You are Titus Sertorius Panthera, provincial governor. Your province is Vorgium. It is bordered on three sides by barbarian tribes, and on one by the ocean. It is far from your home in the capital. It is your job to civilize this backwater.

As you look out over the field, you are more concerned with the letter you received this morning than this battle. The legion you requested isn't coming. You had heard that there was some trouble back home but you hadn't realized just how serious things had gotten. The empire can barely defend the capital. This far flung province won't be receiving reinforcements for the foreseeable future.

You have been practicing classic imperial diplomacy, belittling the local tribal chieftains and willfully flaunting their customs. Your bravado was mostly based on your belief that a legion was on its way. This doesn't bode well.

As for now, you must win this battle. It will be easy. The opponent is a mob of escaped servii who have been living in the forests of your land. They have decided to make their stand here, on the road between your city, Vorgus Prime, and the fishing village that yesterday you expected a legion to arrive through.

You survey the field:

Point I:
That is you and your personal guard. You are all mounted. These men are all true imperials who own estates around Vorgus Prime. They are well trained and well armed. Altogether you are 80.

Point II:
That is your infantry. They are mostly imperials but a few are more provincial types. However, they can all be trusted. They are trained and experienced legionnaires. They are armed with shields, gladii and pila. You have only 2 manipulus, each of 120 men.

Point III:
That is a mob of local tribesmen. They call themselves Carmagans. Theirs is the only tribe you are actually on good terms with. They have been hired as archers. They are 100.

Point IV:
That is the mob of escaped servii. They have formed into a poor imitation of a formation. They wield knives, sharpened sticks and agricultural implements. Many are women and old men. They are close to 200.

Point V:
That area, circled and dotted with dark green, is a forest. Clever barbarians sometimes hide in them. They are difficult to pass through quickly, especially on horseback. It probably won't be important today, but you never know.

Point VI:
This is a hill. Hopefully, as a provincial governor and imperial commander, you know how to read topographical maps.

What will you do?

You could just charge them with your personal guard and rout them. They are not likely to put up much of a fight.
On the other hand you could move up your infantry and have them deal with the servii. They could use the experience.

You execute a clever maneuver. Your infantry move up and throw their pila. Then they engage the enemy up close with their gladiii. You and your cavalry swing around to flank them. Half of the servii are killed and the other half are routed. You don't lose a single soldier.

You head back to Vorgus Prime. You pass through the gate and order some of your men to return the servii to their owners. You ride through to the fort. It is good to be back here, even if it is not truly home. You see your third and fourth manipulus training with pila. They are getting better, but they won't be ready for battle for a month. Some are veterans but most are newly conscripted.

It is late afternoon and you release your men for the day. You ask the leader of the Carmagan mercenaries if his men want to leave your service.

"No, sir. We are paid and fed. Our families sleep inside your walls instead of outside. We are happy to serve. You are much kinder than the king of Brenna. We are all eager to get our revenge against him."

He speaks of Brenna, the tribe to the north. They subjugated the Carmagans before the empire arrived in this land. Their cruelty is why the Carmagans cooperated when you took this settlement.

Point I:
The fort. That is where your home is located. It also holds a granary, stable, barracks, and the home of your lieutenant governor, Agrippa Lafrenius Cicero.

Point II:
This is the forum. It is where the people of your city gather for commerce and conversation.

Point III:
This is the fortification and gate on the south side of the Ge river. There is a tall stone wall around your settlement. There are watchtowers at strategic points along its length. You personally oversaw its construction. Some of your citizens live just outside of it.

Point IV:
This it the Ge river, and the bridge over it. This strategic point is the reason that your capital is here. The river is deep and crossing in most places is perilous. If you built the necessary infrastructure, this city could be a thriving port.

V.
This is the road to the fishing village. It has more infrastructure for maritime trade, so imperial ships usually dock there. You haven't seen one in a few months.

VI.
This is the road to the Carmagan villages in the countryside and your quarry. Work is slow there, due to the labor shortage. Especially, skilled masons are in short supply. You have several ideas for simple infrastructure projects like paved roads but they will take years to complete at the current rate.

It is late Spring. There is a surplus of grain, wool, lumber, fish, and livestock.
Overall, your settlement is prosperous.

You arrive at the lieutenant governor's residence. You sit with Agrippa in his atrium and discuss matters both civil and military. You tell him about the letter you received. He seems to weigh this news for a moment.

"The way I see it, we have a choice to make. We have the ability to draft more infantry. We could at most double our current number, bringing us up to half a legion. But the more we draft the worse this labor shortage will become. And, more importantly, the barbarians are sure to recognize this as a desperate move. They may deduce that our reinforcements aren't coming. What do we value more? The threat of a legion or the might of half a legion?"

You spend the morning with your 3rd and 4th manipulus. They soldiers are almost ready for war. They have been training since early spring, and will officially be legionaries in 2 and a half weeks.

In the afternoon you are given the news that there are chariots outside the city walls. There are 3 chariots and some accompanying servants. They carry Corc noblewomen.

You and Agrippa meet the noblewomen to discuss the message they have brought. One of your frumentarii who speaks the local language translates for you.

The gist is this:
The Brenna will attack just after the summer solstice, only 2 and a half months away. Iken, queen of Corc, offers a deal. Her warriors will join yours in a preemptive attack on the Brenna, and in return Corc will receive the land which is taken. They want to attack in 1 week.

How do you reply to this offer?

The noblewomen look unhappy. They leave. When you are alone, Agrippa speaks.

"I think that was wise. Any other response would have shown our hand. I feel that this Brenna attack they spoke of is probably a complete fiction."

You head back to your home and sleep. In the morning, just after you get dressed you meet your client Marcius in the atrium. You manumitted him for his years of loyalty. Now he manages your personal finances and oversees your servii. He has taken your name and is an important member of your family.

He brings you his son Titus, and your son Publius. They are around the same age, 13 years. Titus has several bruises and cuts.

"Patron, I found Publius beating Titus. They had some kind of fight and when I found them Titus was on the ground and Publius was kicking him."

You speak to Publius and hear the story.

Earlier this morning, Publius and Titus were talking about the grammar lesson that Marcius had taught them yesterday. They had a disagreement about how a verb should be conjugated. Publius insists that he knew the correct conjugation, and that Titus was stubbornly mistaken. However, when they went to Marcius to settle the disagreement, upon hearing the correct conjugation, Titus claimed that he had known the whole time, and that Publius was the one who had used the mistaken conjugation. This dishonesty enraged Publius and as soon as Marcius left he started beating Titus. Titus tells the story much the same, but with him truly knowing the correct conjugation from the beginning, and Publius suddenly attacking him when proved wrong. Marcius confirms that he had corrected them about grammar earlier, but that he didn't know which one had known the correct conjugation.

This story is somewhat strange to you. A disagreement about grammar is a frivolous thing to fight about.

You walk out onto the portico and see Aelia, Marcius wife, teaching Lucilia how to weave cloth. She is 9 years old and only started learning recently. They smile and greet you. Everything is going well. At least one of your children is well-behaved. You have worried about them since your wife died but they are being raised well by your clients.

It is almost noon and you haven't started doing anything productive today. You decide to take the whole day off and relax. How will you spend your day?

You walk around with a few guards and servii to carry whatever you may buy. There are lambs and flowers being sold. You see a small group of Carmagans speaking the imperial language badly. They are trying to buy a serva. The slaver is dubious until the Carmagans produce their denarii. Then he smiles broadly and the deal is done. This region is rich in silver, though there you have found none in your territory. Corc and Faelan are known to have silver mines. If you could take those mines you could mint your own denarii.

The Carmagans are interesting. They all seem to be learning the Imperial language, and attempting to emulate your people as much as possible. They have begun practicing monogamy, wearing togas, and keeping servii. They seem to have some understanding of the legal rights afforded to certain tribes who assimilate well into the Empire. You will have to speak with Agrippa and the Carmagan leadership about this. If they want to join the Empire you should write a letter to the Emperor requesting that citizenship be extended to them.

You buy a lamb and some bread for dinner, and then head back to your home. After a hearty dinner, you sleep.

You, Agrippa, and your personal guards make a trip out to Carmag. It is the main Carmagan village. It is located in the hills north of Vorgus Prime, at point I on the map. It is considered a holy place by the Carmagans. Their chief and druid live there. Point II is your quarry, in the hills near Carmag.

Upon your arrival you are welcomed and given bread and wine by the chief. He speaks Imperial badly, but his son speaks quite well. He is around 20 years old and has adopted every part of Imperial culture that he can. The chief has no complaints, but he has an offer:

He offers 120 young men from his tribe, including one of his sons, to become legionaries. Not just to be mercenaries, but to learn the imperial ways of war and to gain citizenship and land. Particularly, he wants them to receive some specific land near Vorgus Prime. He says that it holds some special meaning to his tribe, and belonged to them before the Brenna conquered them.

You don't have the authority to extend citizenship to the whole tribe, but you can recruit legionaries and give them citizenship. However, this land he is asking for already has a purpose. You plan to give it to imperial citizens to entice them to settle here.

Also, this seems rushed. Even if these young men can speak your language they aren't civilized. They worship their own gods, primarily speak their own language, and behave in every way like Carmagans. You can put a toga on a horse but it will not become a man.

There are also reasons to accept this offer. It would increase the size of your army. It would also likely keep the Carmagans loyal, knowing that they will receive their ancestral lands eventually. This offer seems very well crafted, with an understanding of Imperial law. The servus who is teaching them the language must also know quite a bit about law.

This seems dangerously similar to how Rome found itself losing land and influence IRL, but in the current state of things we don't really seem to have much of a choice.

While you are in the northern hills you decide to make a small detour to the quarry. You find that adequate progress has been made. There is enough stone to start a project, if you are willing to put your soldiers to work on one.

You give the orders and then head back t your home. It takes several days to manage this project and the final training of your soldiers. Before you know it, 2 weeks have passed and it is the beginning of Summer. The road is 1/4 paved. You have a choice to make about your 2 new infantry units.

One of them is going to be commanded by the previous optio of one of your other manipulus. But one is without a centurion. You need to pick someone for promotion to centurion.

He has been training the new legionaries. He is clearly the best qualified, but it would mean taking him off of his current assignment of training your new soldiers. You summon Tertius to your home and tell him about the promotion in person. He thanks you profusely. As soon as he leaves, a frumentari who you had sent into the east to spy on Faelan arrives.

He shows you a map and explains what he has found.

The king of Faelan has died. Two of his sons are fighting over the throne. Because the Faelan are barbaric polygamists, the two sons have different mothers.

At point I is the elder son and his army. They are ~1000 strong. He was born of the daughter of the king of Brenna, the product of a marriage intended to create an alliance between the tribes. This alliance never materialized due to religious mania on the part of the king of Brenna. However, this prince has sympathies with Brenna and will likely be able to form this alliance, if he takes the throne. It is unknown if Brenna is supporting his succession.

At point II is the younger son and his army. They are ~500 strong. He was born of an imperial serva. He lead a band of mercenaries for another provincial governor for some time. He will likely lose this battle.

The frumentarii doesn't suggest a plan of action directly, but seems to expect you to get involved in this war. It is a tempting proposition. Your new units could gain some experience, and you could gain another ally in this region.

You induct your newly trained soldiers and then inform them that they will be seeing combat directly. You prepare your army to march.

You arrive at the village of Brigmond. You talk to the prince, Voralkeno. He is happy that you're here, but believes he could have won without you. He has taken a strategic position on the hill that the village is built on. His brother's forces are formed up and heading toward you.

A frumentarii arrives and tells you the Brenna is on the move. A force of ~800 Brenna is coming to reinforce the enemy. The enemy don't seem to know that yet.

What will you do?

Examples:
Line up beside Voralkeno's troops, holding the hill,
Wait for the enemy Faelan to attack Voralkeno and then encircle them,

As romantic as a pitched fight is, one can't help but notice the elder prince has taken the field to the right- if such is his personal guard and himself. If he dies or is captured, he has no claim- the Hill should be firmly held while our two mobile horse units (presumably the prince and his elite like we have our elite) charge and either rout or destroy the other claimant to the throne at the first opportunity. That should keep any casualties to our own forces at a minimum, though it does put us and the leader of our allies at risk, the odds should be in our favor.

Hide behind the reverse slope to encourage the enemy into a hasty attack. Counterattack once the enemy attack exposes its flank to us.

The enemy has his left flank attack Voralkeno and holds his right flank in reserve. You send your archers to skirmish. The enemy's tribal warriors have been given the order to hold fast, but they cannot follow that order in the face of provocation. The Carmagan archers flee from the approaching warriors. The Faelan charge. Their charge is vicious, and pushes your men back. You lose a few men. The barbarian charge loses momentum on the hill, and your men begin to get the better of them.

Voralkeno rides around the line to confront his brother. You follow, a little distance behind.

The claimant sees his brother approaching and rides out to fight him. It is too late for him when he sees you and your cavalry swinging around to charge into his back.

You see Voralkeno cut his brother's head off and ,holding it out as a trophy, ride right through the ranks of his brother's soldiers.

The enemy is routed. You have lost ~50 men and killed ~200. You captured ~100 enemy warriors.

Voralkeno meets you after the battle and thanks you. He promises to help if you are ever under attack. He also says he would find it acceptable if you built a road through his territory to the imperial province on the other side.

What will you do with the prisoners?

This is considering the situation in the capital at present, our term as Governor might not actually end at all, at least, not at the planned nor expected time. Ironically this province is likely safer.

Alright, I decided not to abandon this one.

Brenna territory continues up into the northern mountains. There is a valley which your agents partially map. They are close to 2100 strong. Your frumentarii witnessed an initiation ceremony in which 100 young men were made to execute Corc prisoners and eat their hearts. These warriors were inducted into the society of Brenna warrior-fanatics known as the Wolfhearts. The Brenna are preparing for war. The time they attack will be chosen not by tactical consideration but by the signs which their king reads in the stars and intestines of sacrifices.
Faelan territory continues East and includes a large wild forest. On the other side is Harmonium, another frontier province like your own. Harmonium is a little larger than Vorgium. Their governor is Lars Vitruvius Fortunatus. He has a single legion of 4800.

Some time passes and your road is finally paved. Because of the labor shortage it will be autumn before you can even start another project. It is midsummer. Just after the solstice, a frumentarii visits you. He tells you that Brenna is moving in force near the border of Corc, Vorgum, and Brenna. They haven't crossed the border yet. It isn't clear who they plan on attacking.

It's a risky move, but I think it's one we're going to have to take. Staying in Vorgus Prime is just an invitation for them to get the better of us, and meeting them in the field with our current forces is just asking for disaster. Best to take the initiative and call our allies together before it's too late.

You wait in Vorgus Prime. The next day you receive a report from a frumentarii that the Brenna army has crossed over into Corc and is raiding their villages.
