You are the newly initiated Commander of GIB- the Global Investigation Bureau. A reactionary organization formed by the United Nations in response to increased reports of unnatural or extraterrestrial forces on earth. We have received numerous reports from the shadier parts of London that a new gang is forming. Normally this wouldn’t come to our attention, but the reports from several police mention members carrying religious idols, speaking in a unknown language and some with scales growing on their skin. While not a direct report of something extraterrestrial it certainly looks like something beyond the normal is going on. I recommend sending our agents here and attempting to capture one of these gang members for interrogation.

We have had numerous eye witnesses from Greenland that man like creatures are attacking lone travelers and terrorizing the area. Many claim this to be some kind of yeti. As well there have been two confirmed fatalities due to blunt force trauma and the ripping of limbs from bodies in the area. I recommend our agents go here and track down whatever is causing the disturbance and bring back a sample living or dead to base.

If possible we should try and capture one of the organizations members.

That's a good start, unless you want to tediously tract every round bought, sold, shot, and lost.

Probably generalize the vehicles into SUV's, pickup trucks, sedans, hatchbacks, vans, trucks, and motorcycles. Could have some special vehicles mentioned if relevatan to describing a scene or minor plot relevance, ie. named hero agent Skully and Mulder drive around in a Chevrolet Camaro.

In regards to weapons, it should be a gun or two for a category or class and pay a one time fee or a bulk order for a bunch of them. Maybe give more than a few handguns and throw in some standardized rifles to start the players off. Most of the times we'll just order more of the same rifles.

Also, assuming this is notX-com! Wouldn't we be based more on geography rather than country? Partly why I wanted EU for more "zones".

Well i was gonna organize it by clip but your right ill do away with ammo and the tediousness that goes with it.

For the vehicles and weapons, yeah I guess too much choice is the death of it huh. Ill switch it up and fuse the choices together now. Chevrolet Camaro can just become agent car and ill specify it more in the missions. I will do the same with weapons, Perhaps just standard issue pistol/rifle/sniper would work for the start. I dont think buying the weapons in bulk and 1 by one will make too much of a difference though, It will become more important as the prices go up with better equipment.

As far as starting equipment goes, the idea is that you are being undermanned and staffed to be set up to fail. There are several agents in the council that want to see this project end with no resolution. So having next to nothing is expected.

Your two agents spend the next three days investigating the local towns. After a few close calls and mostly benign interrogations, they set up a meeting with with some dealers of this substance called Storm.
Investigating on the effects of the local people who have used it, the drug appears to do as described in the initial report. Each user is very clearly muscled even when claiming to be previously weak. The side effects noticed though is higher aggression, as well extreme addiction.

Stanislav and Elizabeth approach older truck on the side of a small, dirt half a mile outside the nearest town.

He snaps back at the two men. While one unloads what appears to be a steel case from the back of the truck, the man in the suit turns back to your agents.
“I am sure you will be very excited to see exactly what Storm can do.”
“I’ve heard plenty of rumors, could you give me a break down?” Elizabeth asks, looking at the steel case.
“Storm increases your strength, Speed, and reflexes to that of a heightened soldier or athlete in mere moments and its affects stay for weeks!” The Suited man exclaims, as the grunt huffs, placing down the case.
“Really sounds too good to be true, Any side effects? I remember hearing about aggression.” Elizabeth looks at the grunt, his body seems mostly normal albeit the oversized muscles. However one strange thing does catch her eye, the mans veins appear slightly green.

The leader crouches down unlocking the padlock on the case with a code, and extracts what looks to be A unlabeled epipen. “Well im not going to say they aren’t true, But when it comes time to use this some aggression would be useful yah? I would also make sure not to use it too much on yourself, there are some detrimental mental affects. Only long term usage of course.”
“Now mike if you could stick out your arm” The grunt presents his arm to the suited man.
“Typically you would want to aim for a vein like this to increase effectiveness” He places the end of the storm container on the man’s inner arm and presses down on the button. The grunt hisses in pain as he retracts his arm, A bright green spreading up and down his arm, slowly getting darker as it spreads. ‘

Staring in almost wonderment the agents watch as the grunts muscles begin to grow beyond there already considerable size. He grunts loudly in exertion as his eyes suddenly go bloodshot. He walks over to a nearby jungle tree and slams his fist against it, causing an audible crack echo through the jungle. The tree doesn’t fall but your agents can see the splintering in the tree where he slammed it.
“Did I forget to mention increased pain tolerance? As you can see it is all that is all that is mentioned and more.” The man in the suit returns to his unsettling smile.
“Im impressed” Elizabeth whistles as she walks over the affected man, He stares at her with wide, stretched eyes; as she runs her hand against his engorged muscles.

Stanislav hands the suited man the 200$, “We only bough enough for four doses but seeing this example im sure our boss would want to set up a more long term agreement. How can we reach you?”
He pauses for a moment clearly considering something, before smiling again and pulling a card out of his pocket. “There is a base in the jungle, Have a map?”
“Of course,” Stanislav pulls out a local map of the area. The man marks a location in the jungle.
“Show them this card when you go there and be sure to have the money, they can supply you with all the storm you will ever need” He hangs four doses of storm over.
“Don’t use them in all place now.” The man starts laughing bemused by his own joke.

“Oh I’ll be careful. Hey were leaving stop flirting with the muscled man” Blushing Elizabeth Breaks eye contact with the Grunt and begins running over

Myself and the other intellegence members compiled some general goals, strategies, and possible contacts.

Our first step should be to secure our position with the UN. We are currently not taken very seriously and were more deveoloped as an assurance to fringe members of the UN. Therefore we shoild find and present some proof that there are forces at work that could threaten world peace.

There are a few different aspects we could lool into. From the reports we hsve gathered there has been a concurrent spike in criminal organization and religious sect activity across the world. We should learn more about them, by arresting and interrogation members we come across. Hopfully finding the origin of these groups and aiding us in putting stop to their activity.
A more striking issue we could look into is a drastic increase in the reports regarding strange creatures. Things that would often be regaled to monsters and a active imagination. We should investigate the more promising of these reports and see if there is any truth to them.

We have also found local possible contacts in arms dealing amd vehicles should we need a more powerful armament then the UN currently allows us. Keep in mind if the council catches wind of this they most likely will be disapproving.

Taking a look at the incident report yiu see one about floating eyeballs. You chuckle to yourself about the rediculousness of it. Three reports catch your eye.

From Hong Kong relating to a strangely dressed cult. Wearing what appear to be ninja and martial arts gear and weilding tonfas and katanas they have been assaulting police stations and government centers. You may have read the previous report about Chupacabra's attacking locals. Since the report a week ago the number of incidents reporting these claims has tripled. All of them are from the same small town in southern mexico. The death toll is currently 14 relating to these claims. Each body's injuries appear to be maulings by wild animals. We should see if the claims are real and put a stop to these creatures.

Following threads delivered to us by Elizabeth and Stanislav, we could send agents invetigate the base in Careiro. The amount of activity of this Exault organisation appears to be increasing in the area. A few reports of over musciled men and women robbing stores and attacking people have come through our channels. Putting a stop to this would a stop to this before the local government discovers what is happening will mist likely appease the council.

You then send out the documents to Kamren for which missions to send your agents out on.
You decide to send Elisabeth Stanislav and Juan to Mexico to follow up on the supposed Exalt base. With A captured person to interrogate or more information gathered it should be easier to discover what their origin amd purposes are. As well sending the same agents should help them desiguse themselves.
For Mexico , the new agents George and Hayate will go to see if this claims are true. If they do find any "Chupacabra's" they will need to eliminate and hopfully capture in creature for dissection.

Stats and Equipment selection, and personnel names. Last one isn't a biggie so maybe keep it.

Stats seem to have dubious value or effect as far as we can tell either for choices or success in risking options and makes choosing which agents to send harder to decide on.

Equipment is a hassle to choose load out every time, would be easier to assign classes to our agents such as sniper, support, cqc, etc.

I can foresee two paths for agents to "evolve" in.

One is that agents are all default and the can be upgraded into classes, but are all given the same weapons (all glocks or pistols), or agents can become superagents that can do all when given a weapon and perform it perfectly.

This would reduce time and posts spend on just figuring out what to equip our guys with before sending them out. Leaving few choices such as should they go in full gear and body armour & armed with heavy weapons or incognito with suits and briefcase.

Also should let them all carry flashlights for free. its a pointless logistical distraction adding them in for cost and equipment slot unless you really want to do something with flashlights. Maybe treat it as a stackable upgrade that gives free flashlights to all agents because the base cost wasn't the item but a one time (level 1?) upgrade, and better flashlights need you to purchase another upgrade.
