Personally I think the quest could have still worked if you went a bit more wild instead of sticking with what you got, like introducing enemies from other earths like Earth Shin or something like that, and we had so many good moments that it feels bad that went to waste. But anyways I'll be sticking around and see if can make as much of an impact again.

You make your way down to the old docks, there's a guy who sells homemade hotdogs down there that you've been dying to try for ever now. The old roads are cracked and pitted, surrounded by graffiti-ed buildings on all sides.This area doesn't see the Protectorate often, they can't hold back the Empire with the few capes they have. You just need an open place with lots of space to demonstrate, the ship graveyard would probably be good or you could break into an old abandoned building somewhere.
