First, the map.

The week following the Festival of the Serpent is chaotic for the heartland of Ier to say the least; while Ierok itself is secure, the gnolls surrounding the pillar have escaped, and though they are being hunted down, none of them seem remotely sane, all overwhelmed by some unseen force. When caught, they kill themselves, if they don't evade capture in some gruesome way, like tearing off a limb to escape. None have been captured alive, and they, when free, have been terrorizing the surrounding area. Ierok itself is also abuzz with other news as Ier's two neighbors on Wolf Island, the Daus and Bemol tribes of Nakh, are now engaged with the Azeng Nakh at war. The Lukidor, allies of the Azeng, are of course supporting them along with the East Lopen, but the Vaneads, ever the opportunists, are taking their chance to attack both. More importantly, it has come out that the Metalars are arming the enemies of the Lukidor with volcanite weapons, raising concerns that Ier itself could be drawn into the war without the consent of the Tyrant.

A Concord meeting has been called in response to this. Founders, what do you do?
>>
>>2778637
Metalar for the moment we need you to stop providing these weapons until our stance as a nation has been decided. These is a good chance it may resume shortly
>>
>>2778637
"Clearly we should support the Daus and Bemol to increase our control over Wolf island, the more we weaken the allies of Lukidor the better."
>>
>>2778645
And what if we are dragged into another war while we ourselves are rebuilding and recovering our strength?
>>
>>2778643
"The nation does not control what trade my family does, if you wish to try to pass a law through the concord feel free to."
>>
>>2778648
"The hell is with you mewling babes, we are recovered, we have fresh men ready to fight and earn their spot as Ierans. It is about time that the Reptians and Isarnites showed their worth in battle."
>>
>>2778650
We do not but if your families trade endangers the nation you will be punished for putting your greed before your people. The same goes for any traders *eyes Riverisa*
>>
>>2778637
"The Metalars seem to consistently do whatever they like without consulting the Concord or the Tyrant. They should pay reperations and be reprimanded for this unauthorized weapons trade. Ier is in a fragile state and fighting another unneeded war helps no one."
>>
>>2778653
"Though you are correct...The new boys need blooding, perhaps if we agree to send...Hired help, we as a nation are neutral but we shall send our men as mercenary forces. All make a profit, the forces get blooded and we stay out the war"
>>
>>2778658
"I do not tell you who you may sell glass to and you do not tell me who to sell weapons too."
>>
>>2778662
"So your selling weapons to them. I'm sure this isnt the first or only part of some plan you have so why not tell us the rest."
>>
>>2778657
The Riverisa representative speaks up
"Hey don't look at me! I literally never traded in such a way to endanger us."

>>2778637
"As for the matter at hand, Mercenary forces are totally fine, perhaps we can even send some of our protectorate gnolls to fight, they need a good war as well, showcase their tactics in combat. Just make sure these gnolls don't end up fighting the Lukidorians, they might betray us should that happen. While I certainly support the selling of weapons and using mercenary and protectorate forces to aid the Nakh, the majority of our population should remain at home. The war between the Vaneads and the Lopeni is also worrying and as a result we should at least keep some sort of garrison. It is important not to overextend.

Personally, I think a good way to send mercenaries is just offer them for a very cheap price, that will allow the Nakh to get as much as they need while maintaining our neutrality."
>>
>>2778662
"If my glass were to start a war, you would be allowed. But that's not the case. Allow us to rebuild and enjoy this peace."
>>
>>2778664
Well his plan is simple, make money, destabilize a group and then move in for the kill. His clan will just ensure they see a good amount of the gains...Not entirely unjustly
>>
>eats bread
>>
I propose that as a nation we will take no sides in the conflict and shall continue trading as normal. Openly we shall state we have no stake in this, however we shall also offer mercenary forces whom can gather information for us, blood our men and make friends with our... Unofficial allies. But the state shall remain neutral
>>
>>2778662
"If we were to help these Nahk what would we get in return out of this?"
>>
>>2778688
"Influence on wolf island, access to better trade deals and weakening the power of Lukidor."

Your studies advance a little bit, with your discoveries with life and death magic being quite interesting. It appears that life magic specifically pushes mana into objects with souls to bolster the soul, while death does the opposite, draining it. More over, you found some secondary elements associated with both outside of that. Death seems to be associated with shadows and mind control, while Life, once again, opposes that, associated with light and clarity of mind.

While you don't have any leads, Thera confirms to you that Thera's wish, once upon a time, was to venture northwards, after discovering her own powers. She believed that there, she might be able to discover... something. Thera isn't entirely clear on what, but said it related to the pillars in some capacity.
>>
>>2778691
"Starting a war so soon might not be the best idea but I would entertain the idea of sending more supplies and mercenaries to the Nahk. Covertly or overtly which ever works."
>>
>>2778701
"That is better then nothing, it has been over twenty years since the last war. How long must we wait to once again wet our blades?"
>>
With the issue somewhat settled, life goes on as usual, though with the government possibly planning covert involvement this year, contrary to the origins of the discussion. The war so far is a bloody stalemate, though that is not to say no change of land happens. The Vaneads begin to dig into the smallest group, their neighbor, the Daus, and as that happens, they draw threateningly close to Ieran lands. At the same time, the Daus make advancements into the land of the Azeng, with their opponents not truly making any advancement. It appears the Lopen are offering token help, to the indignation of the Lukidor, who are heavily involved. At home, meanwhile, all gnolls related to the incident with the pillar have been tracked down and killed, with the Tyrant yet to decide whether to open it once more.

Ah, and on top of that conflict, the Swamp Vaneads, the same as those in the jungle formerly belonging to Reptia, have begun invading West Lopen. However, with an evident size difference, the effects of the Vaneads are less pressing on the Lopen it appears, especially as they lack any notable war beasts. This has not seen any particular territory change hands, yet.

In terms of transportation, seeing as your northern territories may expand in the future if the grasslands continue to expand somewhat, some pioneers have been using ropes and smaller, sharper picks along with leather harnesses to practice climbing mountains, reaching unseen areas, as well as, in a few cases, old ruins. The conflict at home has seen the Vaneads mostly repelled by the Lopen, though it appears it may continue for some time, with the Vaneads having the manpower to just send more than any nation barring Ier itself. On Wolf Island, volcanite is giving the side armed by the Metalars an edge, but as the Vaneads are now launching attacks on both sides through the sea, the island is in a state of turmoil and the East Lopen have promised to up their involvement. It seems that the war is not quite over yet, its length drawn out greatly by the cautious tactics of your neighbors and the stop-start approach the Vaneads used on you as well, many decades ago. Another small bit of news at home is that some corruption has been affecting the local side of much administrative work, especially in the jungle and Reptia.

While you offer military support to the Daus, they refuse your aid, as while they are sandwiched, somehow they are advancing on both fronts. Combining their lack of war beasts and, well, major herding at all, they are using their high flexibility as well as military tactics that they claim as the tradition they stem from (each Nakh having a particular niche) to great effect, allowing to move against the vaneads and use the more grounded land of the Azeng against them, as they engage in a total war. Meanwhile, their allies follow their lead, allowing for cooperation bolstered by the disunity shown by their opponents, who while still having a strong showing, are failing in no small part due to a lack of clear hierarchy between the three allies. The war appears almost over, with the vaneads having lost land but gained others near the Lukidor, while the Azeng are the major loser overall. At home the swamp vaneads have given up, but news at home is not as happy. Despite the Enforcer being sent in, an issue is once again present, as no one is willing to face him and cooperate. The New Isans hold a grudge against the Ierans who sent them in there, and the Scribes who would normally turn in the corrupt or traitors are of course the ones who are at fault here, and refuse to turn in each other. This has created a mess of the highest order.

While you begin to replace the Scribes, the war ends on Wolf Island, but not with the expected result. A sudden pouring of forces by the Lukidor onto the island, combined with East Lopen finally deciding to fully commit, resulted in a push back of the Metalar-supported forces. The Vaneads took back their land as well, though have agreed with the Azeng Nakh a peace deal that lets them hold onto their territories. While the world reels from this, there are oddities among the scribes that you begin to note. For one, the corrupt areas are almost unique to those with New Isans. Secondly, their population seems to have been understated. Many scribes are now refusing to be put there, with the treatment of their fellows being protested in Ierok. They believe that, regardless of circumstance, they should be allowed certain rights, including that to not have Seers inspect them. While most would see that as nonsense, scribes are in large part the only ones who have the documents that are key to administration, and these protests could see that become an issue. The individualism and pro-Ieran spirit of the general culture of the College appears to be somewhat at fault, as many of these scribes believe that they should be beyond reproach as Ierans, and more than that, as part of the government, and reject the notion that they should be treated as regular citizens.

Taking a note from the books of the Ringborn, who have larger lands than their original population were able to break down and decorticate sorghum by means of a simple lever and fulcrum operated hammer, which is operated by means of the feet. By hammering using this method, great amounts of force are produced that could not be achieved otherwise, and while it is a slow introduction, it appears it could greatly benefit Ier's highly sorghum based diet. In other news, the scribe protests have died down somewhat, though many stopping are not doing it due to a change of philosophy, but rather, for the pay, which has been ceased with their lack of operation.

While cairns are typically built as piles of rocks, usually at the sites of battles, the Cairn of the Fallen Soldier, with its size, has begun construction differently due to that. Built from slabs of limestone on the bottom, square panels of stone are assembled on each roughly circular layer to create something resembling a cone. While the bottom layer is around 125 feet in diameter, the second layer is 115, the third 110 and so on. The top layers, while not finished, will be constructed with precious metals, and people will be free to leave stones on any layer they wish, though the plan is for each to symbolize a certain form of death, be it suicide to prevent capture by the enemy or blood loss. In this manner, while the base symbolically acts as representative of those who have already died for Ier, the new rocks will represent the newly fallen. The surrounding area has been cleared in anticipation of future growth, with it being built in the grasslands just outside where all roads filter into Ierok. Men will also be hired to maintain the site, as it expected, especially after wars, that the piles of rocks may fall due to weather or other conditions.

A rare case where two things are voted for, but doable, as say the Mechanics which I definitely didn't check to make sure I still had the relevant passage there.

More importantly, where will you prospect, and what internal migration will you encourage? Keep in mind that the result of a success will not be as impactful.

(Seeing as this was merely one action with two components, I'd say it's fair to say you don't need the debuff.)

The encouraged migration does take place in small numbers, though not enough to entirely stem the gap in the workforce. The local Reptians seem content knowing that it is Isarnites coming in, rather than Ierans. Coincidentally, those few remaining scribes seem to have returned to work by this point. It has been noted that an unnatural number of them are blood worshippers. Elsewhere, the aftershocks of the war on Wolf Island are reverbrating, as East Lopen has cut off relations with the Azeng Nakh, which some are saying is a sign that the Vaneads, who have already received a generous treaty, may soon be at war with the weakened tribe, who while securing land gains, are being supported in no small part by the forces of the Lukidor. Winter has begun as well, potentially making further conflict crippling to the agriculture of the Lukidor, though it remains to be seen how Vaneads truly sustain themselves underwater. On land, their farms seem much the same as any.

In the past few decades, small venues have opened up for talented musicians to perform at, with a very small number pursuing a career in music, though the pay admittedly isn't great. This has especially relied on strings and drums (as well as more recently, choirs), similar to the past, but as more important members of society have taken note of these musicians, the scale of the performances has expanded. Small ensembles have been assembled in private by several prominent clans, and now, a small government program seeks to allow experienced applicants to act as state retainers, similar to practices in East Lopen and Lukidor. Speaking of there, while tensions are high, nothing has boiled over, though there does seem to be further conflict on the horizon.

In recent times, significant improvements in weight distribution of boat designs have occurred, especially due to the import of floatwood, which contrary to its redundant sounding name, is a special type of wood found in both the forest of the Lopen and the southern jungle that can support the weight of most giants. While its mechanics are not fully understood, it appears to give proportional pushback to heavy weights placed on it, against the known laws of the world. This is why giants are able to travel on boats that could otherwise collapse under them. With this wood, especially imported from your Protectorate, being used in new designs, heavier weights are able to be carried aboard ships. More complex designs, including some with stone fortifications, are also possible, leading to the designation of a new type of ship; the castle ship. Tensions on Wolf Island have settled for now, and the construction of the Cairn of the Fallen Soldier is finished, which have improved morale considerably; however, this winter has shown no sign of stopping, dampening the spirits of some.

Blood day is the foundation of our society it stays
>>
The Isans, having followed a calendar that while keeping the month system of the Lopen had weekdays included, are now drawn from once more culturally, though this being done by the state. Outside of Bloodday, which is decided to remain the same, the other days of the week are Sunday, Moonday, Mothersday, Fathersday, and Pillarday, with Bloodday falling between Fathersday and Pillarday. For those curious, Jungleday was celebrated instead of Bloodday. In other news, East Lopen have obtained biremes, following the Ringborn in pursuing naval technology that will allow them greater interaction with the human lands. However, this may also open the doors for Lukidor to gain biremes, allowing them to somewhat catch up to Ieran naval technology. The festivals formed naturally, though may prove unsustainable and restricted by the government, due to the waste of food that comes with a festival with feasting 12 times a year, possible for up to 10 years.

Personal Project
Difficulty: Very Hard
Sailing out west for the first time, Tordan finds little, and is forced to return due to supplies. There is a noticable lack of land, but by using the stars he navigates home. The second time, however, his crew spots something alarming. In front of them is an expanse of ocean where the waters seem.. dark. Between navy blue and black, the area seems eery, and continues on for quite a while. When movement is spotted in the distance, with ripples in the water suggesting it to be quite large, they turn back, and return home with the news. After some studying, it appears that the area must have been where the vaneads lived before it collapsed underneath them, but the scale was larger than what Ierans had thought possible. However, with the water of the southern river now stagnant, and the area not sucking the ships towards it, Tordan's journey does prove that whatever happened, the flow of water caused by the collapse must have stopped some time ago.

The Sholzgaetor Keep has been created in the last decade or so, and while initially created especially for defence, it has morphed into also a personal project for your clan. With walls sturdier than those surrounding the city crafted, your emblem is carved into the inside of the structure, with small rooms and staircases constructed within to house people during non-volatile times. The peninsula area south of the small inlet of water is built as both an evacuation port and also a personal leisure area, with a portion of the dock seperated for personal use of your family. Most impressively, an entire bridge is built to the island on the bay, which itself is quite large. There, you build a large fortress, with a gatehouse on both ends of the wide bridge, and docks on top of that. Parts of the island are also cleared in case refugees need to be evacuated to the island, and smaller homes built for servants. Outside of say, Ful'cana or Enkirok, such a large and impressive home of a clan cannot be found anywhere in Ier, let alone the known world.

You create a few working prototypes of your design. Using a volcanite mesh (seen in black in your image), by pouring through powder and blowing in air, be it through a tube such as one design, or air magic in another, the powder burns and is sprayed out as gas. However, there are a few flaws in your design. For one, the gas mask is not very effective, often leading to friendly fire. The powder also gets melded into the volcanite, warping the internal structure, meaning the gun cannot be used many times without replacement. Still, an impressive design.

Philosophically, the idea of dualism that emerged in the past has grown intertwined with the blood spirituality, which has resulted in further heightened xenophobia in Ier. The idea of the race and the other has intensified, but that is not the only place where dualism has come to surface. In a purer philosophical sense, the question of true reality and what is experienced has been heavily debated, especially as new research on magic and the soul reveals more and more about the world around you. The yearly feasts during winter are now changed to take place during the last year of winter as well.

Medicinal knowledge has advanced in recent times, most notably due to a compendium of knowledge published by the Capans, which while extremely large, is being bought by several hospitals. However, on top of the more worldly advice comes spiritual and mystical health, which it is said are important as well. This especially comes in the form of bloodletting, as it is said whatever affects the body affects the soul, and research has shown this to be true. Thus, maintaining a regular flow of blood is seen as healthy, especially when blood is let from certain areas and blood consumed is from certain areas. In a similar vein, certain plants should be burnt within a dwelling regularly to ensure spiritual health. On Wolf Island, the Vaneads have invaded the Azeng, with the Azeng bearing volcanite weapons. At the same time, the other two Nakh nations have struck as well, leading some to believe this was coordinated, especially with certain recent shipments to the island from Ierok.

Along with battering rams and siege towers, a recent design being tested in Ier as a siege weapon is a mangonel or traction trebuchet, which uses manpower to launch objects some distance. While planned to be used during war, Ier is content with watching overseas for a while instead of engaging in one itself. However, mercenaries from Ier under the Metalar clan being involved in the war has caused some concern that this time the nation may be drawn in. Last war, while there was talk of it, no action was actually taken.

If you wish to send mercenaries, tell me.

You find deposits of coal and nickel up north, but nothing in the ashlands. As for the mercenaries, it has put a damper in your relationship with your enemies even more than before, as on top of deploying men, ferals with some degree of training have also been seen. The Azeng are being pushed back by the Vanead but as it was before, a stalemate is kept with the Nakh, despite your push with mercenaries, as the Lukidor are faster to react without the involvement of the East Lopen. However, unlike the Azeng, your allies are dealing with food shortages and thus are having to import from Ier, seeing your finances soar.

A new form of belly dancing has emerged in Ier, where talented performers (some being mages) dance with flaming batons and other implements. Mages also use the other elements, but fire is of course the flashiest of all. Accompanied by rhythmic drumming, the training required certainly could make one call this an art, as the dancers must move to the beat as well as make sure not to harm themselves or those watching. This is growing popular in mainly common areas, though private performances are known to take place on occasion. Overseas, the supplying of both men and food to the Daus and Bemol Nakh has seen them regain the land they had lost and then some, with the Azeng being crippled by a dead chieftain as well as the internal power struggle that followed in the early months of the year. However, the vaneads of Wolf Island, known now to be called the Yuradh, have been dealing with unknown issues, causing them to stall on both the combined front with the Nakh and to the northeast of their original territory there. The war is affecting home as well of course, with shipments of supplies overseas causing concern with dwindling supplies at home and the long winter not yet over.

(Bumped food into its own category.)

The study of astronomy in recent years has been changed somewhat by the events of the crazed gnolls and the pillar. While the star maps are near completion, and are trusted by sailors, debate is not focused on that. Rather, it is centered on the notion that the world is spherical, which has been trusted due to the nature of the stars, but has come into question for one reason. Why is it assumed that the world is spherical? All records dating back seem to indicate that beliefs have always tended towards this, but a philosophical debate has sprung up about why even the smallest child would say this. Is it passed down through blood? Is it something all living things know? Is it even true at all? Such questions are being pondered, alongside one quite a bit larger. If the world is truly a sphere, what lies outside it?

Abroad, while the reason for the vanead stall has not been revealed, their ground gained has been tremendous, and similar with those being funded by the Metalars, the two tribes of the Daus and Bemol Nakh. A peace treaty is now being negotiated in Lukidor as to what the new borders will look like, but the Azeng Nakh, and thus, their ally the Lukidorians, have lost their stranglehold over the other Nakh tribes on Wolf Island.

Investments in fishing as well as expansion are well and good due to the money that has come to the government via selling food, but as soon as an attempt was made to solve a problem caused by winter, it went and vanished, and in came the spring. Agriculture is expected to take a while to recover. In addition, seers who had made their way to East Lopen have stated that their pillar also appears to contain a massive soul, causing more speculation within the astronomer community as to what exactly their purpose is in conducting mana (as they are believed to do) to the sun. Is it possible the world is dying? No. Well, probably not. The point is no actually knows, alright?

As for the peace talks on Wolf Island, all those who had gained land are holding onto it, and a 50 year non-aggression pact comes with that. Raids on the human lands are also in the news, with recent raids being highly successful, more so than usual. As such, the government of the Ringborn has decided to invest state funds in future raids over the next decade or so.

The book sells quite well... however, High Priest Tai's profits all go into his belt, which ends up just being a piece of moldy leather that appears to have some jewels on it. The High Priest may not have the best eyes, as evidenced by that, and it grows worse in old age, though his habit of groping the faces of students to remember who they are is seen as odd by some.

The Tyrant's Hand position is created, with mixed reactions at home. Some of the older generation are veterans of the war, with survivors of the Battle of Isarn sprinkled in, and largely they support this move, seeing Loris Metalar's actions as having damned an entire generation, but traditionalists as well as many younger folk oppose this, seeing it as a potential powergrab for future Tyrants. In other news, scribes in the jungle have once again been caught slacking off.

Not much else to report abroad, other than warming relations between the two groups of Lopen.

Advancements in mathematics have allowed for further precision regarding angular measurements and the stars, which, to put it simply, have confirmed you are indeed inside a sphere. This has intensified the debate, of course, about how it seemed you gained this knowledge, which seems so obscure. Some suggest the blessings of Rok, that people aren't born a blank slate (seen as frankly quite a bit silly), or that Vade did it, which is a common assumption if something good has happened but you are not sure how or why. Of course, algebra has also made some minor advancements. The scribes have also been reminded of their role, and it appears corruption is limited to the jungle, by and large.

Abroad, the Lukidorians appear to be coming in contact with the Kingdom of Marez, the group of vaneads that remain as the only territory on the main area of the continent that Ier has yet to conquer. What exactly is happening is unknown, but small ships have been seen circling around the continent bearing Lukidorian emblems such as the wolf.

Lastly, floatwood appears to have stopped working? While Ieran shipwrights are now capable of building castle ships to some degree without it, the qualities of the material are now even more perplexing. However, according to seers, it had some form of magical property, given that they saw mana around it, and unless it is concentrated, mana cannot be seen by seers, nor any normal person for that matter. On a side note, the flow of vast quantities of mana to the sun is something seemingly confirmed by seers, which was what had led to the discussion of astronomy some years prior.

Oh. And summer has begun.

At home, laws intent on keeping the bureaucracy in line have sparked larger protests than before, with many government workers, especially scribes, refusing to work. Technically, this is not against the law, though the corruption in the recent past connected to money and on a few smaller occasions, missing funds, are being pursued legally by treating the tyranny as a person and the culprits as thieves. Regardless, this has put other parts of the government in lockdown, for without the administrative functions that the scribes provided, like paying workers, no one can move forward, either due to a lack of will or a lack of resources. The population is split on the issue, for while Ieran nationalism would suggest those trained in Ierok are the best and should be trusted (as say the scribes), the actions of the scribes are dubious, and trouble the nation as a whole. On top of that, in early summer, the Tyrant passed peacefully in his bed, of old age. While this is surprising due to his age, it is not unexpected, for his health had been poor in years prior.
>>
Abroad, the ramifications of floatwood not functioning (with seers confirming the mana of the wood has gone entirely) have resulted in issues with the navy of East Lopen, as well as in trade vessels and larger raiding ships. This has the potential to cause a massive economic downswing for all nations of the continent, especially those in the grasslands of Wolf Island and the unnamed island where the Ringborn and East Lopen are. This is due to the fact that without the large amount of resources available on the mainland, business transactions could go awry. Of course, this also applies to the mainland, though less severely.

Regardless, this is being treated as a win at home, for even if there is an economic downturn, Ier will still remain ahead of its rivals due to the diversity of its resources.

With the new election, several key factors are important to note; for one, Reptian and Isarnite populations are now eligible to vote. Two, only minor tensions remain with Reptia, and while the old rivalry could see that boil up, actions by clans and the government have helped to relieve the issues that were present at the start of their annexation, more or less. Third, with the majority of scribes on strike, there are fears of vote rigging.

Issues:

>How to handle the scribe issue
>What to do with the new economic instability
>Handling a multi-cultural society moving forward
>Putting an end to Ieran rivals

And of course, the other relevant points...

>How to handle the scribe issue
“The Scribes are an important part of the government and are a pillar of Ier! They are supposed to be our best and brightest that hold the great responsibility of carrying the Tyranny on their backs! However their negligence and blatant thievery has betrayed the state! They have betrayed their blood! The Blood Tithe which was decided on by the great Lar is a sacred duty of every Ieran! Even those of lesser blood! An Ieran that betrays his nation is no Ieran at all! If the Scribes do not understand this then they are not fitting to be Scribes at all! We are one blood and a crime against the Tyranny is a crime against all of us!”
>What to do with the new economic instability
“We shall keep our course, Ier is strong! We shall lend a hand to our allies the Ringborn but the folly of those others hold no sway over us!”
>Handling a multi-cultural society moving forward
“There is no multi-cultural society, there is only the Tyranny.”
>Putting an end to Ieran rivals
“We are a nation forged from blood and metal! We shall crush all who rival Ier under our bootheel! Those of Isarn and Reptia have yet to feel the might of Ier when it is our their side and it is about time we showed them!”

>How to handle the scribe issue
The institute of scribes has to be changed or drastically overhauled, even if some people will be opposed against it on traditionalist grounds. I will talk further with advisors about this issue to determine what is the best course of action. One obvious step will be sacking obviously corrupt bureaucrats.
>What to do with the new economic instability
We can call upon allies for any needed economic assistance if things get too bad. Otherwise we’ll handle the situation by ourselves as it should be.
>Handling a multi-cultural society moving forward
As long as the nation runs smoothly, people should be able to live as they want without government interference.
>Putting an end to Ieran rivals
Our rivals aren’t threatening now. We have dominion over this continent and have our grip on the land east on Wolf Island. The only important people to stand in our way are Lukidor who are chatter with the Vaneads of the southern jungle. This is a sign that they are weak and desperate and that we could knock them down a storm to a straw house.

>How to handle the scribe issue
Encourage a sense of civic duty during scribe training all ghouls must do our part for the Tyranny and misusing the abilities our duties grants us helps no one in the end.
>What to do with the new economic instability
Thankfully we weren't hit hard by this. but perhaps the chaos abroad may present opportunities which we can use to our advantage
>Handling a multi-cultural society moving forward
An issue so complex and expansive to deal with that trying to describe how to handle each issue would take longer then the tyrant election itself. In general i would try to be proactive in discovering issues while also quickly and efficiently dealing with the ones that flair up.
>Putting an end to Ieran rivals
The same way Ier always has. By using a well trained equipped and led fighting force. That is being continuously improve by magical scientific technological discoveries.

Among the candidates this year are two notable figures.

One is the son of the Isarnite admiral best known for his involvement in the Continental War and the annexation of Isarn, a man in his early 50s. A devout follower of the blood spirituality, his name is Leek Az'dan, and thus far his campaign has mainly been based in Isarn, rallying against corruption as his father had seen in their nation before its annexation. His father is seen as a controversial figure by many Isarnites, decried as a traitor or revered as someone who sought the best for his people, but his policies are his own. Wishing to crack down on the scribes, he has stated that if put in power he would embargo all nations except the Protectorates and the Ringborn, leaving the rest to rot, though extending a Protectorate offer to the Nakh groups supported by Ier in the war a few years ago. This, in his opinion, is the first step to destroying both the Kingdom of the Lopen (the East Lopen) and the Lukidor. He believes that a united Ieran culture, between Ier and Isarn, should be fostered, and that remaining of Reptia stamped out.'

The second candidate is Tannish, though unlike candidates in previous years, he has no connection to any of the Tannish Founders, nor any figures of old. Called Wush Taydan, his past is relatively unknown, but he has been gaining success, most notably for his prowess as a raider in the human lands, and for the fact that he is a life mage, with connections to the Nezhol clan, and thus the House of Ivory as well. Using those credentials, he has been mainly campaigning in the heartlands as a successor to the previous Tyrant, with a goal of creating laws specifically to punish government officials who act out, and promoting culture, specifically Ieran culture. While he has not put forth policy proposals on the economic issues at the moment, the 42 year old is advocating for war with East Lopen and the Lukidor during their crisis, especially due to the manner in which floatwood's disfunction has ruined the East Lopen navy. Strangely, he follows the old Reptian faith.

>Lastly, are there any measures the government will take to ensure the election's validity with the current situation in mind?

Have the enforcers tighten security around election areas to ensure the proper protocols are being followed.
>>
This election was a close one, and almost too close to call. In the end it came down to the newly eligible voters to pick their candidate, and thus, Sangasu Tor led Gaeral Metalar by a small margin, one that came from a support base in both Reptia and Isarn. With Isarn split on the Admiral's son, and the Reptians having no clear candidate, the votes of both went towards a candidate who was not (seemingly) hostile to them. Gaeral's hot speeches, especially regarding the concept of a multi-cultural society, in the end may have cost him the vote. However, that is not to say that the Ieran population did not come out and vote, for even with the support received by Tor, his win was only decided once votes from the further off regions of the Tyranny came in. Zohron's loss is chalked up to his vague proposals on the scribe matter and the idea of Ier needing the economic support of others, while Az'dan's campaigns in Isarn were in vain, and Taydan was found out to have a small amount of gnoll blood in his family line, which cost him dearly. That raises another question, however; for those who mixed with gnolls among the Reptians, who can be called a citizen? Is a ghoul just a ghoul in appearance? Of course, the scribes are still protesting as well.
>>
Elsewhere, the economic depression has hit, affecting East Lopen deeply, as well as the Ringborn, the Nakh, and the Lukidor. However, your ally is kept afloat by the raids (which usually return to their land first to sell goods, which are still maintaining an extraordinary amount of profit), and are doing significant damage to the unified human nation. The mysterious boats being sent to the Kingdom of Marez by the Lukidorians, however, have increased in number, rather than diminished.

The Nakh quickly agree to the deal, which is of course favorable to them in the current crisis. Also ongoing in Ier is a blooming of fashion, with crushed bones and seashells often being used to evoke the best features of any ghoul (at least, in the current culture), their pale skin. Along with light hair and light eyes, this phenotype is seen as superior to all others, as darker hair and skin is often indicative of race mixing, something that is of course frowned upon. Similarly, an ideal of men is being born in the nation, with "warriors" having typical masculine traits along with long digits and limbs, which are said to be signs of one's strength. This is of course related to ferals, who possess claw-like fingers and distorted proportions. The first death trials for scribes who have broken the law three times also begin this year, though with many protesting this (mainly other scribes and government workers). However, some have returned to work, wishing to avoid death, as is reasonable.

Elsewhere, your blocking of trade is met with reciprocation, and the Lukidorians appear to have stopped sending boats to Marez.

Oh, and those caused by the economic downturn... there may be some deaths, yes, but the scribes will mostly be fine. On top of this, the Tyrant has mandated changes in the way scribes are trained, though it is debatable whether or not change will be seen immediately, with many believing it will be a gradual shift over the next few decades.

Outside of Ier, little is heard, other than the Ringborn making more money, but that's business as usual.

CRITICAL FAILURE

Sending a boat south to the gnolls as fast as possible, the Autarch splits his forces into two, sending one to check on the remaining forces yet to come out of the jungle, especially those near where Lower Lopen used to sit, and another to the last known location of the Falzers. However, as they arrive, and they meet with the gnolls, they find little evidence of movement; until they check by the lakeside. North of where they were last seen, footprints lead the way to small wooden docks sit in water, nearly unnoticable against the green and brown jungle surrounding them. It appears that wherever they were going, they had help, and help who knew how to hide things in such a terrain. By the time the Autarch returns to the rendesvous point he had arranged with the other search party, it has been another week since the order to collect the army was called. Of course, the furthest reaches of the territory he had sent them to was quite far away, yet by traveling by river, they returned on time. They tell him the grim news he repeats to the Sub-Tyrant four and a half weeks after the call to arms. The Falzers, the Lesser Isa, and a large number of scribes have fled to the Kingdom of Marez, and the homes of the Falzers and many in Augusta, along with those of the Lesser Isa, have been left mostly empty. It appears that they intend to stay there, perhaps for good.

All protectorates and the main Ieran force shall move to completely destroy the Kingdom of Marez for daring to take action, we shall throw them completely out of the jungle.

A large garrison of cultural Ierans shall be stationed in Ierok to respond to any problems that may arise.
>>
>>2808648
Navy is missing in the first line
>>
In terms of the population numbers, you believe East Lopen sits at around the 150k mark, while the Lukidor are lower than before due to the war, at around 250k. However, with the Marez factored in, that number is at least 75k on land, though previous reports have indicated their actual population is around 150k. Factoring in the Azeng Nakh, whose numbers are around 60k at this point, the number of forces the enemy can field at maximum is 400k. While this is a large number, the East Lopen have perhaps only 20-30 ships, with the Lukidor at around 80 or so. The vaneads swim presumably, based on previous methods of attack on ships during the vanead conflict long since passed.

For your own forces, the Matriarchy can contribute roughly 200k men, while you can field 115k, already nearly the size of your enemies. On top of that, the arachenians can contribute 12.5k, the former Isarnite satellites turned prrotectorates 80k, and the Wolf Island Nakh, a further 80k. All in all, this 487.5k strong force dwards that of your enemy. Meanwhile, your naval force alone is at 100 biremes.
>>
>>2808803
Marez Front:
12.5k Arachs
80k Island Protectorates (as many taken for fleet duty as needed)
200k Gnolls (As many taken for fleet duty as needed)
50k Ierans

Wolf Island force:
20k Ierans
80k Nahk
(Still under peace agreement for last war.)

Home Garrison:
45k Ierans (as many taken for fleet duty as needed)
>>
To go into a bit more detail regarding navies, the naval force of the East Lopen are biremes, while the gnolls possess single deck galleys. The Azeng Nakh have about 25 single deck galleys themselves, which they use to trade with the Shattered Islands. The alignment of the Shattered Islands are unknown.

Ier possesses 100 biremes, with 140 owned by the Matriarchy to the south. The mainland and island protectorates hold 70 in total (biremes as well), though it is unknown if the island protectorates will be able to travel safely due to the obvious threat posed by the Marez. Regardless, 240 biremes vs 25ish biremes and roughly 100 single galley ships is not a good matchup for the latter side.
>>
>>2808648
For the naval plan, follow what swift said.

Attack the ships in port first, and then blockade
>>
Within five weeks, all men required to gather in Ier or in their Protectorate have done so, with the latter taking place not just for space considerations, but for the racial conflict that could occur otherwise. Regardless, the set-up of forces is complete, and the plans of action going forward have been put into place. On top of that, a significant amount of money (to the point of being called a fortune) is being offered to those pirates would track the traitors, and of course, information has also been spread to them regarding raiding opportunities. Thus, after a week has passed to ensure the spread of this information, a month to the day that war was decided upon, ships set sail upon the sea, and the men on the Marez front begin to march forth.

>>
Linking up around the jade mine just east of where the traitors supposedly fled to takes around a week from both sides, so the two forces meet around evening on the 5th of Keturnen. From there, you proceed to plot your plan of action.

Commander, what will you do?
>>
>>2809044
We will march towards the marez lands and head down the beaten paths along the river to assault the vanheads positions with soldiers scouting ahead for any traps or ambushes the marez might have.
>>
As you advance further up the river, you encounter no vaneads, causing you to assume they have abandoned the area entirely. And indeed, as you continue on, with the Matriarch scouts acting as your eyes, you see nothing but the signs of a withdrawal just under a month old. This would seem to indicate that whatever the arrangement was between the traitors and the Marez, it had been a long time coming. Though the commander, Baltazar, carries that uncomfortable thought in his head, along with a few scouts, race appears to be the main detractor of morale. However, it doesn't take long to solve that problem. After the first week of this, and the reaching of the second town along the river heading north, there is still no sign of the enemy.

Commander, what will you do?
>>
>>2809073
Have the scouts move further ahead and check the other villages for any sign of the vanheads still being there the army will continue along its path down the river in the same manner as before.
>>
Your scouts return quickly, for just north of the entrance of the river, they spotted a small group of vaneads heading north. If their guess is correct, they were moving towards the chain of islands, which stays consistent with the tracks left behind by the regular population of these villages. However, that question frustrates the troop leaders; why would the abominations need to travel by land if they could just swim to them? While this is thought about, the time flies by quickly, and soon you are a just a day or two away from the vanead forces. The rains of fall are still quite heavy by this point, and they come down fast as the arrangement of troops is prepared for a battle with what looks like the entire 75,000 men.

The breakdown of the forces seems eerily similar to your own, with the giant vaneads, presumably the descendants of ones who fed off the corpses of dead tribal giants, standing with large copper shields held in their trunk-like hands. There are perhaps 10,000 of these, though not all hold things such as that. Others, perhaps for a lack of resources, hold onto what appears to be a watery plant similar or the same as those used as obstacles by the vaneads decades and centuries before, during the initial conflicts with them. Then it moves, reminding the scouts at the time that the thing reported back then also had some animal like qualities. ...Are they using them as shields? It looks effective, but odd, with shipments in the last few years probably not having been enough to sustain a population, who, looking at their armor, did not have the best access to resources. They wear iron-reinforced leather at worst and copper at best, with what appears to be leaders wearing the odd bit of bronze. In regards to the other segment of the army, they are made up of mostly infantry, bearing copper shields, apparently mass produced, swords, and standard equipment. They are around 45,000 in number. 15,000 that remain are archers, with some at the back atop a hastily constructed dirt mound bearing strange and large bows that are set up on the ground. Another 5,000 are some form of giant shrimp riders.

What one scout noticed was their distance from the water, which seems odd. He also spotted more supplies nearby, leading him to report that there were perhaps reinforcements in the sea, waiting to emerge.

Commander, what will you do?
>>
>>2809152
Get our men in formation.
The Gnolls will harass the enemy
Have fire magi and Gnolls with the flame substance if they have it be ready to counter the large vanheads.
Keep
Place our own cavalry in a position to counter the shrimp
Bonded birds will target the strange bows
>>
The gnolls, in charge of harassment along with the mages, are placed at the front of the force, though they are also acting as the infantry, due to their vast numbers. In the middle, Ieran and protectorate forces are kept, in order for the gnolls to split and fall back and let the shieldwall kick in if need be, due to the presence of the giants and the strange bows on the artifiicial hill. The back, of course, contains the dino cavalry of the gnolls and your own Dawn Riders, ready to split off when the shrimp riders begin to move, or if just ordered to. Meanwhile, bonded mages will be hiding elsewhere, to manipulate their animals (specifically birds and bird mages) to attack the bowmen.

With that agreed, the supper that evening is a sombre one, not helped by the grey clouds that block out the sunlight. The humidity you could cut with a knife is made even more unbearable by the tension, which creates a weight leaving a few heavy. Still, the majority are over their guts, either for the good of the nation, or just the chance to get their hands on vanead bodies, which are well known for their learning enhancing effects, though at some cost to the user's health.

The morning is sunny, though that can't necessarily be seen through the clouds; that is, until your army marches onto the beach, where the vaneads, having spotted you a few nights before, stand ready, having chosen not to move..

REGULAR FAILURE

The initial volley goes quite poorly and ends up giving the enemy an idea of what they can expect in coming rounds. However, the sheer number of rounds in the air does bring down some, as does the inexperience of the enemy, as some fail to bring their shield to the right position. As both armies move forward, the gnolls are within their first window of opportunity, as the next round will be the proper start of combat with the giants at the front.

REGULAR SUCCESS + REGULAR SUCCESS

The gnolls and mages get to work, aiming not at the shield, but at what it doesn't protect; the knees, and other vulnerable points. In this way, flame, blade, and more reach the enemy. In particular, a specific weapon, the macuahuitl, proves effective, especially against the feet of such enemies. Previously made of obsidian pieces put in a wooden club, recent takes on the weapon, with Ieran influence, have created a three layered weapon, where while the wooden sides remain, the inside is one full piece of bronze, stopping the major issue with the club before, which was the obsidian's brittleness, and tendency to fall out after impact. Due to this, as the arrows fly, the giants are distracted, and finally forced to weather the blow, seeing a few fall. Combat has now fully begun, though your army is at a disadvantage, forced to bring down their frontline to the height of the average ghoul and gnoll.

CRITICAL SUCCESS + DOUBLE CRITICAL FAILURE + REGULAR SUCCESS

The arrows fly in, and with many of the vaneads gathered here looking more made of vine and tree than anything to do with the sea, they light up with expected ease. The cries that hit the ears of the gathered soldiers, of course, are not pleasant to say the least, but it feels a good bit more normal than what the records say they sound like. The giant vaneads, in particular, are hurt, with volcanite arrows peppering them in multiple places as they light up. Their soulful eyes look pained... but that is where the similarities to ghouls end. Their next actions seem strange, even alien, as the burning colossi stop the move back just sounded out via instruments. First, their shields, some regular, some the strange plant-beast are tossed into the Ieran army, crushing some. And then, somehow, the creaking monsters advance, walking, then trying to run into the gnollish front of the army, where they are stopped. Of course, that is not ideal either; for even if bathed, which these soldiers have not had the opportunity to do since the river was left behind, the flame on the behemoths alights on your front line, and the entire front line is forced to be cast off. This dampens the morale of the gnolls, who, while having known that the volcanite was to be used, did not anticipate the backlash created by these strange enemies using such suicidal tactics. What's worse, the mages on the frontline are caught among the flame, and are dying off in large numbers. The firebombing occurs in this scene, though it goes mostly unnoticed. The officers and commanders who keep their eyes to the birds, however, do see the effect they're having, though are shocked as a bird is downed by one of the massive bowlike weapons utilized by the Marez army. Of course, that oversized arrow ends up hitting their own army, but the idea of such a giant weapon is intriguing, to say the least.

You pull entirely back, and the vanead army does not move forward, instead merely regaining their shields, and reforming their lines. Over the next few days, scouts watch the enemy army, and sees little signs of movement, aside from sleeping during the night and supply lines from the water bringing food each morning. Seers do note mages, but not in any surprising numbers, just enough to fit an army of that size. This all factors into the planning, of course; some officers calling for raids during the night, and others for raids during the morning. By the 27th of Keturnen, it is up for Commander Silaz to make a choice, having heard the positives of both. Raiding during the night will take advantage of the eyesight of ghouls and the enemy's sleep schedule, but would mean rest during the day, letting the enemy take advantage of that. Attacking during the day would mean attacking the army in daylight, but would also match up sleep schedules, and could allow gnolls to get involved as well. Bonded mages would also be better suited for the day.

REGULAR SUCCESS

The first nights of raids are successful, though the first goes a bit awry with the raptor cavalry being somewhat screwed over by the vaneads, who regardless of the differences between them in the past and them now, still are able to spook animals. While getting up close is not always an option, shooting volcanite arrows is, and that is used to great effect to cause chaos among the camp. However, keeping them awake using music proved a bad idea as they spoke in their strange language as they had once before, putting those in the Ieran camp on edge.

Between day and night shift on the 30th, a few of the regular raiders have met to celebrate a few successful nights; however, what is odd is that both gnolls and ghouls are present. For whatever reason, the Binders of each group (a leader of ten men in Ieran military terms) thought it best they begin to get along sooner rather than later, considering the possibility of joint tactical meetings later on. The rest of the men begin to get their food, and prepare for another night in the jungle, with the canopy up above bringing shade, if not coolness.

Many of the clans and groups of Ier would have members here; if so, are there any who stand out to you? What would they be doing in these times?
>>
>>2813779
At the moment Baltazar has been familiarizing himself with the raider groups
>>
>>2813779
Ósoisa Tarroh Enkir leads his small group of men to a fire side where they all begin to eat some camel meat. Tarroh himself introducing himself to the others present in politeness but also break the ice somewhat.

"Tell me Confederates, do you find the training you have been receiving has improved things for your people? We don't hear much about it in Ierok"
>>
>>2813802
A few among the gnolls are distinguishable, one an older group who were involved in a minor conflict with a vanead group on the sea years prior, which gave them priority, and another scarred veterans of the front line, who had refused to allow others to take their place in the raids. Among the Ieran groups, one appears to be Reptian, seeming to wish to prove themselves as loyal and not like the traitors.

>>2813807
Though there is certainly some coldness there, at least one greets you back, and answers.

"It has given us weaponry and tactics, but it also seems to me that our kind was not made for war," he says as he glances at your group. "We are small, fast, and the color of night. Does it not seem more fitting that we be spies or assassins? It makes me question our placement on the frontline," though his eyes tell you that he is doing far from the sort as he looks at you.
>>
>>2813779
While lazily sitting around and trying to enjoying his meal, Kunek tries to strike up a conversation with some nearby group of gnolls. The artfull soul he is, he tries to find a possible common topic with the glorified flee chariots.
"You know, i prefer my sorghum in my bread, not walking around and possibly trying to murder me. I assume you think so to about your, what was it now, maizer plant?"
>>
>>2813830
"Would you like me to speak to my Clan's leader and have him bring it to the Concord?".
He offers some meat, "we are all soldiers here, so for tonight lets just focus on what we can get along though? Do you have any family at home? Do you have any theories as to why the Falzer's have done what they have?"
>>
>>2813830
Tell the gnolls they’ve been doing well with their raiding.
Spend some more time with the reptian groups
“A good attitude to have. You prove my cousins faith in the other ghoul groups being able to show their metal was not misplaced.”
>>
>>2813834
You are ignored, as they assume you are drunk. Not that many have alcohol. One does snicker, though.

>>2813840
You're glared at by more than could be called several.

"If you were," the gnoll starts slowly, "nothing would actually come of it. We are always lesser to your, and our higher ups no matter how you may treat us."

The meat is declined, and the rest of the conversation left as it is, though the name of Falzer gets one to spit in the dirt before grinding his heel into the dusky soil.

>>2813860
You get a few glances for that, though the Reptians show themselves as more willing to talk.

"Aye," slurs one, having snuck a little alcohol from his Binder. "Though I dare say Ier has not given them a reason to obey."

Others look at him, seeming to want him to shut up.

"What?" he protests. "I speak the truth. Shove a group into the shadows after treating them poor and to expect nothing for it, especially if they are allowed to fester, is arrogance. Not that Ierans are arrogant," he adds, nodding at you.
>>
>>2813905
“My clan was never particularly fond of the jungle sentence idea. Some sort of protest was expected from it, but thier flight to Marez defies explanation so far”
>>
>>2813905
"Change has to begin somewhere, given how your people are proving themselves here. Dont you think that through common actions we can build common ground and secure a better bond between our peoples?.."
he gestures around
"...or would you rather we live in tension forever? We need to start somewhere yes?"
>>
>>2813912
"They sat themselves up against to an unfriendly neighbor, neighbor receives supplies from old friend of the exiles to help the exiles, exiles flee when the opportunity presents itself. Seems smart to me," says the man, though he doesn't sound convinced. "Rok knows why they risked a war though, hah."

"Most of them were more patriotic than your left finger, you old fuck," responds a younger looking man, and the drunk man grimaces.

"When your nation gets demolished as ours was, I see no need for such things as pride," he mutters.

>>2813937
"One of our nations is rooted in supremacy, the other isn't," answers a gnoll, looking to be one of those previously on the front line. A lucky survivor, at that. burnt skin is exposed all along the left third of his face, all fur completely gone. Staring at you, he grabs the meat from your hand.

"The vast majority of our men wonder why we're even here but we would be killed for saying so," he says, wolfing (or gnolling?) it down. "Preferable to also not risk talking to a ghoul, too."
>>
>>2814044
“What’s with this old friend. Sounds like he pulled them into something dangerous?”
>>
>>2814044
"nations develop and over time things change. Nations are built upon common ground and I think you'll find we have more in common than you think, like the meat?"
He looks across to the burnt Gnoll
"Friend of yours? i could ask of one of my clans healers present could take a look him if you want?"
>>
>>2814044
Kunek jumos into one of the discussions.
"Its rather simple isn't it? In relation to Ierans you gnolls are the clear inferiors. There is no denying it. Even the name of our diplomatic relationship describes it, in a Protectorate there is a clear superior and a clear inferior, someone weak needs the protection of the strong. Gnolls will never be on par with ghouls, that is the simple truth. However, by admiting your weakness and submiting yourself to us you are protected and even allowed to grow stronger."
>>
>>2814131
upon hearing this Tarroh lets out a sigh and rests his face in his palm
>>
>>2814057
"Nah, nah, metaphorically or comparisonationally or whatever. Old friend is Lukidor, neighbor is the weeds."

>>2814127
"Nothing more can be done than what is done," says the first gnoll. "Believe it or not, but our healers are known to be better. A few ghouls have risked the trip to visit, even."

>>2814131
>>2814135
You are told to leave, in no uncertain terms, though Baltazar spends a while longer with his new friends, who introduce themselves as Waer Shanjukh (the elder one) and Deem Chay (who you note has brown hair, a sign of mixed descent).

A mixed evening, all told, but some relationships made, and others broken. However, with no significant move made by the enemy or by the Ieran forces, this war may just be beginning.
