Cold and exertion burn your lungs, your legs ache from endless walking, hands numb, feet numb. You are Cobra Commander and you’re only just above your lowest point yet. Once atop a throne of the worlds largest criminal/terrorist organization you’re now a fugitive. Having freshly escaped from Blackguard UltraMax prison you wander an unknown snowy waste with a small gaggle of followers. Karasu, a bruiser of a man, former Japanese domestic terrorist, and Viper, and old man who once led an organization not dissimilar to yours follow you.

As far as you know your escape is as of yet undetected. Now to make your way back to Cobra.

CobraQuest is a re-imagining of the origins of the international cult/terrorist organization Cobra. You the players will fill the role of Cobra Commander, and you’re exactly what the name implies. We’ll see Cobra rise from relative obscurity to that of a global scourge with your iron fist as its guiding hand.

“There.”

You stop, hiding your exertion and follow Karasu’s pointing figure. From your vantage point on this low hill you can just make out the black ribbon of a road and the distant rising of smoke.

“A town?” You ask.

“Looks like a village.”

“Our best ticket out of here.” Wherever here is.

You trudge through the deepening snow toward the sign of civilization cautiously. Your best guess is that you are somewhere in Canada, in the far north, but beyond that you’re at a loss. As such, you had no guarantee you could even escape this place, until now.

Reaching the edge of the woods you clearly see now the building is a gas station, sign and numbering in English, a few stopped cars outside.

“Gas station,” Karasu says, unnecessarily.

“Transportation or communication,” Viper adds, “Could save you or destroy you.”

“Thank you for the succinct examination,” you reply coldly, squinting to get a better view of the place. It’s small, a pair of old pickup trucks, a 4x4 and a single car are parked here with another gassing up. It’s getting late, the sun reddening as it dips lower in the sky, taking the temperature down with it.

“Let’s go, I’m freezing,” one of your lackeys says, taking a step forward before you grab his parka and yank him back.

“Don’t ever move without me telling you,” you snarl. “Do you want to end up back in a windowless box? Don’t be stupid, this is the first place they’ll look for people like us.”

His eyes are wide with fear and he manages a single head nod at you.

“We will die if we stay out here too long,” Viper supplies.

You don’t reply, but you know he’s right. If you pass up this chance you may not get another. As he said, there is transportation here, a means to escape, as well as a phone you could likely use.

“We should wait till night,” Karasu says.

“Too risky. They’ll know we’re gone by then and come out this way. It has to be now.”

It should be simple to hijack a gassing car and flee, a quick attack and then an escape, though it will leave witnesses who will doubtlessly report the theft, and there’s no assurance this road will take you anywhere better. Getting inside the station through subterfuge to use the phone could work, you have numbers to call to get a line back to Cobra and get a pickup. Without your hood on they won’t automatically see anything amiss, but even so, your prison guard jacket will stand out. It might lead EAGLE back to you.

Seizing control of the station is also possible, you have the weapons and manpower. If you kill or incapacitate the witnesses you might buy yourself more time and be able to better supply yourselves with food and new clothes.

Your newest recruit takes a moment to respond to his new nom de guerre but follows you from the treeline all the same. He stares as you pull off your hood and stuff if into your pocket but says nothing about it. “You’re not going to-”

“Kill them? No. Not unless I have to. This is information gathering.”

Viper nods.

Your boots crunch as you step from snowy field to asphalt, continuing across the parking lot for the front door of the gas station. As you pass a gassing car you look back at its rear bumper. Yukon plates. So this is Canada.

“You get a road map. Do it quietly,” you tell Viper, voice just above a whisper. “And see if you can find out where we are. I’ll get access to the phone.”

Viper nods again and then you reach the door.

You seize the handle and pull it open, stepping aside to let a customer out. He doesn’t give you a second look. Your skin tingles all over as you enter, the warmth of the store thawing the cold you feel throughout your body. It takes willpower not to bask in it. Instead you and Viper split as per plan, he heads to look for a road map and you go to the counter.

“What can I do for you, bud?” the clerk asks, a middle aged guy who looks slightly less tired than you.

“We broke down a few miles down the road,” you say, pushing a friendly if embarrassed smile on your face. “Mind if I use your phone?”

“Oh sure,” he says. “Trouble at the prison I heard.”

“You have no idea,” you say, watching hungrily as he drops the phone receiver on the counter. “Had a rough experience there myself,” you gesture at your face and crack a wider smile.

He raises an eyebrow and nods. “I can give you guys a lift if you want. A tow.”

“Better I talk to my team first,” you say. “They’re touchy about civilians working on our equipment.”

The clerk holds up his hands like you’re a high roller of some kind and gives you a modicum of privacy, stepping away slightly.

Picking up the handset, you press it to your painfully numb ear and dial. It starts ringing.

“Extension 89, please.” you say.

“One moment.”

That call clicks several times as the call is routed through a labyrinthine maze of networking before-

“Yes?”

You never thought you would feel such sheer joy at the sound of Baroness’s voice. The experience washes over you like an awesome wave. The sound of freedom. The sound of power. “Do you recognize the sound of my voice?”

“C-Commander! How did- what-”

“I’m at a little gas station,” you say, “Not far out of Blackguard Prison in the Yukon.”

“The Yukon?”

“Yes.”

“You escaped?”

“Yes.”

“Is this a trick?” Even overcome with excitement her mind won’t stop conjuring possible pitfalls.

“You know me,” you say, eyeing the clerk as he rings up a woman for a 6-pack of beer. “I could use a hand.”

“What do you need from me?”

It should be trivial for Baroness to track your location approximately with the info you’ve given her and this call. Still, staying in place carries risks. You might be here for an hour or more. You might try to meet rescue at nearby civilization, but traveling brings its own risks. As crazy as it sounds, a meet up at the prison might kill two birds with one stone if you’re so inclined to take on EAGLE in dramatic style.

“A repeat of Scotland?” Baroness asks.

“Something like that. Maybe we’ll need more firepower.”

“I have a battalion that can get there within an hour. I’ll be with them.”

“You do that.”

“It’s good to hear your voice, Commander. I look forward to seeing you.”

“The same.”

You hang up the phone.

“Sounds pretty serious,” the attendant says.

“Not yet.” You smile. “My partner and I will actually continue straight to the prison for now. They’ll pick us up there.”

“On foot? Do you want a ride or anything?” The clerk is astonished.

“We’re alright. Made it this far. The cold doesn’t bother me. Besides, I don’t think it will be safe for you.” You rap your knuckles on the counter top as a show of folksy finality. “Thanks for the phone.”

“Uh.”

You motion to Viper as you leave. Once back in the cold and away from others- “I’m having my people pick us up at the prison.”

“Back there?”

You pull your hood back on a moment before reaching the treeline. “Really, Viper, isn’t this what you were trying to teach me? Projecting power?”

“I just . . . didn’t think you were listening.” He grins back.

“Change in plan,” you tell the others. “We’re going back and getting the others out. I have reinforcements that will be attacking the prison soon.”

“Back? You’re joking,” Karasu says.

You fix him with a sharp stare. “Come with me or don’t. Stay here and freeze or ask if they’re hiring-” you jerk a thumb toward the gas station. “I don’t know about you but I’m burning for revenge.”

There are no objections.

Having been in the warmth of the store the cold wilderness just seems that much worse. You and your posse walk in silence through the rapidly darkening pine forest back the way you came. You hear the explosion a moment before you see the fireball billow up over a hill ahead of you.

You and your men freeze in your tracks, staring up at the climbing fireball. A moment later you can hear the sound of laser fire. “Hurry!” Breaking into a run, you trudge through the deepening snow as best you can and emerge at the forest's edge, looking across a cleared expanse toward the prison fence.

Overhead, helicopters wheel and circle, tracing weapons fire down on the prison guards and occasionally delivering salvos of rockets to infrastructure and buildings. To your right, a trio of transport choppers touch down and HISS tanks roll from their open ramps, in turn disgorging Cobra troops who fan out in the snow, firing as they advance.

The sight warms your heart enough that you forget the cold.

Heedless of your own safety you set off across the field, walking toward your men, stripping off your prison parka and holding it overhead as you walk, revealing an orange jumpsuit underneath.

“Hold fire!” The Cobra troops close in on you. “Commander.” Ghost Bear lifts his cold weather mask to look you in the eyes. “I heard you needed a hand.”

“Hardly,” you say. “Escaping was simple, I just need to make sure this hole gets filled in.”

“We can do that.”

“I’m sure you can,” You turn and continue past him as he leads his men through the now-demolished fence and into the compound. Ahead of you of of your gunships is coming down, kicking up stinging waves of snow as it settles. You ignore any discomfort and look up at it. The door is open and Baroness half hangs out, her dark hair standing in stark contrast to her white snowsuit.

A moment later it touches down and a fresh squad of Crimson guard deploy .

Baroness approaches. “Commander. I see you’re doing well for yourself.”

“Better than I have been,” you say. “I almost feel alive again.”

She holds out a hand.

Your chrome faceplate.

“I wasn’t sure . . . if you would need one.”

You take it from her, turning it around to see your reflection in it. A hood-covered face with two eyeholes greets you. The eyes are dark, tired, angry.

“Yes.” You pull the hood off and toss it away in the snow, noting that Baroness averts her gaze as you do so. Discomfort for your injuries? Respect for your privacy? You pull the familiar mask on carefully. You almost feel yourself.

“There’s a lot we have to discuss, Commander,” she says.”

“I have no doubt. But first the situation here.” You look back at the prison. “Release the prisoners and bring a long the willing. There are some Russians in particular I think will make good foot soldiers.”

“Kill everyone else you find. Wait. No. Kill those who resist, capture the rest. I think we can always use more slave labor for our endeavors. Particularly the Seismic Inducer.”

Baroness gawks at you. “But how-”

You hold up a hand, “You’re not the only one with eyes everywhere, my dear.” Let her wonder how much you really know.

You and Baroness oversee the final destruction of Blackguard Prison as teams of Cobra troopers flush out the remaining guards, pinning them in conjunction with the rioting prisoners. Within minutes they’re surrendering in bunches to be secured and taken to waiting helicopters by your men, now joined with fresh ranks of prisoners.

“It’s been too long, Commander,” Baroness says, standing beside you as the two of you survey the small flow of newly captured guards. “Some gave up hope.”

“But not you.”

“No.”

You spare a glance at her but she stares dead ahead.

“You’ve outdone yourself, Baroness. Don’t take me lightly when I say that I am in your debt.”

You catch the hint of a smirk. “What I do, I do for Cobra,” she says.

“I’m sure.”

A familiar face catches your eye. “Hold!” you bark at a trooper, stepping closer to the line of prisoners.

“C-commander!”

“Dr. Rennenkampf,” you say.

She’s terrified, hair unkempt, glasses bent, but apparently uninjured, though she’s shivering with cold.

“I- . . . you . . . all this is for you?” she asks, astounded.

“Partly,” you say. “Partly for them,” you nod to the liberated convicts boarding helicopters. “I am glad we had a chance to meet again. I enjoyed our talks.”

Rennenkampf only stares up fearfully into your chrome face plate.

She stares back, wide-eyed and gives a half nod.

“Set her free,” you tell the guard. “Doctor, I’ll ask that you stay here and carry a message to Duke and EAGLE.”

“M-message?”

You lean closer so the reflection of her face dominates your face plate. “You can tell him I am through playing nicely. The next time I see him I’ll have the punchline waiting.” You straighten back up as Rennekampf’s zip tie handcuffs are cut free. “I look forward to our next meeting.”

Rennenkampf staggers away from the line, now freed, hesitates, and then runs back for the prison.

You turn your back on her, returning to the helicopter and boarding with Baroness before it carries up into the sky.

“We have a lot to catch up on, Baroness,” you say.

She takes a seat across from you, hair blowing in the back draft before the chopper doors are closed. “That we do. But first, who was the doctor?”

Jealousy? Her face is unreadable, perhaps just professional curiosity. “My court-appointed psychologist. Another element of my torture and interrogation I expect. She and I formed a sort of connection. We’ll see if it pays off. Where are we headed. Springfield?”

Baroness nods, “At first, yes. Once we’re sure we’ve evaded detection we can switch over to a cargo jet at Springfield airfield and travel to our new headquarters.”

“New? I see Cobra has done well in your capable hands, Baroness.”

A twitch of an eyebrow. She doesn’t look at you. She hasn’t been leading Cobra.

“Destro?” you hazard.

“He’s bankrolled a new base in the Amazon,” she says. “A veritable fortress. He calls it the Terrordrome.”

“Yes,” she says. “The intent was to use it-”

“-To free me,” you finish. “I’ve heard.” You have no illusions that Destro would have used it for that purpose were it complete. “And I assume you’ve told him of my return?”

“Of course,” she says.

You sense a lie. “Baroness, I left you in charge when I was away in Japan. How is it that my orders have once again become so hopelessly muddied where Destro is involved?”

“Each of us has special skills to contribute to Cobra, Commander. Destro is simply a more capable field commander and overseer. You should know that my talents lie more behind the scenes.”

There’s truth there, though you’re reluctant to admit it. You point an accusatory finger at her, “Indeed it is, and that’s why I expect a woman of your intellect to know better than to trust a man like Destro with Cobra, or are you blind to his ambition?”

Her eyes widen, shock. “C-Commander! I resent that.”

“Really? Do you?” You ask, your tone bitter.

“You should know that I put you before all others. Am I not the one rescuing you? Have I not maintained faith in your eventual return?”

“Yet time and again Destro seems to supplant you in my designs.”

“I executed my best judgement, Commander,” she says. “If you’re not content with that then . . . then all I can do is offer an apology.” She hangs her head.

“After all, you did come to me personally with all this,” you gesture around the helicopter. “But I don’t want you to fall prey to him. You’re far better than that.”

Baroness is unreadable.

“Tell me, have our opportunities with the ninjas ripened?”

“Arashikage?” she asks. “I’ve been staying abreast of it. It seems that their leader, Tetsuo, has been holding it together through force of will. I believe if we remove that linchpin it will tear itself apart and we can claim a large chunk of what remains.”

“Assassination?”

“That was my inkling,” she says, adjusting her glasses. “I know of just the man for the job.”

“I’m sure you do.” You stretch in your seat. “Baroness, I hope you’ll forgive me-”

“Please,” she says. “Sleep. I’m sure you’re exhausted. It’s a long flight. We can talk more later.”

You only half hear the words before you settle into your seat and drift to sleep, lulled by the rhythmic thudding of the rotors.

As much as you hate to admit it, the base is impressive. The Terrordrome sits nestled on the verdant banks of the Amazon River, the land around it cut with countless tributaries rendering it into a swampy morass. In the center of this quagmire sits a fortified structure, rising high enough to be called a tower, but not quite high enough to stick out. Draped with camo netting it’s nearly invisible from the air, but unmissable from the ground.

Cobra troopers in jungle-modified uniforms patrol the perimeter and armored air boats cruise the waterways. The familiar site of Cobra military might stirs pride in your heart. The feeling is redoubled when you debark your aircraft within one of the base’s fortified hangars and are met with an honor guard, the Crimson Guard stand in triple ranks, chrome-plated weapons at the ready.

“Good to have you back, sir!”

You descend the ramp. “Major Bludd. A sight for sore eyes.”

The major chuckles, “You’re gonna go straight to my head, Commander. New friends?”

You look back at your posse. “Yes. Friends of mine. Viper, Karasu. There are many more coming but these two hold a special place.”

Bludd looks them both over. “Welcome to the jungle, mates.”

“Karasu I think will do well with Ghost Bear’s men,” you say, wondering if Karasu might have to replace the headstrong Inuit at some point. “Viper I will be placing in Baroness’s intelligence unit.”

“Right,” Bludd says. “Alright, come on then, Karasu. Let’s get you acquainted.”

Karasu stops to face you. “Thank you,” he says after a moment. “I’ll remember this.”


“As will I.”

“Fortunately with the bulk of our forces in Colorado it was simple enough. Juggernaut’s battalion was destroyed but we escaped with most of our heavy equipment.”

“Destroyed,” Baroness says. “Along with anyone who might be able to build another. Mindbender’s little potion worked wonders for complacency but took a toll on creativity.”

Through the halls of the Terrordrome you see an organization in peak form. Baroness, or Destro, or some combination therein has done an excellent job of keeping Cobra together.

“Cobrastan?”

“We’re lying low, but it is still ostensibly ours. The gold mines fund MARS Industries and keep them firmly in our camp.”

Baroness pulls open a set of double doors exposing a throne room. It’s dark, brooding, with a massive domed ceiling that disappears into the shadows. Around the perimeter of the room, long cobalt blue banners hang, emblazoned with the Cobra motif.

The center is taken up with a high tech conference table while the rear of the room has a large Cobra-themed throne. A throne that Destro currently occupies.

“Cobra Commander!” he calls cheerfully. “Alive and in the flesh. I had heard that Baroness plucked you from the other side of the River Styx to return you here to us.” He remains seated.

“Swift action on her part plays no small part in my escape,” you say.

He continues to grin, arms draped over the armrests of the throne, like it was made for him.

“I would like to brief the Commander on where Cobra stands,” Baroness says.

“Of course!” Destro rises, “Forgive me, Commander for not offering you a seat in your rightful place.”

You step past him, barely acknowledging his presence and sit on the throne. “It’s good to be back,” you say, eyeing those in the room, Destro, Baroness, Viper. “Now, where do we stand?”

“Mars has delivered the latest military hardware to Cobra,” Destro says, “Razorback amphibious APCs and Timber Rattler fighter-bombers now equip our forces.” He says it with the flourish of a dealership salesman.

“How long do we have?”

“It’s not a matter of time, Commander,” Destro says, “But a question of funds. Now that we can focus our efforts on other matters rather than searching for our lost Commander, we should be better able to focus our efforts. Money is tight but you’re here to make the tough decisions are you not?” He grins.

“How much?”

“Several million dollars,” Baroness says. “I have just such a fund earmarked to finish the Inducer. Once the money transfers from Extensive Enterprises’s account we can complete our work.”

“If I may, Commander,” Destro says. “The Inducer is all well and good, a useful little weapon I’m sure, but not a war winner by itself.”

“You have more toys to share with Cobra, Destro?” You ask,tone mocking.

“Always. You recall the cybernetic work performed on our late friend Juggernaut? I have extrapolated that basic schematic into a humanoid design and coupled it with rudimentary intelligence and targeting arrays.”

“Robotic soldiers,” you say.

“Exactly that! I’m calling them Battle Android Troopers. BATs. They would be a cost effective way to flesh out the ranks of your army, Cobra Commander.”

“The catch?”

“That I have not been able to secure the funds to further develop my designs. Baroness had preferred we wait until your return.” You sense a bit of friction suddenly between the two. Maybe you have the upper hand after all.

“And you would use this money to fund your research and development?”

“Once we have the basic fabrication methods perfected, mass production should be easy enough.”

Baroness clears her throat and Destro grimaces. “There is the matter of the intelligence as well.”

“Yes,” Destro says grudgingly. “I was just coming to that. The BATs are solid in theory.”

“In theory,” you repeat.

“They need a finer touch. As brilliant as I am I am not a computer genius. We would need to consult with an expert on this. It would take more time, but I am sure the whole process can be completed swiftly!”

Baroness’s dour expression makes it clear she does not share Destro’s optimism.

“I see.”

“There is also the matter of the ninjas,” Baroness says. “As I mentioned to you, Commander, I have found killers for hire that I think will get the job done, but they don’t come cheap. It may be best to get the Arashikage on our side before we proceed with the Seismic Inducer.”

Baroness circles the conference table to find her place and taps into a hidden keypad. On command, a projector springs to life, painting images on the walls around the room. “An assassin known only as Firefly. Nationality is unknown, his only known loyalty is to money.”

The man on the screens has most of his face hidden by a ski mask, only his eyes are visible.

“Tell me about him.”

“He trained with the Arashikage for a time,” Baroness says, “Little is known about this period, just that he turned up as a killer for hire with a specialty in subterfuge and sabotage.”

“A wash out,” Destro says derisively.

“That may be the case,” Baroness says. “Most Arashikage stay within the clan. It’s unusual for members to strike out on their own. His services come with a guarantee of death, as far as I can tell he has never failed to deliver on his contracts.”

“You’re not confident in him though,” you say, “Is that right?” Otherwise she would not have assembled options.

“I . . . have concerns.”

“Such as?”

“But?”

“But I don’t have an explanation for why meth smugglers are as good as they are,” she says, exasperated.

“Now that is interesting,” You say, tickled by the idea of sending an American biker gang to kill a ninja master. “You trust them enough to recommend?”

“I have only word of mouth for both Zartan and FIrefly,” she says. “Their work speaks for itself but . . . but I have no guarantees.”

You tap a finger on the arm of your throne and think. Dispatching a wildcard assassin has risks, especially if it backfires and the trail comes back to you. A safer plan might simply be to hire Storm Shadow like you originally intended and then work on him in person, With the right words at the right time you might be able to turn him against his old master. A slower plan, but maybe a safer one. Unless of course he doesn’t go along with your plans.

“Yes, tell me about it,” you say. “I’m assuming it’s an earthquake generator?”

“That’s precisely it,” Destro says. “A device that can, through careful ripple generation, create an earthquake virtually anywhere at the globe. Using resonant frequencies we can trigger and pinpoint them with remarkable accuracy.”

“In theory,” you say, just to watch him frown.

“Yes, in theory.”

“The machine has limitations,” Baroness says, “It takes time to build up the proper resonance and it’s hardly secretive. This is why we’re building it so far from civilization. The ground tremors it generates are minor earthquakes in their own right, something that might get detected if we were closer to a city or monitoring station.”

You glance at Viper, noting that the old man so far hasn’t said anything, content it seemed to listen to the conversations around him.

“There is also the time limitation,” Baroness says.

“Each seismic event takes a not inconsiderable amount of time to trigger. I estimate twenty four hours between attacks.”

“That’s quite a cool down.”

“Maybe your earthquake machine can do better,” he says with a smug grin.

Your eyes go to Viper again. “Viper. You’re a member of my intelligence division. What thoughts do you have on the matter?”

With the addition of this ninja you speak of we will grow even stronger still, but what are we doing to keep EAGLE busy? To make sure the world stays afraid?”

“Blackguard Prison was destroyed,” Baroness says, “The prisoners freed, most of them now working for us. This is already a worthy blow.”

Viper shakes his head. “Reactive. Not pro-active. It was a pragmatic move, not a symbolic one.” Now he addresses you directly, “You want to rule, that means you have to conquer first. What plan do you have to do that exactly? Say you destroy EAGLE tomorrow, what then? How will you ensure you sit on the throne.”

“I have placed our payment for Storm Shadow’s services,” Baroness says, looking up from her terminal. “The Arashikage confirm that he will travel to us at first opportunity.”

“We’ll have plenty of work waiting for him,” you say. “But I think we should remind the world of our presence now.”

“Without the Inducer?” Destro asks.

“Your toys have their place, but now is the time for action. Baroness, our combat readiness?”

“Eight battalions including the Crimson Guard,” she says, “Stationed globally and each with independent strike capability.”

“Weapons? Equipment?”

“The finest MARS can produce,” Destro says. “Aircraft, heavy weapons, armored vehicles. Enough for more besides. Will this be a strike at EAGLE?”

Visions and schemes dance in your mind. Money is Cobra’s lifeblood and there’s no better source of it than American gold reserves. Fort Knox, the New York gold depository, either or both would meet your needs. If you could carry off that supply you would be set for funds for the foreseeable future. Enough money to begin outfitting a global army, enough money to buy off whole governments. Assuming you could carry it off. Gold-laden helicopters would make inviting targets for EAGLE to intercept however. High risk, high reward.

Rather than bolster your own finances, you might simply strike at the enemy. Cargo cranes at international ports are particularly vulnerable to the sort of sabotage you have in mind. Ideally a man like Firefly could carry these attacks out, but without the money to hire him yet you would have to settle for brute force, a coordinated attack on such ports globally would be possible provided you disperse your army to attack them all simultaneously.

There is also the option of starting your intended revolution early. East Africa’s government is particularly vulnerable from your readings of international news. A repeat of your Cobrastan coup could either create lawless anarchic zones, breeding grounds for fighters and a safe haven for bases, or could flip those nations to act as petty fiefdoms provided you are willing to pay the cost of management and administration.

Viper raises an eyebrow and Baroness grins.

“If we destroy them then not only do we block the port facilities, but we prevent easy loading or unloading. A dead stop to all major trade worldwide!” You raise your arms triumphantly.

“Very ambitious, Commander.”

You look at Baroness, “Just the beginning, my dear Baroness.” You tap New York City on the map. “Here. New York City. The Federal Reserve Bank is here. The worlds largest gold supply. Over 6,000 tons of it. Primarily foreign government stores as well.”

“You aim to-?” Viper asks.

“Steal it,” you reply.

“The world’s largest commercial crisis followed by a financial disaster,” Baroness says. “I love it.”

“It is audacious,” Destro agrees, “But I’m afraid your reach exceeds your grasp.”

You frown at him. “Go on.”

“A biker gang?” Destro laughs. “I’d sooner trust them to keep my books. Commander, this operation can only work if you’re willing to reduce the scale of your attack.The top three commercial ports. Perhaps the top five, with two or more battalions dedicated to the Federal Reserve. That’s the only way we can scrape by.”

Destro’s smug satisfaction is short-lived before you continue.

“Good. Then make contact. Offer him . . . New Orleans. It should be a simple task for him. Offer him a large enough cut that he won’t say no. Large enough that he’ll linger around for more.”

“Yes, Commander.”

“How long until this operation is ready to be launched?”

Your subordinates exchange looks before Baroness answers. “A few days is all it should take.”

“Good, time enough for Storm Shadow to join us. I’m eager to put him to the test.”

After catching up on the administrative generalities of Cobra you leave the throne room to retire to your private quarters. It’s a simple, spartan room in the depths of the Terrordrome with only the barest creature comforts. The one hint of luxury here is a bank of TVs, each connected to a different news source.

You smile at the sight. Baroness has outdone herself. Sitting on the bed, you study the images and absorb data. A destabilized world, spinning like a top with mounting entropy. Your blows have led to wobble, but not a crash. Not yet. You see the aftermath of war, the beginnings of famine, even an interview with dear Dr. Rennenkampf looking suitably shaken up.

There is a knock.

“Enter.”

The door slides open and Baroness enters.

You raise an eyebrow behind the safety of your mask. “Baroness, you haven’t had enough of my company yet?”

“We have a lot of lost time to make up for, Commander,” she says, face unreadable. A moment of silence encourages her to continue. “Zartan has agreed to our terms. A few million in gold bricks will suffice for him to join our attacks.”

“That is good news,” you say, knowing it can’t be why she’s here. “Was there more?”

Baroness is momentarily conflicted, visibly, before she comes to sit beside you on the stiff bed, nearly shoulder to shoulder with you. Instead of looking at you, she watches the news. “Information gathering is my specialty, Commander. I don’t have your read on people but . . . but I can read you well enough.” She turns to look you in the eyes as though your mask weren’t there. “You’re worried.”

The strangeness of this situation has you very much off balance and you take an extra moment to think before speaking.

“It’s . . . difficult to remove the primary armorer of your organization,” you say.

“You’re strong-willed, Commander,” she says. “Perhaps the most independent-minded man I know. I think you don’t like the idea of relying on anyone, let alone Destro.”

Is she trying to soothe your concerns? Feel you out for information? “My concerns shouldn’t be yours, Baroness. We all have roles to play.”

“Yours the most difficult of all,” she says, her voice sympathetic. She lays a land on your knee and gives you a slight frown. “I want you to know, Commander, if it ever came down to a choice, I have my mind made up.” She stands before you can answer, brushing her hair behind an ear. “Storm Shadow will be arriving tomorrow morning. I’ve arranged for a meeting before the mission.”

You fight through being speechless. “Yes, thank you.”

Baroness goes to the doorway, stops, and looks over her shoulder. “And . . . I also don’t think Destro is irreplaceable. Goodnight, Commander.” She leaves, leaving you alone with your thoughts.

Storm Shadow is every bit as stoic and intimidating as you remember. His eyes are hard, hateful, and sharp, like a predator’s. As he descends from the aircraft stairway, you note that each of his steps seems coordinated, controlled.

“Cobra Commander,” he bows at the waist on reaching you before straightening up. “I am eager to begin working with you. I understand that Cobra is quite active and undertakes many difficult assignments. I should like to prove my skills to you as soon as possible.”

You smile, “A self-starter, are we? Have no worries, Storm Shadow. You’ll get your chance, sooner than later.”

There is no change in his expression. The only read you get off him is simmering anger and . . . perhaps inferiority? Does he live in the shadow of Snake Eyes to that degree? Or is it maybe Tetsuo himself? It will take some determining.

You launch your operation tomorrow. You will be accompanying the raid of the New York bank, intent on overseeing the heist. Having Storm Shadow to accompany you may prove useful, of course a man of his talents might be better suited to a solo task, perhaps taking down a shipping crane alone, or assisting Zartan’s forces.

The ninja hesitates before answering, evidently puzzled. “I do what is asked of me. I excel in many fields.”

He furrows his brow. “The thrill of the hunt is paramount for a ninja.”

“You mean the most dangerous game.”

“Yes.”

You smile. “I think we’ll compliment one another well. You see I have a dangerous assignment to undertake and I would like you to accompany me.”

The prospect perks him up. “Dangerous?”

“An attack into the heart of our enemy. The risks are high. You will get your hands dirty.”

“As it should be.”

“Splendid.”

Final preparations for the attack take the combined diligence of your entire command staff. Troops are moved, weapons readied, plans analyzed. Then, one by one, your strike forces are dispersed, positioned, and aimed.

The time has come.

Your command helicopter descends on New York City with the others in a flock of death. Wild Weasel’s Timber Rattler fighters fly cover, securing a flight path around the helicopters as you come in hot.

In the helicopter with you, Storm Shadow and Baroness watch eagerly as the first transports land and disgorge troops in a nearby park. Just behind them, your helicopter lands and the three of you pile out. You’re just across the street from the bank.

Major Bludd salutes you. “All set, sir.”

“Don’t waste time then, get to it. Get in, get the gold and get out.”

“Sir!”

Bludd hurries off.

Storm Shadow takes a step to follow but you stop him with a hand to the chest. “Not just yet. We’ll need your services before long. Right now all I need are strong backs and quick hands. I have enough of those.”

After unloading their troops most of the gunships take to the sky to patrol the area. The area is mostly devoid of civilians, it looks like most of them fled at your approach.

“And me, Commander?”

Putting a detachment of men under Baroness will let you split your efforts. Gathering hostages from nearby apartment buildings might provide you with valuable insurance for escaping this place alive. You could also send her and a few squads on a mission of anarchy, rampaging through the city, burning and looting to draw in any EAGLE forces when they finally do arrive.

Any men you send with Baroness will take from your main force which is stealing the gold reserve however.

“I’d like a little space for our work. Baroness, can you see that we have some guests present?” You nod toward a nearby apartment building. “A dozen or so should suffice. Try to make sure they’re photogenic.”

Baroness smirks, “Of course, Commander.”

She leads a team off with gusto, drawing a long-barreled pistol from a thigh holster as she leads the team into the apartment building. Moments later you hear screams and a few bursts of gunfire.

Without waiting for her you proceed after Bludd’s team, entering the bank and stepping over bank employees who are spread across the floor, flat on their stomachs, hands on their heads. Two troopers watch over them, both nod respectfully as you pass and enter the vault.

Gold lines the walls. Pallets of gold stacked floor to ceiling, more money than you’ve ever seen in your life.

“Bludd, how long?”

“Faster than we thought,” Bludd says. “We got them to open the vault so we don’t have to cut through. Gonna be tough gettin all this in the helicopters by hand.”

He offers you a brick which you take, marveling at the surprising weight. “Gonna take time I reckon.”

“You have plenty of warm bodies,” you say. “Put the bank staff into a human chain and pass the gold out. Your men can watch them work. It will be faster than us shuttling it in and out.”

“Bit risky, ain’t it?” Bludd asks.

“If any of them run, kill them. At worst we have to do the work ourselves, at best we do it faster. Baroness is rounding up an insurance plan so we can escape.”

Bludd chuckles, “You’re the boss, mate. Right! Let’s get to it!” Bludd barks orders and his men hustle outside to marshal the terrified bank staff into lines to start passing the gold bricks out into the waiting choppers.

“Bludd,” You say, “Do you know where we might get some television broadcast equipment? I think I’d like an audience.”

“Ask the Baroness, that’s more her role.”

Fair enough.

You leave the bank and see that Baroness has already emerged with her hostages, women, children, the elderly, all screaming, all terrified, all expertly selected.

“Well done,” you say.

“Thank you, Commander!”

Nearby gunfire draws your eye. A pair of Troopers pepper a police car with shots, sending it careening into a storefront. The authorities were starting to arrive. EAGLE wouldn’t be far behind them.

“Baroness, do you know where we might get some broadcast gear?”

“Of course. There’s a television studio two blocks from here. Give me a team and I can return with some.”

You look skyward and see a pair of your fighters swoop by on patrol. Quiet so far.

“I wouldn’t miss this for anything,” she returns before assembling a team and mounting a trio of HISS tanks. This armored column vanishes down one of the city’s narrow streets leaving you to watch the work.

The human chain is doing its job as well as you expect. Gold bars glint as they are passed down the line before your men receive them and load them into waiting pallets on the choppers. It’s slow going.

You key on your radio, “How much longer, Major?”

“Figure thirty minutes to an hour. I’ve got men looking for forklifts to maneuver this stuff outside. That’s the trick.”

One of the Timber Rattlers breaks overhead, curling away from its partner and accelerating.

“Be quick,” you tell Bludd before channel switching to Wild Weasel. “Status?”

“We got company, sir,” he says. “Hostile fast movers.”

“EAGLE?”

“Most definitely.”

The first response has already arrived. It won’t be long now before their ground forces attack. “Keep them off our backs,” you say. “Do whatever it takes.”

“You got it!”

Within minutes you’re watching fighters duel overhead. To your frustration EAGLE’s Sky Strikers still outperform your aircraft, climbing faster and turning tighter. Timber Rattlers are built for ground attack and don’t specialize in air-to-air like the Sky Strikers do. It’s a mismatched contest from the beginning. However, your pilots have one advantage. Terrain.

Wild Weasel and his men dive for the city whenever they come under fire. WIth the risk of hitting the city so high, EAGLE’s pilots have to take their shots carefully. It’s going to make getting out of here risky.

Many of your men on the ground have been drawn away from carrying gold to instead watch the perimeter, fighting off half-hearted attacks by local police forces. More importantly, they are preparing to receive an attack from EAGLE.

Baroness arrives in a flurry of laser fire, the HISS tanks advancing in a line. Their heavy guns carve a path through stopped traffic before returning to the cordon you’ve set up.

She emerges triumphant, troopers with camera gear following behind. “Mission success, Commander! Cameras and broadcasting equipment. We grabbed enough batteries to use it on the move as well.”

“Excellent, well done.” You flick your radio on, “Major, how much do we have?”

“I reckon about 50% loaded.”

“And the time?”

“Twenty, maybe thirty minutes?”

EAGLE will be on you by then.

She’s already preparing your makeshift camera crew. In moments you are pinned in the lens, a boom mic overhead to catch your words. The red light flicks on over the camera.

“Ladies and gentlemen, greetings and welcome to Cobra TV!” You spread your hands wide to take in the scene. “I do apologize for interrupting your regular programming but I felt it was important to give you my side of the story. A first hand look at what is happening here in New York City.”

You have no illusions that the transmitter you’ve hijacked can carry your signal globally, or even nationally, but someone would see it. Someone would record it and distribute it. Someone would mirror the transmission online for the macabre fascination of the curious.

“Today is an auspicious day. Behind me is the assembled fortune of all the nations of earth.” An exaggeration, but you allow yourself to have a little fun. “Today it belongs to me. To Cobra. Today I make governments paupers and the people rich. These ill-gotten assets, milked from the hard working and the foolish which lined the pockets of your masters will now be the instrument of their downfall.”

You lead the camera crew over to a nearby helicopter which is being loaded. A pair of terrified women sit on the floor, staring up at you, wide-eyed. You seize one by the forearm and pull her to her feet, letting the camera get a good look. “Some of you may see yourself in this woman. Frightened, helpless, a victim of circumstances beyond her control. Today - though she doesn’t know it - she helps to usher in a new order. She acts as a vanguard of change and progress. Today Cobra arms itself for the struggle against the powers that be, the overthrow of the old and the creation of the new.”

You’re so caught up in your grandstanding that you’re caught off guard by the rip of gunfire overhead. Looking up, you see a pair of fighters tangling in the air above the park, swooping and diving as they seek to gun one another down. After a minute the Timber Rattler is outmaneuvered, losing a wing and spiraling down in flames.

You watch, the camera tracking ash the fighter crashes down a block away, exploding into a fireball which climbs skyward.

You step back again and allow a beat of silence, to let your message sink in. “Cobra represents a change. If you’re tired of the drudgery of your life, if you’re tired of an empty existence, tired of being stepped on, ignored, forgotten, used, abused. If you’re tired of being nothing then you belong to Cobra. Make your voice heard. Make your abusers suffer. Let us build a new order in the ashes of the old. Together! Cobra!” You hold up a clenched fist with your triumphant shout before allowing another camera sweep of your operation. “Now, we’ll be leaving soon. I intend to take this gold somewhere where it can do some good. My guests here-” you gesture to the hostages, “Are going to ensure that we leave with no trouble. Unless of course your protectors are less benevolent then they would have you believe.”

Behind you helicopters rev their engines, preparing for escape.

“Before I end our little chat,” you say, “I want to relay a message to my dear friend Duke, the commanding officer of EAGLE.” You say the words with as much venom as you can muster. “You did your worst in that little cement box you thought I was stuck in. Now it’s my turn. Let’s see how well you take the hits, hm?” You slash a hand across your throat and kill the transmission.

“Excellent, Commander,” Baroness says. “Truly inspiring!” She’s fawning now.

“Words,” you say dismissively. “Bludd, how much more?”

“I’d say fifteen minutes, Sir. Nearly done.”

“Do you think these hostages will buy us time?” Baroness asks.

“We’ll find out soon.”

One of the HISS tanks across the park explodes from a rocket hit, shrapnel and debris scattering across the field. A moment later EAGLE troops are dashing from cover, advancing and firing.

Your own troopers dive for cover and return fire. Baroness draws her pistol and fires it wildly at the attackers.

In seconds the advance is pinned down by your force as more troops re-position, but EAGLE is arriving.

Another thought takes me, We could literally just fire a bazuka/grenade belt into the gold stores, that'd ruin some of the gold bars.

But I also thought of a use of stormshadow. Leave him here, tell him to hide and find the commander of the eagle forces in new york if he is able, and to start killing field officers as he is able.

It's good to get some use out of him, and they can't find him.

I'm pretty sure that frags make for better anti-personnel weaponry given the wide area of effect and the unpredictability of how exactly they are going to fuck you up.

Thermite is better suited as a charge to cut through armoured elements....Hmm, but we did come here with the intent to cut through the door, so we probably had some to deal with the vault door...Which means they could be repurposed.
Even a cutter's fuel tank can be jurry rigged in a pinch

Baroness looks at the bank in surprise before turning back to you, “But, Commander, the gold-”

“Bury it. Burn it. Let the vultures take it. We have what we need. Enough to fund the destruction of Eagle.”

She looks uncertain, not moving.

“Baroness, put another way: gold is a means to an end and the end is in sight. Understand?”

The spell is broken, “Yes. Of course commander.”

“Excellent. See to the evacuation. Get some more hostages on the helicopters. And bring the camera gear!” you call the last sentence after her as she hurries to see to your bidding.

The EAGLE attack on your perimeter is becoming more severe, a problem amplified by the withdrawal of your men. As laser fire snapes by overhead you hold your ground. Storm Shadow beside you scans the buildings, one hand on the grip of the SMG hanging at his side.

Your men are scrambling to choppers, but it’s a slow trickle out of the bank with no sign of Bludd.

“Something’s wrong.” You say the words a moment before you hear laser fire in the building. EAGLE must have infiltrated it. “With me!” you shout to your ninja bodyguard as you hurry inside. You needn’t have bothered ordering him, he was already stalking forward, anticipating your plan.

Inside the bank lobby most of the hostages are gone, a few huddle terrified in the corner but you ignore them. “Bludd? Major?”

You hear gunfire from the vault. Drawing your side arm you hurry inside, past a pair of dead Cobra troopers and one suffering from a gutshot, his legs apparently dead. You don’t stop, stepping over dropped gold bars as you follow the sounds of fighting.

Inside the vault you find yourself among a maze of half-empty pallets. Most of the gold is gone, but there is enough to remain scattered throughout the room, glittering seductively. You resist your instinct to call out for Bludd. He’s in danger and you’re not going to lose a top commander so easily.

You feel a gun muzzle press into the small of your back. “Hold it.” The voice is strong, authoritative, military.

It was a trap. Of course it was a trap. EAGLE was hunting for your leadership as much as you wanted to hunt for theirs.

A second soldier steps coolly into the open in front of you, rifle aimed at your heart. Both men were clad in black, infiltration specialists.

You release the pistol so it hands from your finger by the trigger guard.

“Turn around.”

You turn halfway around when hot blood splashes across your faceplate.

The soldier behind you stands ramrod straight and headless. Blood spurts and fountains out of his neck before raining down across his body. You're momentarily amazed for how long he remains standing before going limp, falling to the cement floor to paint it with blood.

Behind him is Storm Shadow, sword in hand, eyes like diamonds.

“Wha-”

Storm Shadow moves like a blur, drawing and throwing a quartet of metal stars that shred the second soldier’s throat, reducing his cry of pain to a distorted gurgle.

You’re smiling before he hits the ground. “Impressive.”

Storm Shadow wipes his blade on a fallen EAGLE operative and says nothing.

“Commander?”

“Come out Major,” you say. “It’s clear now.”

Bludd and a pair of troopers emerge from further back in the vault, hurrying your way. “I thought I heard- Jesus Christ.”

“Thank our friend Storm Shadow for the redecorating. Major, we called an evacuation-”

“Right, was on my way out when these goons started raising trouble.”

“Then get to the chopper,” you snap.

Bludd doesn’t argue and takes his men out in a hurry.

You look to Storm Shadow. “You, I have a special mission for.”

The ninja raises an eyebrow.

“EAGLE will be crawling all over this place soon enough. Among them there will be someone in charge. Kill them.”

“I will.”

With a nod, you turn and leave your ninja before hurrying out of the bank to climb aboard the helicopters now starting to take off.

“Trouble?” Baroness asks.

“Nothing serious.”

“Where’s Storm Shadow?”

“On assignment,” you say.

The helicopters lift away and you watch the ground rapidly receding. Around you, your Timber Rattlers fly interference, swatting down Sky Strikers that venture too close.

“When we return,” she says, “I’ve arranged a meeting with Zartan for you.”

“How exciting,” you say.

“Commander, with these funds we can do a lot of damage. Finish the Seismic Inducer, expand our ground forces, hire specialists. It will be a windfall.”

We need to build up our forces and improve our arsenal, starting by acquiring better air superiority craft, the services of Firefly and the Dreadnoks, and researching the BATs.

Not to mention tempering Destro's obvious ambitions, his family history of selling weapons to both sides of a conflict is something we should also keep an eye out for.

Multirole capability is probably going to be part and parcel of any new aircraft (Cobra actually used Mirages in the pilot and at least one other episode because lol-France), and allows us to use the Rattlers more exclusively for ground attack and anti-shipping duties.

Speaking of Rattlers, maybe we should invest in the ability to set up small containerized airbases across the Earth at a moment's notice for use by our VTOL capable aircraft. Sort of similar to the concept behind the Harrier's ability to be used just about anywhere.

Hell, even just adapting the USAF's own concept behind rapidly buildable improvised airbases would be nightmarish for EAGLE and the October Guard to counter.

“EAGLE. We’re going to destroy them. No two stones will be left standing. Duke and all his guts and glory will be crushed.” Venom practically drips from your voice as you speak, clenching your hands into a ball of rage.

Baroness seems excited about the prospect. “How exciting! You have a plan?”

“First the Inducer needs to be finished,” you say, “and then we need to procure weapons. Good ones. Then we lay the stage for our trap.”

Her smile seems to double. “You will have your victory at last.”

“EAGLE is just the beginning,” you remind her.

“Yes, but it will be the beginning of the end of those who stand against you.”

Shortly after arriving back at the Terrordrome you learn how right Baroness was. The headline was three words. Total Economic Meltdown. Your port attacks were a wild success, leaving EAGLE scattered and unable to resist. Now goods are piling up at offshore warehouses, foreign debts are unpaid, stocks are collapsing, the world is spiraling into turmoil. Food prices are climbing, wages are dropping.

It’s like Christmas!

You’re beside yourself with giddy excitement. Retribution is at hand, EAGLE is almost beneath your boot.

With the economic crisis worsening, the governments of the world dedicate their efforts to economic relief, repair of the port, and suppression of the protests and riots fermenting in cities worldwide. Riots that organizations like COIL feed into with messages of government corruption and hopelessness. Your criminal arm is also hard at work causing trouble, breaking windows, lighting fires, stirring unrest and fanning the flames.

The stage is being set. Now you need weapons. With a large chunk of your ill-gotten gains going to finish the Seismic Inducer you still have a substantial fortune to spend on weapons. Recruits are now serious object right now, nor are experienced mercenaries. Hardware is your main concern.

Destro’s pet BAT project could prove interesting, a legion of loyal automatons at your disposal. You’ve also given thought to air superiority fighters and better multi-purpose craft or heavier attack helicopters. With your funds you can afford to get more than one.

“Fighters, Destro!”

Your weapons supply startles at your sudden and unannounced entry into his office. The room is nestled in a quiet passageway of the Terrordrome. Its spartan, cement walls are covered in aged tapestries and oil paintings. Each painting depicts some ancient battle and the tapestries you imagine were dredged from some dingy castle in Destro’s inheritance.

“Commander, what is-”

“Fighters,” you repeat, pleased to see his irritation. You’ve interrupted some sort of financial review judging by the documents open on his computer terminal.

“What are you babbling about?”

“Your Timber Rattlers are inadequate for what I have in mind.”

“Is that so?” he is unamused.

“It is. Ground attack is all well and good until those damned Sky Strikers arrive and chop them into mince meat. If it weren’t for those hostages I don’t think we would have made it out alive.”

“A pity.”

You point aggressively, “Don’t play games with me Destro. I have the capital and demand. You are my supply.”

He sighs and opens a different folder on his computer, cycling through brochures showing off a plethora of weapons systems. He comes to stop on a sleek, black, angular diamond-shaped craft. “Night viper,” he says, turning the monitor so you can see. “Low-grades stealth capabilities, vertical takeoff and landing, as well as hardpoints for air-to-air and air-to-ground engagements.”

“Yes. It’s perfect.”

“Then you won’t object to the price tag,” he says, calling up a form and filling it out. “Two squadrons I can have for you in short order.”

“Very good.”

“Now that you have the capital, I assume you won’t object to the BAT project.”

“I’m sorry to disappoint, but I do.” you say. “I have no need for mindless automatons when I already have so many at my disposal.”

Destro frowns.

“However, the technology is interesting to me in the terms of bio augmentation.”

“Augmentation?’

“The dear late Juggernaut was so equipped,” you say. “Bionic limbs, cybernetic enhancements. Weapons, targeting systems, integrated armor.”

“Cyborgs,” Destro supplies.

“Yes.” You snap your fingers. “That’s exactly what I want. Cyborgs.”

“You have the biological components I assume? Willing bodies?”

“Rake the human cesspit at any COIL center, dredge them from the wounded. We have them.”

“Hm.” Destro strokes his chin. “I believe many of my BAT designs could be applied to human subjects. And you have the funding?”

“You know that I do.”

Now Destro cracks a smile. “I’ll need cooperation from Dr. Mindbender. With his assistance I believe we can make your dream a reality.”

“Then see to it, Destro,” you say. “The end of EAGLE is almost at hand. Cobra’s revenge is here.”

“I look forward to it with great anticipation,” Destro says.

You smile secretly behind your mask. “Don’t we all?”
