On the last episode of Planetary Governor Quest

Wu-Peyton. You are Lord Governor Arthur Wu-Peyton of the Wu-Peyton line. Bastard child, Mechanicus aspirant. Most powerful man in the sub-sector. Yet you feel like none of that. You feel...weak.

The rain season seems to be unusually long this year. Something the doomsayers in the lower hives say is a bad omen, which in turn leads to more people buying faith charms which are nothing more than scrap metal hammered into sloppy aquilas wrapped in ‘blessed’ paper. Your announcement to the senatorum lead to an abrupt end to any form of civility as the lower houses swarmed around you demanding to know what lead to your decision. The meeting was abruptly adjourned and you returned to your estate, to contemplate, speak with Inquisitor Valastron, and do your damned job finally: govern the planet.

From what you managed to glean from the meeting, things are more bleak than you feared:

The sea raiders are acting strangely, the air pirates erratic. Lord Grent’s supply of flesh, normally untouched, was taken by the raiders for reasons unknown, and you have no idea where they are or how to pursue them.

Lord Pogron wants you, specifically you to help liberate his shipyards, which are surprisingly disorganized despite somehow crippling all production. Yo uwonder if that’s just gross incompetence on Pogron’s part or something deeper.

Then there’s Lord Ozman, afraid to return home because his entire continent is in a state of unrest. Entire countries on the landmass are taking sides, declaring themselves loyalists or secessionists, and turning the industrial powerhouse into a gutted warzone as factories are seized by both factions to produce war material not for you, but for their own damned causes.

And of course...there’s your own hive. So much that needs to be done, so many cults, and gangs and ferals that need purging, districts that need to be rebuilt, sectors revitalized, problems problems problems; and a crippling bureaucratic mess that makes fixing those problems a problem in itself.

A crash of thunder pulls your out of your anxiety spiral. Your bottle of amasec is half empty. You realize you had better sort some of this garbage out before inebriation sets in.

No sense it putting this off any longer. You make for your father’s private study, where Valastron’s pet waits. As soon as you cycle the locks, the figure sets up the portable hololith, the ghost-image of the Inquisitor coming into view.

You sigh, relaying the entire meeting to him. Never once does he ask a question, nor does his attendant ever flinch. Finally he speaks as you are about to talk about your wedding decision. “Pogron. You said his dockyards are contested?”

“Yes Lord” you nod slowly. Valastron is deep in thought. “It may not be anything, but Inquisitor Reina was there and had gone dark a little before the attack...there may be a connection there. I want you to pledge your support for lord Pogron first. Send your best. Small squad. I don’t want you helping him. Not yet. I want to find out exactly what is happening out there. Once I have what I want you will be free to help secure the dockyards.”

“But my lord, what of the insurrection? The raiders.”

Silence again. “True, that is also an issue. I leave it to your discretion who to aid first. Whoever attacked the fortress was powerful. Very powerful. This rot needs to be found and expunged. The alternative is...” he lets that sentence hang in the air.

We definitely need to know where things stand with the Mechanicus before we leave, that might have been their head guy the Dark Eldar stole. We should get them working on all our shit for us.

We need to mend fences with the Great Houses in our hive so we can ensure they aren't super mad that we prioritized saving infrastructure and the PDF, AdMech, and arbites when the siege started.

We have a Dark Eldar Kabalite we should hand over to the interrogator we just got on loan from the Inquisitor Lord, but do so by telling the AdMech they need to relinquish custody to the inquisition formally to see how recalcitrant they are in the process of doing so. That'll teach us important aspects of the relationship between these borderline heretek genetors and the ][ presence in-system.

We need to see how fucked the churches are, tighten the leash on the Redemptionist cult before they go for our throats, start unfucking social services and get servitors into the essential repair work on vents and water reservoirs, get the tax money flowing, and start manufacturing civilian hardware for rebuilding the hives.

We need to get our manufactora up to scratch just to maintain safety in our own hive and give the residents an option for how to have economic security other than joining a gang. The only option to secure the hive enough to consider leaving on a fact-finding mission to learn the shipyard problems. I want there to be a hive to come back to, don't you?

And that's just what I can think of off the cuff. There's also totally gutfucked administratum divisions to restaff, salaries to pay, our local version of arbites to beef up, prisons to empty with some kind of useful clemency system, roads to fix and public transit buses to replace by the fleet.

There is a lot of shit to do before we even get to trading with Rogue Traders for new foodstuffs to offer the agriworld house lady as a condition for voting to reindustrialize the hives.

There are new patterns of equipment to send for, whole sub-cults of the Mechanicus we need to trade with to set up a means of servicing naval vessels so they'll be likely to have a fleet presence here when the hive fleet comes and treat us as a strategic asset to protect, just...all sorts of shit to do.

And then there's the matter of checking on Bromwell. And seeing what we have to work with as our functionary in charge while Bromwell's in a tank. Maybe we'll have a flunky, maybe even someone who can hold shit together here for long enough to run the hive while we're off fucking around dealing with a shipyard.

Plus the investigation into how precisely we had an explosive coronation.

This is the time to start producing and stockpiling.

You could, but you would produce it at an abysmally slow rate as your industry is hamstrung from years of neglect. To produce plasma weapons, you'd need the parts, the ammo, and the core that stabilizes the weapon. All of which are difficult to make until you make specialized improvements and/or secure resources outisde your House and Hive that can help(like mining rare metals that serve as great stabilizing cores for plasma guns). Basically the rarer something is in the Imperium, the harder and longer it takes to produce any of it.

Back after some time away.

Good that you guys have gotten some industry flowing.

First things first: we're going to build what we need to get the hive working properly. This starts with durable goods like construction equipment and security equipment to keep the construction gear from getting stolen by gangs and consumer goods like fuel for the construction equipment and food for the workers.

There was a post I made a thread or two ago about specific patterns to construct which I'll dig up now.

The basic idea is this: we start by building things that are easily convertible and useful for rebuilding further infrastructure and use the PDF as a kind of National Guard style service to help in reconstruction.

I expect we can manage to construct the Atlas, Cyclops, possibly the Hades breaching drill, Land Crawler, Sentinel powerlifter, Trojan support vehicle, and Goliath truck and mining vehicle patterns.

We can use them to further hive reconstruction, renovate the condemned manufactora to open more factories, and then convert most of them to military use with simple refits afterward.

So - one production line can produce whatever we have of the above patterns so long as they're useful - the breaching drill may be unnecessary, etc - and one production line is devoted to whatever we need to house, feed, etc the crews.

Deck 1 is to produce the gear, deck 2 the consumables when it opens in a month. We'll work from reserves for now, or from incoming supplies.

This also gives us a little time to start getting staff together.

The biggest benefit to all this is that it isn't pure reindustrialization - we're just getting some repair equipment to do touch-up work on the hive, so it shouldn't provoke a huge amount of resistance from the other Great Houses.

Now that we have a reindustrialization plan, we still have a problem with capital. Our tax system is still being rebuilt, so we're going to need to take steps to unfuck our cash flow by working with what we have. We should inform the minor houses and wealthy tradesmen, artisans, and commoners that we are issuing stock in the Hive to raise capital for refurbishment and redevelopment of more of its levels and for missions into the depths of Canton to recover any archaeotech that has fallen out of use. This means real estate, manufacturing, industry, and commercial gains for the investors. That should begin to improve our cash flow problems.

We should also issue a new series of bonds to pay for further work. Tell the administratum workers or a banker or whoever we hire for this kind of shit to make the return reasonable and to build in enough time to redevelop our commercial income before the bonds mature and repayment is due when they're writing the financial instruments.

Finally, we should use venal titles - titles traded for money - and the creation of new forms of ennoblement to raise money. Rich families that have no aristocratic standing will want to pay for this. That way, we gain more Minor Houses and more money, and the older houses have the motivation to get in the game and protect their standing.

If necessary, we can also take loans, but that should be left for later.

The influx of cash this all generates should be helpful in paying new employees, rebuilding the PDF, working on the gang problems, etc.

We should ask them to prepare an overview report on the PDF and get the Index to spit out information on the condition of the Hive. The last figures we had on hive conditions were:

And that's all without cracking the political chestnut that's keeping us from adequately responding to the need to refortify the system from the bottom up.

Initially, we can respond by cranking out the gear to unfuck the production lines. Long term, we need to cut deals with the houses that give them clear reasons to invest in the system's reindustrialization. In addition, we need to use the human resources we have as effectively as possible.

I think the moves we'll need to make are as follows:

Meet with the various factions that want to help or are asking for material support.

Promise the Schola, the Sisters, the Minor Houses that provide people for the House Guard, and even the PDF we'll start providing materiel in exchange for a field-work program to assist with training. They're going to learn trades and campaigning alongside learning how to murder shit, work behind security cordons in reestablishing order, distribute relief, provide aid, and minister to the people as needed.

Give the Great House that runs the agri-worlds reasons to drive up production. We probably have billions of people that need to be clothed, fed, and given energy and commercial products. Promethium can be derived from high-energy plants (like algae), fabrics are grown from textile plants, and plenty of commercial goods are made from plastics that can originate from biofuels. Food they know how to make, especially bushmeat from the renewable resource that is tyranids. We can make Mikata-Nore an offer to start filling their coffers, as one of the things they sought to do was to find new sources of wealth. We can begin to be that new source.

Of course, telling them that these deals would not last long without a continuing market created by the reindustrialization of the Hives would help us politically.

This leaves us with the shipbuilding, mineral-extraction, and data houses to contend with. Pogron Damva-Oom can be promised that we'll look into his shipyard problem and invite a highly sophisticated Machine Cult to take up residency in-system and help service specialized control systems on ships from the Imperial Navy. We can best leverage political clout within the Mechanicus to accomplish this, as well as throwing around weight as a system governor. The results of an investment will help both our long term plans to better defend the system and the loyalty of House Damva-Oom, because the Navy will be present to get repairs, defend the system, and send crew on shore leave at our ports. And where the Navy goes for fine repairwork so go Rogue Traders and potentially even Inquisitors.

Mariana Nakara, the mining interest, is going to have to be approached carefully. We're going to marry into two houses for political reasons - Nellon because Ellya is a formidable ally we need to gain control or strong leadership of the aristocracy in the system and Bellendrast because Knight pilot mecha bitch has strong connections to the ruling houses of a Knight world we'll need for later.

The others are still going to be around and we'll still be able to benefit from having good relations with them.

The sooner you start thinking of them as noble house scions instead of harem sluts, the sooner you'll stop raging about this. It's a quest about being part of an Imperial House, there are going to be Pride & Prejudice moments where we have to do aristocrat politicking.

The scion of the agriworld house is going to be a capable administrator and likes us for our merits and attitude as it is, the scion of the mineral house wants to be a captain and has trained as a sky marshal, and the scion of the shipbuilder house is an assassin.

They've all participated in battles and helped save Hive Canton, sometimes in ways that have ingratiated them to powerful groups inside the Hive. We can use that to build relationships with those factions.

I'm all for helping these guys rebuild, but I'd treat them like special forces mercenaries. Use them when loyalty to us personally counts (as long as the order, faith, and imperial law, probably in that order, aren't threatened by our actions, although the better the relationship, the more they will probably turn a blind eye).

That said, I think manners, a ready smile, and supportive words are far cheaper than new temples - we should definitely be nice, and publicly supportive of the WONDERFUL work they are doing, but treat the order as a luxury. Power armor might be worth the investment, though.

Things just won't function otherwise. Join me, and I will commit to keeping your troops doing what they signed up to do: protecting your homes and loved ones. It is a me, Marius: Marius was a great champion, his fight broadcast in various hives and even offworld, anyone that reconizes him must pass a will check or recieve -2 penalty, he's reputation is well deserved.
Closing the gap: His fighting style requires him to be close to his enemies, moving erraticly and swiftly his enemies have a -5 penalty to hit him when he is moving in their direction.
