Dragons are a bid thing in Gensokyo, there is a dragon god that is worshipped in the human village and was last seen when the barrier was created.
A "western dragon" would not be considered a "true dragon" for standards of Gensokyo or chinese mythology in general. At best that would get you at the same level as Kasen's pet

As you’re flying to this land, you think about what had happened. Five hundred years ago foreigners arrived and started terrorizing your people. Three hundred Years ago, they’ve started their own country here on your land. Fortunately, with the decline of the belief in tradition you’ll probably don’t have to worry about the fights against the horned serpents back home with the family. Hell, the humans could probably take care of them at this point. Which is why you need to travel.

As you brush your wet golden blonde hair out of the way, you see the land up ahead. This must be part of the Country in which Gensokyo is a part of. As you head towards it, you feel the barrier. You fly towards it and enter. The landscape is different from the stormy area you were just at. No large buildings that humans have constructed. Just like the good old days.

After you take in the landscape from where you entered, you decide to go and decend and meet someone at one of the areas you saw.
