ier will come is as a third member of this alliance offering to back up the Ringborn and Eastern Lopeni if any aggression is brought against them by Lukidor, Reptia or Isarn. In exchange Eastern Lopeni will gain 40 percent of the tax, the Ringborn 40 percent and Ier 20 percent.

This will be the Pact of the Strip.

Issues:

The Bloc system forming right now is causing tensions to rise, Debok plans to ease those tensions by increasing the amount of Diplomacy we deal with Isarn and Reptia. Expanding trade and improving relations as a whole will be beneficial towards us. However, we cannot let our guard down, and we must maintain a strong military in order to deter any threat of war.

The Government should have a big role in Ier and its people's lives, because without the government we are disorganized, and disjointed. The Government under Debok will also protect its people to the best of its ability. However, the property rights may remain as is.

Diplomatically, we must maintain good relations with Reptia and Isarn, as stated before to ease down tensions. However, we must reinforce our hold over the river and expand along it. In addition, we must also look east, and understand the opportunities the sea will offer to all Ierans.

The Isans must Integrate into Ier, there is no question about that. The Lopeni will be integrated, but over a much longer period of time and much more gradually.

Ehwazi should be included in the Ethnostate of Ier, however as in the past, they must admit subservience to Ierans. Ultimately, Debok believes that there should be a "Separate but Equal" system between Ghouls and Ehwazi, however special care shall be taken to ensure that all facilities remain equal.

What Lorhan did was give us a lifeline from which to save ourselves from the tightening grip of Isarn and Reptia. We have to keep cordial relationships with the Lopeni and ringborn, supporting each other when needed, or else we’re going to be swallowed up by our enemies.

The arrangement we currently have is adequate and does not need changes in direction right now.

There are still lands within our gaze that are not claimed by any other country which we can therefore claim for ourselves. As for diplomacy it will depend on the circumstances at the time although I will remain firm in securing Ieren interests.

The Isans are fine as they are now. While it would be beneficial to the nation, a dedicated push to integrate the Isan should not be the first priority while there are other things to do. In regards to the Lopeni however we should be more active in integrating them as we have more historic ties with that people, going back to the Opetian wars that our fathers-fathers-fathers-fathers fought.

The Ehwazi may walk among us as free people unlike others but Ier is at it’s core a Ghoul nation that will serve Isa first and foremost. No special treatment from the state shall be given to our giant compatriots.

Our current system works fine in allowing the government to do its part in protecting the people.

For the foreseeable future our borders are likely to stay the same and I would prefer to expand our settlement of land we already have. While our bloc may have brought in all it could have already unless new actors appear in the region.

Try to bring the Isans into Ier properly through exchanges of culture between Isan and Ierans to synthesize something greater.
Lopen is much larger then Isan in terms of population and territory. integrating it would place a great burden on the Tyranny. the current set up allows more efficient responses to any crisis and prevent over extension which would benefit no one.

All non ghouls must swear an oath of subservience to the Tyranny should they wish to join. If the Lopeni swear this oath then they will find themselves welcome in Ier.

Ultimately, Debok's proposals sound great to the majority of the population, however... that is to too much of the population, so much so, that in conjunction with the religious scare that had occurred in the years prior, and the heightening of the bloc tensions, the all time high paranoia makes him seem a plant, either by a foreign nation, or perhaps a specific group within Ier vying for power. In fact, with Riverisa's dealings with the House of Ivory, the Lost Ones, etc., he appears more suspicious than were he to be interacting with, say, more normal elements. This accompanied by the House of Ivory giving a noticably huge amount of gnoll slaves to the Riverisa, which mainly floods into the city and along the river and well... as much as he had primed himself to be a model candidate, he had done his job too well, and ensured his own downfall. In the end, though the vote was very close, Nurish Tor closed slightly ahead of his counterpart in Garro Falzer.
