Space, the final frontier.

The first hyperdrives were developed by the Mars-based Bogdanoff & Bogdanoff Megacorporation in the mid 22nd century, the first wave of extrasolar colonization soon began. Besides the great expeditions supported by nation-states or megacorporations, several smaller, free expeditions set out over the years to found new nations. Among them, one had settled in the Eterani star system and founded what over time would become the Extrasolar Free State, a nation that today encompasses 10 colonized planets and a large sector of space to the galactic east of the Solar system. The EFS, with a steady focus on expansion, has grown from a remote independent colony to one of the major players in human politics. You are the leaders of this nation, guiding it across the age of interstellar travel.
Following several wars between human nations in the late 22nd-early 23rd century, a new Cold War has begun between two emergent blocs - your own Alliance of Extrasolar States on one hand and its rival - the Eurasian Alliance, home to over half of the total human population. No outright conflict has been seen between these two yet - in fact, they worked together as part of the broad Human Alliance, striking back against alien marauders in the Drazerii Punitive War of 2288, a great success for all mankind, which displayed to the many alien powers in our segment of the galaxy that this young spacefaring species is not to be trifled with.
The complex politics within your nation, human space and the wider galaxy are truly a web. In most recent news, conflicts on the toxic planet of Kolony 8 has seen supposed allies fighting a proxy war, whilst the United Federation of Free Worlds - the largest alien polity - has extended offers of greater cooperation towards the AES, rejected after a closed-doors discussion between its leadership.

How it's played:
The collective of players votes on the primary actions that the civilization as a whole takes every turn and during events, battles and so on. Individual players can make factions which can be anything from corporations through religious orders and political parties to research groups and sports organizations. Either as an alternative to a faction or as part of it, a player can make characters too. Factions and characters can pursue their own agendas within the civilization as a whole and influence it and the world beyond it one way or another.

G. The War Effort Covert Support Act

In times when the EFS finds itself in open or covert hostilities with another stellar nation or entity, ESIA can utilize its assigned budget as it sees fit, without the need to wait for an approval from the Assembly. These powers shall not apply during peace time.

The assigned budget of a department can already be used by it as it sees fit without approval from the Assembly. The Assembly must approval the budget in the first place, however, and if a department lacks the funds or authority to do something, that is when they must appeal to the Assembly. The principle limit to executive powers is that the departments may not expend money in such a way that would lead to recurring costs for the whole nation and not just the department (Such as the Admiralty ordering that new ships be built - the cost of these ships would usually be beyond the Admiralty's own budget and the maintenance would also come out of the national treasury). These are the fundamental principles of the limitations of the Executive branch of government as foreseen by the Constitution of the EFS - the executive branch can act more quickly, but it is the Legislature that controls the purse strings.

Space is big. It is easy to hide from the naked eye in such a vast expanse. Advanced magnifying lenses may allow one to actually get a picture of something, but a basic cloaking pattern in use by modern recon vessels can make it indistinguishable from the void, the task of visual detection is like finding a needle in a haystack. Objects moving at great speed are also hard to keep up with using optics and so navies have primarily used thermal detection to detect heat signatures and of course the good old electromagnetic scanners. These too can be hidden, however, with recon ships being able to go silent.
One of the technologies that has begun to spread to human space has now been adapted for our use - gravitic sensors, which look for any gravitational changes in space, such as those produced by the presence of a starship. The range and speed of such sensors allows one to track changes in realspace within a radius of up to twenty light minutes with our current models of sensor arrays - a very decent distance within most star systems (Earth is located 8 light minutes away from Sol for example). No known methods can go around this sensor tech except a fairly simple one - hiding among other signals such as asteroids. Proper sensor arrays connected to advanced computer systems can provide very accurate images of the size, mass and shape of objects based on gravitonic readings, which would make this trick more difficult to pull off on someone who knows what to look for.

Star trade lines incentive

While the concept is somewhat already apply from the beginning of human space travel, it could prove useful for our own internal trade if they become more organised. With structures in between for allow ships to refuel, maintain and so on. This incentive will be made by the state and we will contact our native companies and anyone of our citizens interested in collaborating in such an opportunity. The plan is to reinforce our star trade lines across all our system during a decade. With the support of the private sector of our nation it should take even less and more importantly the cost should be smaller for us.

Report from the Agrippina Antropological Society's progress:

Part 1
The Agrippina System - located about 200 light years from Sol, right on the fringe of the Human Reserved Zone. Due to galactic movements and other factors, it can be claimed to lie either inside or outside the Zone depending on where and when someone were to measure the distance.

Planets:

Agrippina I - Arid biome. Rich in minerals. Breathable atmosphere. Moderate flora and fauna density, focused around the more temperate areas and river valleys of the subpolar north. Native population estimated at circa 2 million at present (2293). The majority live in the settled river kingdoms, who are fairly advanced, comparable to Classical Earthen Antiquity. Various studies have shown that a larger percentage of the planet was suitable to habitation in previous millenia, but a gradual warming led to wider desertification. The aggressive wars of conquest and devastation waged by the largest of the river kingdoms, the Steelmakers, have also contributed to the decline of the planetary population as they have burned and salted the lands of their most hated rivals and either enslaved their people or driven them out into the deserts, where ruined ancient cities lie buried in the sands, feared by the nomads. Archeological studies have shown that some of these were of comparable and even larger sizes compared to the current northern cities and that not all fear the mythical curses laid upon them.
The stories say that an Emperor, his name wiped from history and only remembered as "The Sunburnt" attempted to conquer the whole world and become its living God, claiming to be the one chosen by the stars - his hubris would lead to his downfall, however. Here the myths vary depending on who is telling it, but in all of them a series of incidents occur in which the Emperor displays a contempt for his subjects, a greed for power and wealth and affronts the Heavens, which in every retelling of the story leads to a fiery cataclysm scorching him and his Empire. This story appears to be at least loosely based on real history, the dating on the various surviving structures shows these cities in the sands were last inhabited around 800 years ago at the , though changes in the environment began almost a hundred years before that. There has been tampering since then, with explorers, grave robbers and defilers having left their marks over the centuries that followed, commonly defacing monuments or stealing prized objects. It seems that even across two hundred light years, the glitter of gold still remains irresistible - trace amounts were found in an robbed tomb of an unknown ruler, but our diggers were able to access one secret chamber beneath it, separated by layers of earth and stone, in which they have discovered artifacts of gold, platinum and precious stones, along with preserved inscriptions and images that remain untouched. The study of this new tomb is the next objective on A1.

Continued:

Agrippina II - Verdant rainforest planet with a breathable atmosphere, powerful storms and tides in areas around the oceans. Flora and fauna are both diverse and dense, further studies have shown that some species are related to or even the same as species of plants and animals on Zinkara, the Zian homeworld (which also has significant rainforest coverage even to this day). The total Agrippan native population across the planet is estimated to be around 9 million, but the precise numbers elude us as the continents are large and the deeper parts of the jungle remain unexplored on land. LADAR scans and surveys seem to point to the rumors of cities of gold in the jungle being more false than true as the overall level of technological and cultural development across this planet is lower than on A1 - the largest and most advanced communities have only been establishing cities over the past eight centuries and metalworking technologies are rarer and less advanced. Geological surveys have actually shown that the planet holds significant wealth in fossil fuels, minerals, metals and other raw resources, but few deposits of strategic resources that would be useful to the natives are found on or close to the surface - modern technology can certainly bring much wealth to those willing to dig up the jungles, however. A kernel in truth was to be found in those "El Dorado" myths from the early colonial days - the mountains and depths are rich in precious metals and rare earths and a few native communities have developed crafts such as goldsmithing that they use in their spiritual pursuits, with at least one tribe believing that their heavenly ancestors watch over them and can be appeased with gifts of gold or live sacrifice, thus leading to forms of warfare that revolve around the taking of captives and the extraction of tribute.
The planet's living wealth would make it an excellent site for all sorts of organics production, be it food, cash crops, biomass, timber, hunting and grazing.

Other stellar objects of note in the system:

The moons of Agrippina I and II (respectively also one and two each) are promising sources of fuel for fusion reactors. Agrippina III occupies a more outlying orbit of the system and is a gas giant with a ring system, home to many moonlets that show promise for resource exploitation and even beyond that there's the outer asteroid belt with its own untapped resources. The Agrippina system is perhaps the richest and most interesting we've found since Tawagata's discovery a century ago.

On the study of the natives:
The Agrippans are sentient, intelligent, creative and spiritual. They have a variety of languages and writing systems still being studied by our xenoanthropologists. Our settlement of the system is causing problems for them however - either in disputes over land, the brash adventures of independent colonists acting outside the Agrippina Anthropological Society's authority or simply in all the strange lights these aliens are seeing in their home skies. Already there have been concerns over cultural shock and breakdown as the arrival of interstellar travelers overlaps with elements of the common mythologies found on both planets. In relation to that, one of the previous questions put forward was in relation to the matter of this species' presence in the system. The oldest bones of Agrippans we've found have been dated to roughly five housand years ago, found on both planets. No evidence of an evolutionary precursor in the true sense have been found, lending more to the theory of intentionally seeded alien life. The actual native reptilian megafauna has either gone extinct or become heavily endangered, confined to pockets on Agrippina II. One of the larger tribal societies there has a culture focused around beasthunting, having actively contributed to the extermination of these dinosaur-like creatures, believing that those who slay such foes or even better - consume their still beating hearts and drink of their fresh blood - will gain powers both spiritual and physical, bringing them closer to their ancestral, enlightened forms. Another large group instead has taken to venerating the great reptilian beasts of the jungle, seeking a symbiotic way of life, seeking wisdom through that. The implication of a spacefaring alien (to them) race coming into their world, taking land for themselves and studying the natives - it has put hard questions to the minds of those who have encountered you humans. Are these the promised saviors? Is this a test? Are the stories passed down for millenia falsehoods?
A time of reckoning, one way or another, will soon come. Civilian vessels from the Federation have entered the Agrippina system as of December. They have stopped to refuel, repair, trade and explore on their own.

The Star Trade Lines incentive is supported by the Assembly, putting in government planning and support into the space trade sector. Skeptics, chiefly from the Liberty Bell Caucus, have said that this is not just an unnecessary government involvement into a prospering private sector, but in fact harmful market meddling, with accusations levied towards the Assembly members in support of corruption and lobbying, putting state funds into the pockets of companies connected to them. Such baseless accusations are, of course, mere political propaganda aimed at their electorate, seeking to energize them for the upcoming national elections.

There appear to be two issues at hand. Please vote on both of these matters:

#1 - The Black Fleet

Fleet Admiral Hawkings sees two options for the Black Fleet:
A.The first is to have a large number of ships "decommissioned" from among the mothballed fleet. Most (But not all) of these ships will be discreetly moved to Esterpels to undergo repairs and modifications and become a permanent addition to the Black Fleet.
B.Have new ships built in the Revenant Shipyards, a new design made specifically for this purpose both in form and function
C.There is no need for such privateering actions at the present.

#2 - The Agrippan Exclusion Zone - Expel foreign ships from the system and prohibit further entry for an indefinite period of time. This will cause diplomatic and trade tensions.
A.Do it, the security of our operations in that system is paramount
B.This is too risky, abort.

A number of things must be decided.
Firstly, no Exclusion zone will be established.

Secondly, Revenant Shipyards will be contracted secretly to build new ships for the Black Fleet. Present some ideas for designs if you have any. If not, the Admiralty will figure something out, a few ideas with names such as "Corsair" "Voidhound" "Siren" and "Orca" are floating around.

Thirdly, I'll need four rolls of 1d100 each right now to see what the humanitarian mission on Kolony 8 has accomplished.

Kolony 8, April 2294

https://www.youtube.com/watch?v=dDD_TKWvCwo

Atop a hill overlooking a plain stands a fortified outpost, headquarters of the Alliance of Extrasolar States' peacekeeping and humanitarian aid operation. Landing pads see constant commotion with transports mostly offloading goods and people, which then make their way down the hill, into the growing shanty town that has formed up around this outpost. Under the watchful eyes of the 2nd EFS Colonial Marines Regiment, food, clothes and medicine are distributed to people in need, with medical facilities and shelters housing thousands of civilians. The work is hard and there's always a shortage of something, but even with the occasional missing crate or brawl among the refugees, the mission has been having a positive impact on this troubled world.
The arrival of contingents from other allied nations has helped alleviate the situation and more importantly - the recently agreed upon ceasefire between the domed cities of Berun and Freiburg on one hand and the United Revolutionary Front on the other has brought a degree of peace to this particular region, the former No Man's Land between the two main powers. Their forces are now focused on fighting off the dozen other rivaling factions across the planet,
Here in "Dove Town" one can even see soldiers on leave from the formerly opposing sides sat within the bar - albeit never on the same table. Peace gives opportunities to those with a spirit for enterprise and so the "Alte Kameraden" has become a favorite spot to spend whatever currency or valuables one may have, whether they're a marine off-duty, a deserter from Berun or a mother visiting her wounded son in the hospital. The owner, previously a streed vendor in Freiburg, has been making a tidy sum for himself and happily humors the pair of blokes before him, speaking about the war.
"Peace between the blues an reds, whoda thunk eh?"
"Nah, not peace forever. 'Sa ceasefire and I tell you what - it's because the real bosses up top said they have to play nice now. Soon as Chervenkov gets piss-drunk and angry, he'll let his syndicalist hounds loose again and it'll be that."
"Nonse, that"
"It's true. There's some new big alien war coming, they've got bigger concerns than us poor folk here now."
"Maybe, maybe. Here's to the bigger fish, may it keep them busy forever!"
..............................................................................................

There may indeed have been more to the politics behind the scenes that have led to the current situation. One thing's for sure - when you're at the bottom, you can surely only go up and that's the case with Kolony Acht. The wars there are not over, but perhaps a resolution of some sort is closer now.
>>
Since it has been voted for in the last turn, as a free action now you may discuss how much to spend on the expansion of the Black Fleet and what kind of ships you want to build.

Diplomatic news: The United Federation of Free Worlds has issued a statement in which they ask that the rights of the sentient natives of the Agrippina system to self-determination be respected and that the EFS either withdraw its settlers from the two habitable planets in the system or establish a stricter control and reduce the scope of colonization there, allowing the Agrippans to live undisturbed. This is in line with one of the primary principles of the Federation which has in previous centuries also been applied towards the human species, they say.

H. Inform the United Federation of Free Worlds of the link between the Aggripina settlements and the Zian. Also add on.
Theres the simple issue of contact having already happened between humans and the Agrippina's.
Leaving now would cause a massive culture shock which could rock their existing civilization to the core and possibly destroy it through the interpretation of a coming doomsday prophecy.
For whatever reason that the Zian were not able to let us known what happened here we cannot leave and have to help guide the Aggripina through these troublesome times.

In relation to the proposed response i suggest the assembly draft a general response to the leadership of the UFFW that will be reviewed by the diplomatic corps so that its as acceptable to them as possible in addressing the issues at hand.

Some points to bring up.
First point is on the matter of unhindered cultural development. Since we had already stumbled upon their civilization without knowing of them before hand culture shock has happened. If we were to suddenly leave it would leave an ill omen in the minds of the Agrippinians that would result in a doomsday mindset taking hold which could result in the collapse of their civilization and culture.

The second point is on the matter of these people being life seeded. Whatever the reason; Intentional violation of the Human Exclusion Zone or the act of rouge individuals or organizations. This is a matter of Human space as these Agrippinians and humanity will ultimately collide.

The best outcome here for both is that humanity will help guide them through this difficult time and allow to be uplifted at a safe and secure pace.

Taking these suggestions in mind, the diplomatic corps formulates a response to the UFFW:
"As the star of Agrippina was unclaimed by other polities and lies within the Human Exclusion Zone and our settlements - and contact with the natives - are already a fact, it would only bring harm to both locals and settlers if the EFS were to suddenly withdraw. The Agrippina Anthropological Society exists for the purpose of both studying the natives and maintaining harmony between their way of life and that of the colonists and that mission has not changed. Insofar as it is possible, a path of gradual uplifting of the Agrippans will be pursued by our government."

The Federation's response, in turn, is a request to send their own observers and scholars to the system to oversee the activity of the AAS and to ensure native rights are upheld. They ask that the EFS government formally recognize the rights to self determination of the natives within the confines of their current territories.

What say you?
A.Agree, let them send their observers, we'll be respectful of the natives

The majority of the decision-makers oppose the Federation's offer on principle. It is decided that only independent scholars will be allowed to operate alongside the AAS. The Federation diplomats seem ever so slightly annoyed, but say they will agree to maintain this peace.

In space news: A rogue band of Drazerii warriors, survivors from the war and youths seeking their own glory both, have taken to space under a pirate flag. They have attacked FEP trade routes on three occasions, finding success only in the first. They have not been the first and likely won't be the last to seek to profit from the highly lucrative commercial lanes that have brought the Megacorporations back into relevancy after a relative decline in their power compared to the rising nation-states. Indeed, some political analysts believe that the Eurasian Alliance, sluggish and burdened as it is, is now thoroughly in the pocket of the Megacorps.

It is now 2295. You may do faction projects and executive projects for the last five years. Reposting from last thread:
Personal projects and influence points have been scrapped. Your characters can still be a factor in these projects, of course and they can be the focus if you so wish. Instead of influence points, you can influence the difficulty of your desired project by laying out a plan of action for what you're trying to accomplish - if you explain to me how you are making use of assets already in your possession, the skills of an established character, the connections you've made, this can help lower the DC, which I determine on a case by case basis. Here is a broad overview of what faction project DCs are like, however - bear in mind, the scale of what you're attempting and the circumstances around it impact this. Continuing work on a previously started project also generally lowers the DC by one level.

DC 20 - A small or easy task concerning a few people or something on a more personal scale, things with flavor.
DC 40 - A standard development like the establishment of new facilities or a small improvement of existing assets
DC 60 - Minor innovation like a new product design, a notable improvement of existing asset
DC 80 - Major innovation, like new technology and other challenging feats that face some sort of resistance

Do your projects whenever you wish. If you haven't done your 2280-2290 project, you can do that too. Vote for the main turn's activities as well (In a separate post to be sure).

Economists assure us that this is a natural thing and will continue to an extent as part of the growth of free enterprise and prosperity within the nation.

The Black Fleet will sail out soon.
We haven't figured out the thing we voted for earlier - the new ships being built. Give it some thought and send some ideas out if you have any. If not, the Admiralty under Hawkings will handle it. Vote for the budget you're giving to the construction of new ships:

A.Small - 250 Million
B.Medium - 500 Million
C.Large - 750 Million

The bigger the sum is, the harder it will be to explain where the money went and to keep the paper trail clean for outsiders - that's the problem with such operations.

Clean up the Social City Bureau!
With it being plagued with embezzlers, corrupters, and plain old fashioned losers! Union Gallagher sets out clean it up!
The social city act, designed to provide a high standard of housing for the average citizen, will be made to work!
Following the paper trail of corruption, as the best homes would 'coincidentally' be provided to friends and family members of Directorate staff, Union shall begin a purge and repossession of these homes for those who truly need and deserve them! Not the democratic rats who have stolen them!

Having invested heavily in industry and defence, it was time to create a colony that would act as a headquarters and forge world to the III. It was time to truly rise into megacorp status and leave the others in the dust. Co=operating with the Deston group, we will make an effort to finding and colonising a planet, with the main focus being a habitable world with a huge mineral presence. While the Deston group will focus on the city and construction, we will serve as the main provider of resources, manpower and industry.

1. Begin running a huge advertising campaign for colonists that specialise in the industry background as well as other important backgrounds such as medical, farming, etc. Offer them a small stake on the profits once the project is operational.

2. While the Deston Group is creating the city, miners will be sent down to begin strip mining the planet, making sure to do it at a depth that would not effect anything from the surface of the planet. While strip mining, begin constructing industry sectors and hydroponics, using my three ships to provide seeds, water, metals and manufacturing.

3. To expand on above, have me three ships in orbit of the planet to serve as protection and to create food and manufacture tools/parts for the colonisation process.

New EFS Colony
System Svartalfheim - Planet Yvor - City of Brokkr

With the great success of the construction of the new city Euphori Destonia in Sulfaria, the Deston Group has become interested in new systems. And so they have decided to expand towards the frontier south east of the recently colonized Viahan system, alongside Ilmarinen Industries Incorporated creating together a new colony of the EFS.
The idea is to first search for a star system with preferably an already habitable planet near the Viahan system. If something like that isn't found the colonization mission will concentrate on finding a star system with a world that can be a good candidate for future terraformation and colonization, searching south east.
Upon entering the chosen system, the colonization mission will first ensure to leave artificial satellites around it. After that they will build their city on the planet, near rich ore deposits that will be found with scanners and other tools, as well vehicles. Of course the colonization mission will also confirm its colony position to the EFS, so that trade, travel and communication can start as soon as possible.
The construction capabilities of the Deston Group thanks to their work suits and small drones, will give them the capacity to make the city of Brokkr a large settlement similar to Euphori Destonia

The main work of the Deston Group is creating a self sustained city capable of future self-expansion after a few years it has been established. The desire is to make it a strong industrial and mining world of our nation, while being far better and more prosperous of all the ones currently existing in the human sphere. Perhaps even aliens ones. The Group is also interested in having nature coexist alongside the future colony and its economical activities.

Including :
- Housing quarters
- Parks, gardens and sports clubs.
- City Infrastructure and basic services
- An industrial sector built near the ore deposits (later on those deposits will see the creation of mines of the I.I.I.)
- Defenses like missile batteries, Rail guns and Laser cannons as well several turrets for anti-air/ vehicles and infantry.
- Multiple Fortifications and military structures
- Statues and Monuments to the EFS
- A basic Spaceport+Airport
- Deston Group planet quarters and offices, as well some industry and a minor lab. And the respective Ilmarinen Industries Incorporated ones.

The style of this city (while similar to the one in Sulfaria), is more industrial and experimental with the attempt of having nature coexist with it. All first settlers and new ones, will first go under a training/educational program to ensure they are ready to settle the planet. The Deston Group will also work for aid settlers in establishing their homes and economical activities. The idea itself and fact that is a new EFS colony, should interest both usual settlers and industrial interests.

Faction Project: Research mind expanding drugs, round 2
Good news everyone! Our top shadow scientists, not at all frustrated by the scandal involving the creation of the harmful narcotic substance known as MED, have been hard at work the last years on a new project codenamed MED-X. And with ludicrously expensive consultants from the Blackwell Foundation, genetic tinkerers from Biomi corp and hard won experience in drugmaking from our previous adventure we’re sure to get it right this time.
According to our projections, a mentat injecting a dosage of MED-X will see his brain go into overdrive, his psychic potential radically boosted and all kinds of exiting phenomena taking place.
True, there might be some side effects. The duration of the effect is not long, it is only intended for responsible mentat use, it somewhat shortens the lifespan of the user, it is… quite addictive and it might inspire some… other side effects. But that is an acceptable tradeoff when you look at the larger picture.

Executive Project Ministry of Culture
National organization of planetary feasts and events

Mr. Konishi during these years has decided to improve the organization of our planetary feasts and events, as well ensuring they have proper structures and more attention by the Ministry of Culture. It might need some time to ensure that the improvement and practices instituted by him are placed across all of our planets, but they will arrive as Terry is quite adamant on ensuring each colony has a good quality for their public festivities. The plan mostly focuses on improving our own happiness and enjoyment, hoping that the citizenry can all participate without problems. A secondary objective is to ensure that our feasts and events become more profitable with the attraction of tourism and thus are able to bring some small revenues back in the state coffers. Konishi will attempt to review multiple times the plans made, as well doing personal visits to each colony to ensure that what he has worked on is followed (and see personally or through his own personnel, what can be to done to fix any problem be of time schedules or other matters). Of course the organization has taken in account the local differences of each colony, such as terrain and present infrastructure on the colonies regions.

Before final approval the state itself and Mr.Konishi will review the organization a final time.

USAGI: Resurgence [2 catch up Fps]
The Megacorp fragment USAGI have shaped much of the EFC. While most will only see them about the vessels of the fleet in the medical bays and with their security their reach is somewhat further. The past 25 years they had been working diligently saving from their products, military contracts and investments to finally achieve what they'd been hoping for...a vessel of their own, a place to do their research, to move to study sites rather than cart intentionally delicate samples long distances. The beginnings of an USAGI Flotilla getting all they can from the mothballed fleets. Sticking to a single ship or maybe a few smaller ones depending whats available. Naturally fitting them with their own SAKURA tech and making them travel worthy.

The crisis has only deepened. The level of corruption appears to have been deeper than expected, almost like most of the ministry is in on it. Officials cover for each other, files go missing, protracted court battles are waged. When the Construction department was uprooted and replaced and then put under strict supervision, quality suffered - the buildings being built became cheap and shoddy, the people in charge inexperienced and trying to meet quotas set by zealous overseers. Union finds himself overwhelmed with work on every end, his personal health at risk from all the stress as the Ministry struggles to meet the demands of a growing population. At the yearly report before the National Assembly, members of the Liberty Bell jump at the political opportunity to attack the Ministry, calling it "A legacy of an oligarchic swamp of government ill-suited to the present realities of the nation". They say the project should be privatized, let the free market solve the housing issue.
[The level of poverty has increased and public morale is reduced.]

Inner Space 4 is constructed, a great venture forth for the company as investors eagerly look towards the Agrippina system now that the diplomatic crisis around it has been averted with the deal struck with the UFFW. The investment will surely begin making returns once resource exploitation in the system is ramped up and more space travel in the region around it precipitates construction and repairwork.

USAGI returns to public attention with its acquisition of two mothballed navy frigates - one Dagda Class and one Shrike. The Admiralty has put out a number of its mothballed vessels to auction with Assembly approval and each individual purchase further requires the consent of the Assembly - in USAGI's case, the contract at a cost of 40 million F₵ has been approved, a serious dent in the company's budget, but one can suppose that would be something they've been saving up for in the past few decades.
>>4594997
And on the topic of the price of ships, that has been a pain for the Eterani Syndicate this year as a drop in ore prices combined with unexpected new expenses at home has meant the Syndicate could not put together the money required for the order of its requested ships (which would be 91 million F₵ at the regular price the government pays). The Syndicate only has 25 million on hand right now - if an agreement with Gallagher-Volk can be reached about the contract, a part of it may still be fulfilled.

ESIA's electronic warfare and security initiative is certainly a good idea and the agency has modernized its equipment, but hasn't quite reached the desired avant-garde levels it had hoped for using its own sequestered budget and personnel to conduct this overhaul. The systems are more than adequate, of course - an improvement compared to before, but a modest one.

The MoC puts forward a fairly simple plan that, to everyone's delight, is straightforward, beneficial and appreciated by both government, media and public thanks to the well organized program set out by minister Konishi. Local, national and international media outlets, public figures and common people are invited to attend the festivities organized across the nation in celebration of cultural wealth - be it cuisine, local traditions or entertainment.

https://youtu.be/doEwWzMz99A
In the home system of Eterani, highlights of the local festivals are the revived space racing tournament, with a short route going from Etar city to the planet's moon (First Quarry) where the racers pass through a "track" that has them flying through tunnels and mountains and out again into open space before descending again. The longer routes have the racers doing a quick course around First Quarry and then heading to Gaia's moons - Ice Box and New Quarry - and then doing a tour in Gaian high atmosphere before returning home. This is a shared festival for all in the Eterani system - while some racers represent companies or foreign nations (The Pavonid and Jeffersonian pilots getting 3rd and 4th place respectively in the last long race of 2294) sothers compete for their planets.A friendly competition between the racers from Selestine, Gaia and the Moonies (as the hundred-odd thousand people living within the Eterani system, but on neither of the two terraformed planets are known) has been a focal point of the races these past three years. The recent advancements in space travel have unlocked many new possibilities for those with a need for speed and it's showing!
On New Perth, the Free Planets Futureball League has hosted a fantastic tournament in honor of local legend Robert Jordies, in which a Drazerii team made it to the finals, only being beaten in the end by the local favorites, the "Curtis City Diggers". Feasting with plenty of barbeque, beer and brawling kept the brouhaha going for another two days.
On Dagda and in Viahan, food festivals were the big draw - Dagda impressed with the great diversity of cuisines present thanks to its multicultural populace, with a strong east Asian presence, but the frontiersmen of Viahan replied with innovation, treating outside guests to meals of local marine animals and plants, their powerful fermented sauces leaving quite the memory for those not used to the taste.
The colonists of Agrippina had their own big game hunts and cookouts, safari tours and museums of artifacts to display, while the Sulfurians surprised the nation with a show of a surprisingly vibrant local cinema industry. On Gobi, the racers stuck to the ground rather than space and vehicles of every size and shape let clouds of dust go up in the air as the first signal was sounded.

Perhaps the crowning jewel of Terry Konishi's tour across the nation was the trip to Nigel's World. With a century-long history of relative separation from the rest of the nation, a diverse loca biosphere, the draw of being one of humanity's outermost outposts for a long time and previous attention provided to the planet by the ministry under Sir Walfrid Pennysworth makes it quite the place to visit.
Visitors to Nigel's World can see the revived Galactic Rodeo and race with the cowboys or perhaps go on a hunting trip into the savannah, eat some Newberry Lobster, get drunk on the hybrid cactus juice spirits and then at the end of it all be able to return to the comforts of civilization in any of the big port cities whenever you get tired of the wild.
The nation has grown and will keep growing, but ten planets and counting will take a long time to fill up - the EFS can stand to benefit from having both its developed settlements and its wilder cities.

The Good News! MED-X when taken in one recommended dose is a potent tool for the mentat user who will think faster, act faster and live faster. Synesthesia occurs, which for those who know what to expect can be useful as they are able to get a bigger-picture view of things in which all becomes one and the user can navigate many kinds of sensory data to reach a better decision.
The Bad News! MED-X is quite addictive and it takes a lot of willpower to resist the cravings. Taking more than the recommended dosage tends to lead to undesired effects which include, but are not limited to: greatly increased heart rate, sensory overload, nausea, fever, weakness in the knees, heightened suggestibility, persisting hallucinations, psychosis, diarrhea and sudden death. User discretion is advised.
MED addicts rate MED-X at a very good 81% approval, which means it is a step up for sure, but it can always be better!

Three major EFS corporations - the Deston Group, Ilmarinen Industries Incorporated and Avalon Incorporated fund an extensive private survey and subsequent colonization effort on the edges of EFS space. The scouts come back in 2292 with reports of a system just beyond the official Human Exclusion Zone's borders, 17 parsecs out of Viahan in direction of Federation space. What they find there is quite interesting:
Planet I - High volcanic activity, great wealth in minerals, both common and rare; Atmosphere is toxic during prolonged exposure, but has enough oxygen to allow a human to breathe for a short time. Native life is mostly oceanic and all non-sentient, planet can be described as "Primordial".
Moon Ia(Around the previous planet) - Has a thin atmosphere, an abandoned human colony that begun, but never finished its terraformation project has been found. Identified to be a free colonial venture launched in 2250, the larger part of the expedition gave up and returned to inner human space. Further exploration discovered a small surviving enclave of around a hundred colonists who stubbornly clung to this rock. They agree to join the EFS.
Gas giant - Cold, with two dozen satellites - good for prospecting gases and minerals.
Asteroid belt - High mineral value
Planet III - Beyond the belt, ice world. Meagre resource value.

The Svartalfheim system, as it is quickly registered as, holds great potential for industrial development as the investors have hoped. By 2293 the first small outposts for mining and further expansion are set up. In 2294, Brokkr city is founded as the center of your operations and the number of colonists in the system by 2295 numbers 20 000, around half of whom are on Brokkr. As a colonial city it harkens back to the early settlement of Eterani, as it is still a closed complex that is self-sufficient with its own biodomes, housing quarters, basic services and manufacturies. The spaceport is colonial, the cultural center is quaint and the defenses are basic - for a private venture, it's quite the big deal.
The National Assembly accepts the system into the Extrasolar Free State. Currently all the holdings there are private and belong to the three companies, but that may change in time - the law states that there is a pioneer's fee for the private entities who create new colonies for the nation. This will be split between the three companies together, split 5:3:2 between Deston, III and Avalon due to the difference in their individual contributions.

Now it's up to these three to decide if Yvor, their chosen colony, is the volcanic world or the moon. The former is more dangerous but has an easier access to resources while the latter is partially terraformed and modest local resources.

Executive Project 1 - Admiralty
Fleet Admiral Hawkings wishes to expand on his previous project by improving the Naval Logistics Branch, establishing a competent military bureaucracy that will manage the needs of the fleet and can be used in operations like our humanitarian mission on Kolony 8.

Project 2 - Ministry of R&D

Minister Bill Nelson wishes to establish an Interspecies Scientific Exchange Board that will coordinates efforts at adopting technologies found in more advanced alien nations, chiefly the Federation.

Automatic Breakthrough - Hyperspace Sensors

Widely used among all known spacefaring aliens are varied forms of so-called "Subspace sensors" - Sensors that detect the subspace fluctuations left in the wake of traveling starships. They are attuned to the four-dimensional mode of travel used by all known interstellar vessels. Large, well set up scanners can sense movements up to several parsecs away, allowing for an early warning system on approaching fleets - a technology which completely changes the dynamics of interstellar warfare and travel as surprise attacks are not the same thing they used to be.
>>
>>4600446
Results:
The Naval Logistics Branch appears to be well-organized, passing stress tests during prolonged war games and simulations. Experience gained in recent conflicts and operations is harnessed, alongside the general quality of the staff in the Admiralty. For the foreseeable future, the EFS navy can pride itself with excellent organization in regards to its logistics, crucial for any lengthy or distant force projection.

Nelson's efforts see some more controversy. The political environment in regards to the Federation is prickly and enthusiasm for this idea is much weaker than what there was 5 or 10 years ago. No official cooperation with the UFFW's central council has been secured and for now the Board is more of a travel agency with a library attached to it, sending out willing scientists to far away systems to hopefully come back with alien knowledge.

Now, for the main turn action:

>Send out the Black Fleet for megacorp booty

The Black Fleet has been reinforced with two new destroyers of the Wolfhound class and five stealth frigates of the Corsair class. In addition, ten Shrikes have been discreetly "Auctioned" away to proxies that see them handed to the Black Fleet and given a nice paintjob to fit in.

Now, there are multiple possible targets for the Black Fleet to strike at. Systems with established hyperlanes between them can send their ships through said lanes without having to stop elsewhere to rest and refuel, but if there are no lanes that means traders must make such stops and raiders at the top of their game will have an idea of what the good resting systems in a given sector are - often in systems with waystations, but sometimes in wild stars too.

A.Melite - main trade hub in Disputed Space, sees a lot of traffic in all directions. Close to the Black Cove.
B.New Goa - Outermost corporate colony in the FEP core sector. Known to have hostile neighbors in the face of Drazerii, Atlas freedom fighters and Syndicalists
C.Jay - a recently established outpost between Eurasian and Federal space. Sees a lot of trade traffic.
D.Fargo - the newest venture into the wild "Southwest". A mining outpost according to corporate statements. Quite distant, Ganeshi raiders have attacked miners in the region.
E.Hit Disputed Space - traders out of Melite have to make stops before they reach either Imperial or Federal space after all.

Since the Black Fleet voting will not be done soon, you may submit candidacies for executive offices now and vote to support others.
Offices - Fleet Admiral; Solar Marshall; Minister of R&D; Migration Director; ESIA Director; Minister of Culture.
NPC candidates:
Owen McAlister for Migration Director - with the backing of the Liberty Bell Caucus (2 votes) Owen wishes to overhaul the government's approach to the housing question and focus on private solutions for the long-term - the Social City project would be abandoned and instead the Directorate would focus on maintenance and basic habitation for new arrivals who can not yet afford better housing. The employment bureau would see more focus, to get people in jobs that will earn them a wage and get the economy's gears going.
Lieutenant General Yoshiro Matsui for Solar Marshal - a decorated veteran of the Drazerii war and the invasion of Gralgar, Matsui is a politically moderate candidate with the backing of some assembly members(1 vote). He wishes to provide on-hands experience to the ministry with a focus on mechanized forces and the engineer corps.

Preliminary scouting runs and intel gathered by the Black Fleet presented its command with a good picture of the disputed zone and the settled systems in it - a couple professing neutrality, most being forward operating posts for either the Federation or Empire, usually having just repair and refuel facilities and a population no larger than what's needed to crew those - constant warring has driven out most civilians from these areas and anywhere that isn't under the eye of the military is a lawless place. So it is that when one of the FEP's larger trading flotillas decided to stop at the system of Jaho, one of the only "Neutrals" around, the Black Fleet was waiting in ambush along a predicted approach vector for Jaho IV - the fleet pounced from all sides in a coordinated strike that crippled the defenses of the merchants and their escorts within 60 seconds of the first missile being fired - engines disabled, weapons systems destroyed, the privateers have at their mercy 4 large cargo freighters, 1 passenger liner, 5 mid-sized transports and 6 escort frigates. This flotilla is a joint Bepsico-Exomm venture and is meant to carry consumer goods, rare earths, foodstuffs and passengers, both tourists and businessmen en route to visiting Jaho and then the Empire.

What will you do with these ships now?
A.Steal valuable cargo, leave the ships
B.Steal however many ships we can along with their cargo, leave the passengers
C.Steal ships, cargo and take passengers for ransom
D.Take what we can and destroy what we can't
E.Destroy the ships and cargo, spare the people
F.Wipe it all out

Few resists - a few zealous security officers led by a Drazerii mercenary try to fight aboard one of the freighters, but they are outmatched by our Black Hounds easily, the hulking alien being pummeled in hand to hand combat by the regiment's best brawler, the highly bioaugmented Sergeant Gough. This is captured on recording by one of the other soldiers there and beamed out to the other ships, crushing what little morale there was. As we announce that we're here for the riches, not the people, that gives them even less of a motivation to risk their lives as one by one most crewmen and passengers from across the flotilla are herded onto the passenger liner, some shuttles and escape pods and one of the transports that was too badly damaged to be of use to us.
Give me four rolls for the quality of the spoils of war, how much exactly we can get out of this - how many ships can be repaired, the value of the cargo etc.

Unfortunately as luck would have it, the fleet is faced with a choice now - only one of the freighters and one of the frigates can fly as it is, more can be restored given time but time is a luxury as our presence in the system is now known and a local fleet is mobilizing. The Jahoans have maintained their neutrality through force of arms after all. If they can put together their entire system defense force, it would have us outmatched, but tactical analysis puts that at a low probability, instead they're likely to cobble together a more mid-sized force to get at us faster.
The more time we spend here, the more forces will be arrayed against us. What shall we do?
A.Take what we can now and leave
B.Spend only a short time in salvaging operations and leave, before they're likely to approach us
C.Take the time we need and stay on high alert, ready to fight them off if and when they come if we aren't finished by then
D.Do the unexpected - attack the locals before they've properly organized themselves!

Seems you wish to attack the free colony. You're outnumbered and outgunned, but speed and surprise may even the field.

You have 1 Heavy Carrier, 2 Destroyers and 15 frigates in your force. The Jahoans have a ring of defensive satellites in a wide orbit around their planet and are starting to mass their forces.

Our fast strike knocks out several satellites, creating a hole in the defensive ring around the planet - two enemy frigates were downed as well, but so was one of our Shrikes and we have another two damaged. The locals are pulling out their patrols and trying to amass into a single formation, out of range for our fleet still.

We have a few tactical options here:
A.Strike at their rendezvous point ASAP, do not let them organize!
B.Hit the outlying patrols, chip away at their overall force and seek out defeat in detail.
C.Hold our position here, where we're not in range of their satellites - set up ambush patterns
D.Go into the planet's upper atmosphere and prepare for battle there - the planet's curve would limit their range of deployment, forcing us into closer quarter combat, whilst the planetary surface below us would act as a living shield to dissuade them against reckless long-range bombardment
E.Raid the planetary surface!
F.Pull out while we can, we're in too deep.

Two of the outer patrol squadrons were hit by the Black Fleet, chipping away at the locals' overall strength - but the rest have now regrouped. The Jahoan fleet stands together a hundred ships strong - mostly frigates, with only one cruiser leading them. In a head to head confrontation, taking into account what we've assessed of their weapons capabilities so far, this fleet would defeat our privateers, whose force is now another frigate short (The frigate Rowdy Rustbucket having been damaged too much to participate in combat, making three such vessels out of the fight and one destroyed so far).

A.We'll count on exactly that - strike head-first, annihilate them!
B.Go back to the merchant flotilla and resume our salvage operation, we've probably dissuaded the locals from meddling any further.
C.Pick up what we can along the way and leave the system, we've done enough and should not push our luck any further.

As the commanders had hoped, the Jahoans would remain cautious, circling around their home planet, setting their engineering vessels to find their destroyed vessels and rescue survivors in escape pods, maintaining a watch should another attack come.
The Black Fleet returned to the site of the ambush and set to work. After a tense day of salvage operations, we have managed to bring into working order 2 of the large freighters, 3 of the midsized haulers and 4 corporate escort frigates. Some of their crews have been taken, those necessary to fill in the necessary expertise in managing these particular vessels and to augment the crews we'll be putting in. A large haul of goods worth tens of millions of F₵ has been taken, which will make this entire operation actually profitable, unlike most before it. The entire fleet sets course back for the Black Cove through two proxy system jumps beforehand, where they will celebrate and then decide what to do with the ships after the cargo has been sold off. The vessels could also be sold for a good sum, be retrofit to serve the cause or a combination of both.

The Black Fleet expands, adding nine ships and an estimated 55 million F₵ in goods to their assets. The profits from selling the goods will go towards repairing, rearming and refitting the forces in the Black Cove.

Now we return to your regular program of SPACE NEWS:
After years of talks between the United Cities of America and the Eurasian Alliance, there are signs of rapprochement following extended tensions involving proxy conflicts over assets in the Solar system. The nation of Israel on the blue planet has hosted a major international conference from the 4th to the 11th of February this year, a symbolic week as it matches the historic Yalta Conference from 350 years prior. Like its predecessor, the Jerusalem Conference has laid the foundation for the return of en entity not seen in two centuries - the United Nations. The nations of Earth have agreed to reform this organization and make it fit the current age, agreeing that the cooperation of all forces from Earth is of mutual benefit now, seeing as the homeworld's natural resources are largely expended and much of its manufacturing has moved off planet - more goods were produced outside of Earth than on it for the first time in 2286 and around a third of the total human population lives elsewhere. More cynical observers have noted that this is the attempt of the Old World to maintain its grasp on outer space - some have pointed to unrest in the colonies of both the UCA and EA, owing to the fact that it is now the colonies that are making more money and Earth that is turning into a money sink, a trend projected to only intensify.
It is expected that the international representatives will continue meeting throughout the coming months before finalizing the deal - one thing is certain, the balance of powers shifts and our allies in the AES are concerned.

The Social Renewal Act
The corruption within the Migration Ministry is astronomical, but with the aid of the departments head, Union Gallagher, an independent review board shall be set up to investigate mis-appropriated funding and general corruption.
Once a thorough purge has been conducted and the misbegotten gains of the corrupter are repatriated to those who deserve it, pursuit of the Social Renewal Act will begin.
New homes constructed to keep up with the pace of a growing population is the key to this, giving them access to a high level of lifestyle is also important and shall be considered when laying out these new residential blocks for our cities. These will be built with the average person in mind.
Far from undertaking this project themselves, the Migration ministry will also open up construction to private companies, giving them free reign to build on certain lots that shall be put up for purchase.

At home in the EFS, the new Social Renewal Act has been approved by the National Assembly. With broader supporter behind Union Gallagher's 15-year struggle to fix the housing crisis, corrupt officials are being purged and wherever experts can not be found locally, they are hired from abroad or contracted from companies that previously weren't looking to deal with this mess of a ministry. Local construction companies across the different planets are given contracts, their expertise being used to suit the specifics of different gravities and biomes that the colonies face. A yearly budget of 400 million has been put behind the initiative thanks to the support of both socialist-minded representatives in the Assembly, representatives from poorer districts and representatives with connections in the construction business. This will continue until 2300, when the program will be reviewed again and either extended or let go. More ideological members of the Liberty Bell movement have criticized this as lobbying and corruption that will vampirize the budget, but that criticism is mild now given the general desire to see the housing issue solved.

n the News:

The situation on Kolony 8 has deteriorated as a new power rises. By sheer luck, charisma, providence or a combination of all, a leader has emerged from the wastes who has united most of the "Neutrals" that had previously been a peripheral threat to the major factions - the ceasefire between the Domed Cities and Visari's Republic led them to turn their attention to the myriad of minor warlords, driving them back into the wilds and regaining precious ground, expanding their mining operations and allowing trade with the outside world to bring in much needed supplies and materials that could not be locally produced, along with new mercenaries. Thus, those warlords fell one by one - willingly or otherwise - under the rule of an enigmatic figure known as Kommandant Doom. Among his henchmen rank such legends as the cyborg warlord Gatler, the dreaded Master Builder, Feng Lo - the Dragon of the North - and Lee Fong - the Dragon of the South. Besides the raiders, cyborgs, androids, pirates, thugs and fanatics that have been assembled, there are reports of mutants, genetically modified supersoldiers and even aliens fighting under the banner of the Legion of Doom. Woe unto those who stand before them now, as one by one the outposts of the Republic and the Cities have begun to fall and civilians flee in terror to the safety of the neutral zone under our protection.

More to come after the commercials!

More news:
On Earth, the Tehran Conference, ending on the 1st of December, has finalized negotiations and by the month's end all nations of the planet have ratified the new Charter of the United Nations of Earth. The old alliances have merged and common leadership is being prepared - it will be years until the administration, economy and military of the UNE is united, but the course has been set and one of the discussions during the first General Assembly a number of matters have been assigned. A curious proposal that has seen some support has been a project to reclaim the Radlands of Ji, which even the Eurasian Alliance had largely ignored, even as it had previously acted as the buffer zone between the European Union and Asian League. Joint colonization of space is set to begin with a great expedition into Smith's Nebula, the hazardous zone of space just beyond Smith's World which has for a long time limited human exploration and exploitation of that region of space.
Back on the domestic front, the Agrippan Anthropological Society has reported a strange "Wasting sickness" spreading among the natives on both planets there. The details remain muddy as the Society is now seeking out more virologists to add to its team in order to study this disease.

On the brighter side, the first census data of the year has reported a milestone in progress for our nation as its population has surpassed a hundred million!

As a minor action it would be good to have the recently colonized system Svartalfheim connect to the Viahan system with a Vowgate, as well receiving initial efforts and investments done by the EFS at the start of every colony (such as a space station, basic defenses, infrastructure, government buildings and so on). We would also suggest to begin the terraformation of the moon Yvor, the effort required being less of a planet thanks to the presence of a previous attempt and the fact that is only a moon. Not to mention our advance terraforming technology.

Also in the news: The largest successful pirate attack in recent times has become public knowledge. The infamous Black Fleet, feared by xenos and human alike, ambushed a Bepsico-Exomm flotilla out of Melite. Company losses are unpleasant and the Free Enterprise Pact is once again looking into increased security measures. It has put up bounties for any information on the Black Fleet, the capture of any of its members or the destruction of any of its ships.

------------------------------------------------------------------------

Our inquiry into the disease, colloquially referred to as the "Scalie Plague" has revealed the following:
It appears to be an airborne bacterial infection, highly contagious. Its symptoms are a painless at first scale rot that leads to necrosis, tiredness and fatigue, loss of appetite. Subjects will eventually begin coughing blood and will have declining bone density and lose muscle mass. It does not kill outright, but it greatly weakens those infected, which among primitive and medieval societies is like a death sentence.
Most of our virologists believe the disease to be genetically engineered, likely a modification of an already existing disease from one of the jungle regions of Agrippina II. Its appearance among the natives on both planets at roughly the same time lends credence to this idea. That is confirmed even further by an investigation by local security forces in coordination with the AAS which have found a sect of radical Divine Shadow cultists living on Agrippina II. Espousing extreme xenophobia, the leader of this sect - Master Biologist Patel Mangala - is now the prime suspect. Investigations into his background show connections to the Hindists, but the man himself is still on the loose as he has fled into the jungle upon the first sight of authorities approaching his compound. Most in the sect fled alongside him, some commited suicide, those who were apprehended refuse to cooperate with our investigators - while their settlement has overstepped AAS guidelines, there isn't much else they can be charged right now as there is no concrete proof yet that they are behind the plot.

The neutral observers from the Federation have reported of this incident to their governments. The UFFW promptly asks that they be allowed to send a relief mission to the system.

The crisis on Agrippina has escalated.

https://youtu.be/EbI0cMyyw_M

Our diplomats transmitted the message out to the Federation that they could send their aid, this is a humanitarian situation after all. Shortly thereafter, an ESIA task force, having requisitioned support from both the local Fleet and army units, began pursuing the runaway scientist and his people. Trekking recklessly through the jungle, the troops frightened the locals, causing some tribes to flee and others to fight back. In an ambush on a platoon of planetary militia the commanding officer and two others were killed by thrown spears and rampaging lizard beasts, which caused the panicked second-in-command to call in aerial support. Black Prince bomber squadrons then set the jungle aflame.
In the days that followed, the pursuit continued and with it - the slaughter.

https://youtu.be/f5QzroijYfY

Local media rushed to the area to report on what was happening - first the people in the cities and later across the nation saw images of fighting between the militia and xenos, the latter perishing by the dozens and hundreds for every one of ours. At some point Agrippans with modern firearms started shooting back, causing casualties to mount. On at least one occasion, a reporter was beaten by soldiers. The agents still couldn't find the suspects. When the jungle pursuit was called to stop, they still hadn't captured anybody. Then, the agency shut down the FTL comm relays in the system. The only interstellar communications are now on a ship commanded by ESIA, their reports to the government on Selestine - the only news coming out.
The Planetary Marshall and the local navy commander are still cooperating with Agency's investigation, which now includes a blockade of Agrippina II, with every incoming and outgoing ship having to pass inspection. The militia is reportedly redeploying to the settled areas now, where the investigation continues.
There has already been public outcry both locally and across the nation. Sporadic protests have broken out in Etar City, against whom a counter-protest assembled in support of our boys in uniform.

The National Assembly is called for an emergency meeting. By the time a decision is reached, the situation may have changed, but its stance must be known.

The crisis subsides - somewhat. Fires still rage in the rainforest and the tribes remain agitated, whilst the colonists are on edge. Communications and travel have been reopened and humanitarian aid from both the Migration Ministry and the Federation will soon be arriving.
The Director of ESIA was blasted by journalists at a press conference held on the 1st of May. Doctor Patel Mangala has denied any blame and no evidence could be found concretely linking him to the plague beyond a motive and means. His begrudging aid has supposedly been enlisted in further understanding the true cause of this pandemic. Director Zvezdev attempted to explain that his agency's actions were justified in the context of the crisis and the risk of a biological terror attack from religious extremists. His agency in particular and the government as a whole have been criticized harshly for the destruction caused - over a million protesters across the nation went out into the streets, among them followers of the Divine Shadow who decry this persecution of their faith and activists for alien lives. Sometimes they protest together, sometimes they don't get along so well - Mangala himself was reportedly a xenophobe, but strange times make for strange bedfellows.

An issue often faced by a group attempting to enforce boarders is the price to maintain a fleet to control it, taking an example from pre-space history an idea has been put forward, a development and deployment of a specifically designed group of vessels. These vessels will be equipped with the greatest stealth potential possible, painted black the whole deal. The idea is these vessels will carry a large payload of WMDs and remain utterly invisible to scanners and where possible visual. Project Nurikabe, these invisible weapons platforms like the nuclear subs of old will drift through our domain an unseen threat that will create more doubt and worry than a visible roaming fleet and create fear when they are not even present...because they could be~

USAGI is aware more pressing matters may take the vote but this project had to be brought to light and suggested at some point.

Faction project: Continue the project towards studying and genetically altering strains of mycelium fungi. The goal is to see if they can further develop their symbiotic relationship and possibly develop an interconnected relation with other plant life using the Peripheral nerve cells.

Executive project: “Lessons of an extra solar army.”
With assistance from analysts, veterans, officers, and unconventional forces within the free state. Solar Marshal Calibas last major executive project focuses on creating a ciriculum on the modern methods of war for the new space age running from events such as the first raids of the Black Sun Reich to the Drazenii counter offensive.
Within it includes studies on subjects such as the use of new technology for mobility of armed forces, mass applications of robotic forces, effective coordination with void based forces, accounting for alien biomes, and beyond.
The hope is that our next generations will have a better understanding of how to wage conflicts across entire worlds and stars as a truly profession army.

Faction: The Cykor Intitiative
Fluff: The Cykor Initiative started out as a passion project by a group of parkour enthusiasts, called Cyber Parkour, to create the next level of parkour capabilities. Starting out small with simple things like better clothing, better shoes, and so on, the Cyber Parkour Project expanded to include scientists and engineers that worked to make it a reality. As time passed their efforts expanded, and soon the Cyber Parkour Project became more than just a passion but a way of life for those apart of it.

Over decades it developed into a corporation, united by a religious zeal for their practice and seeking out ways to utilize their skills. Security and military and police was the best lines of work, for it allowed the physical oriented ways of the Cykor to be used to their logical limits.

The Cykor wear flexible clothing, masks, and wield weapons best fit to serve their parkour oriented purposes

The Cykor Initative takes its first forays into a wide open galaxy. The first thing the Cykor partake in is the creation of clothing and garments that fit their unique passion of Cyberized Parkour. Sleek, all concealing, and heavily stylized, these clothes are meant to allow maximum freedom of movement combined with maximum style. While the absolute best clothes are reserved for the Cykor themselves, somewhat lesser ones are sold by the Initiative to any who wish to buy.

The Cykor Initiative has dabbled in the ways of cybernetics, seeking to enhance the speed and capability of those wearing them, and as such widens its Cybernetics clinics for the benefit of those willing to pay for enhancement, or seeking to go all the way and join the Initiative for the best cybernetics.

The CEO and owner of Ilmarinen Industries Incorporated released this statement regarding the travesty on the Aggripan homeworlds.

"A horrid act has happened within our borders and our government hasn't even acknowledged it, let alone try to fix the situation. Millions of protestors fill the streets and you've been ignored, so it's time that we use voices that can't be ignored. I completely disavow our government's decision to completely ignore the travesty that has happened within our zone of influence and call upon others of our government to make their voice heard as well.

It is time we give the Aggripans rights, so that they may be protected from Xenophobic terrorists that would wish them wiped out, many of which, I may add, are free to this day from a lack of prosecution. It is unfair to deny these living creatures rights, simply because they are not human. And while I would have much rather preferred to let them live in peace, it's obvious that is no longer possible due to the recent events.

On a final note, I would like to announce that my sector's of Yvor and it's moon will be used as a safe Haven for any Aggripan that does not feel safe on their own planet. They will be given free passage. should they be willing to take the journey. They will be treated equally to any other citizen and will be protected by those who would wish them harm.

To all those fighting for the rights of our equals, god speed and may prosperity find you."

The fashion department takes inspiration from three hundred years ago, going for dark colors(which is to say, almost entirely black) and cheap synthetic leather and latex. Unfortunately that goes quite against the current trends in fashion of quality, comfortable materials being prized on one hand and good color combinations on the other - monotone clothing is considered drab, out of touch and the stylistic influences used are quite unpopular at present. Consequently, the Cykor Initiative gets few points for fashion at the moment.
On the brighter side, your cybernetic clinics expand in number, size, equipment and clients. Your main focus are indeed enchantments in the legs, core and spine that aid one's agility, but alongside that you supplement your income with other cybernetics, more focused on health - replacement limbs and organs mostly. This proves far more successful than the fashion biz and brings more attention to your group.

The goal towards your researchers are building is partially reached and applicable now - genetically altered fungi are exhibiting a far stronger symbiotic relationship with a wide array of plants - currently the focus is practical and useful plants, in configurations that are useful either for artificial habitats (Allowing a highly efficient oxygen and water cycle) or those who are useful for nutrition. This new artificial biosphere you've developed can already be used, but it can also be further devloped.

EP:
The Marshal's team has quite outdone itself - they've assembled information from every known war of the space age in human history and also gathered a lot of information from the two-century long ongoing Federation Civil War - and even some rare records from before it. All this information has been categorized, interpreted, translated where necessary, thoroughly studied. AI and computer systems have helped with the organization and analysis further. Combat in every known environment is studied, personal, small unit, large scale, operational; Rapid advancements and attritional warfare; Urban assaults and underground fighting; ship-to-ship assaults and even marine fighting in the void (usually on the surface of ships). The analysis and commentaries are put into various manuals and books, edited and introduced into the Military Academy's curriculum. Allied military officers and instructors have appraised these works highly. This will have a positive effect on the quality of our army officers for years to come!

To address the Agrippina crisis, the government is diverting its attention and resources towards medical research that will seek a cure for the Wasting Disease. Humanitarian aid from both our Ministry of Migration and the UFFW is beginning to arrive - the Federation would have likely reacted more harshly to this whole situation if no political responsibility were taken, but the resignation of ESIA's director Zvezdev, the Planetary Marshal of Agrippina Secundis and the local naval commander, along with a few lower ranking servicemen, an official statement from the government and other such token moves - all of this has somewhat mitigated the response. Protests have not ceased entirely, but the wind is out of them and they will likely run out of steam in some months. The Federation has decried the handling of the crisis so far and whoever is responsible for it and some individual politicians have stated publicly that "Had a wider Federation presence in the Agrippina been permitted, this would not have happened."
The researchers are certain that this disease is engineered - and by a rather capable individual or team. Even should a cure be discovered soon - which is hoped - it will take direct involvement to administer it to the populations of both planets, especially more remote communities in the jungles - this will be done when possible.
The total Agrippan population is estimated to have declined by at least one million by the time the crisis is solved, out of a previous 11-12 million.

Agrippina is in a sorry state but we can change that, we propose that we approach thig in several stages the first of which would be the slow introduction of more modern methodologies and beliefs among the general population. We do this by opening more trade hubs upon the world so our tech gets among them and they can witness it's usefulness. This must not be rushed or traditionalists will kick up their heals. We can also open clinics to increase general good will and take the opportunity in the waiting rooms to show very very low tier propaganda.

It starts here and at a later date we will review how this is going and then advance our steps

The ministry of culture will start working together with the antrophological society of Agrippina on this delicate matter as well the Agrippina administration. Previously the ministry did already work on a previous cultural project, so there is experience on working together.
Furthermore the Minister Terry Konishi has prepared a project for the creation of a memorial for remember the tragedy involved. This memorial is a mix of grey, white and red stones with the fusion of the freedom style of Selestine (present in all of the nation) with the tribal culture of the native Agrippinas. It will be built in the main city of the first planet upon a hill. As it may sound clear for the fusion of this two cultural styles, it represent the victims of both species that where made and it honors them in death.

Von Neumann Unlimited

V.N. Unlimited(tm) was formed by a group of theoreticians and business men who sought to model a robotics and construction company based off the theories of Von Neumann, that is, a system by which the running and organization was managed as far as possible not by men but by the machines themselves. Robots who built robots and build more factories, who extracted and refine the resources, and computer systems to perform logistical planning with as less cost in human labor as possible.

They are not the only robotics company, nor the largest, nor are their robots any particularly better than others. However, they dedicate themselves to not simply being a manufacturer or construction company, but a leader in the fields of research of new technologies and AI theory. Their company, while small, has high hopes that should their model prove successful they may soon be reaping exponential profits.

1/4 due to crit fail.

We've met some rather...mixed results. On Agrippina Primaris, the less populated of the two planets (both by our settlers and the native lizards) the natives do not hold such great hostility towards us and our clinics have been a great aid to the agricultural people on that world, greatly affected by the disease due to their more dense population. The full cure is some months away still, but treatment options that can address the symptoms are already available and appreciated.
On Agrippina Secundus howaver, things are not so bright. Much of the population there, even as it is more spread out, has come to hate the human invaders. Their leaders too are mistrustful and believe that the smoothskins spell doom for their kind and that all they offer is poison and deceit. One of the humanitarian missions there was even attacked - right as it was being visited for an inspection by madam Kimiko Gallagher and the Minister's trusted deputy Nguyen. By the time the militia arrived at the scene, the natives were gone - but no sign of our people there was to be found. According to one of our xenoanthropologists, the Agrippans prefer to take live captives in their traditional form of warfare.

A few options have been presented to us as solutions to this problem:

A.The Planetary Marshal's plan - send in the Auxilia, the best of his troops. They're trained for situations like this and have had experience with a previous kidnapping of scientists.
B.The AAS' hope - Let them negotiate with the natives, solve this peacefully
C.The aliens' advice - The independent observers from the Federation believe they will be better able to diffuse the situation and get your people out of harm's way without any further bloodshed
D.The chieftain's offer - Chieftain Razgalei of Gold Mountain has so far been the only native leader of this planet to be more receptive to our diplomacy, willing to work with us. He offers to help resolve this crisis - peacefully if possible, with quick decisive action if not.

Placing our hope on the chieftain, we waited for news, whilst keeping our other options handy. Razgelei asked for nothing before setting off with a band of his braves and shamans - for he had already acquired all he needed during his previous interactions with our representatives and he seemed to know which tribe was most likely at fault for the attack. As he suspected, it was the Red Horns Tribe, whose power had swelled as they'd absorbed several groups that had been displaced or weakened in recent times.
From what we were told later, what ensued was the following: the band from Gold Mountain arrived at the Red Horns' home town, being received amicably. The Red Horns were feasting, for they had taken many smoothskins captive and they believed that when the moons were in alignment a sacrifice to their gods would bring back the ancestors - or their famed power - to drive the invaders out of these lands once and for all. The guests from the mountain joined in the feast and spoke at length to their hosts, their talks becoming a debate, one that got heated as the burning juice ran hot in their veins and the women watched on. Razgelei stated that this would merely anger the humans to no end, forcing them to launch harsher retaliatory strikes - and besides, it was not the way forward, for he himself had received visions from the ancestral spirits in the mountain and they had told him that they would require wings of metal to once more fly into the sky and above - and that by working with the humans they would thus fulfill prophesy. The Red Horn chief would go on to insult both Razgelei's honor and the whole tribe he led and to call them cowards living in fear of twoarmed smoothskins. Naturally, this led to a ritual duel of the local variety to determine who was right in the matter. The shamans consecrated the ground and drew borders, setting alight a living fire whose smoke obscured the vision of the observers from outside the circle - they only saw fragments of the ensuing fight, but in it Razgelei overcame his opponent decisively and then stood as the fire washed over him and engulfed the Red Horn chieftain. As the shamen sang into the starry night sky, the awed people around bowed in fear as the fires erupted above, dancing in shapes of great flying lizards - the spirits had spoken and the matter was decided. As the Red Horns swore themselves to Razgelei, he ordered that the humans be released from their captivity - in a longhouse under guard, from where they could hear the commotion but see none of it - and under his personal escort be brought back to their kin.

So it was that within 10 days the missing officials were returned - all accounted for and alive save for one guard who had fought and died and one old man who died due to health complications while in captivity.

With this hostage situation now come to an end, a wider look at our policy in the Agrippina system is in order. Some in the AAS and national government have seen potential in working through these intermediaries, empowering them and in return having them ease the transition of native society into the modern age. Others believe such a thing should be avoided and instead a slower, more voluntary method be adopted. Once again, the observers from the Federation have also asked that they be allowed to help here as they have more experience in the matter.

Which way will it be?

A.Act through local intermediaries, empower those rulers who will work with us in return for their aid.
B.Favor no groups, remain neutral and let them choose for themselves if they will come into the light of civilization or remain as savages
C.Allow our guests to help with this - it will gain us favor with the Federation.

We have decided to work with local leaders who we can trust - the king of the Steelmakers on Agrippina Primaris, an early proponent of diplomacy with humans(initially with whatever adventurers and scientists reached his lands) and Chief Razgelei on Secundis. The cure for the wasting disease is now undergoing testing and should be deployable by the year's end, we hope.

Now back to Space News!

On Kolony 8 former enemies now stand together- for the first time, the children of slave masters and slaves fight side by side, a last alliance between the Domed Cities and the United Revolutionary Front have to oppose the growing power of the Legion of Doom. With aid from the ICS and Valhalla, their armies dug in at the Elbenz line - the most hardened of the Berun conscripts and Visary's Republican Army manned the trenches against oncoming waves of mutants and combat androids, whilst mobile wardroids and mercenary strike teams fanned out across the flanks, engaging the riders of the wastes and prevailing thanks to air support, only briefly available inbetween bouts of stormy weather, yet nonetheless invaluable. After months of fighting the Legion's push was finally stopped, the tip of their spear blunted. The counter-attack that followed saw them driven back, taking heavy casualties and withdrawing - some say, to the ruins of Prime City.
In places closer to the galactic core, the Sacred Pact of Zor has seen its borders violated by Drazerii raiders, for the first time in years as the peace in that region seems to have been short-lived. The raiders did not appear to be an organized invasion force and acted without the consent of the Stareater Empire, accomplishing little - but diplomatic relations in the sector have suffered as a result.
All the while, news from the Federation suggests some great big military push being prepared soon to reclaim lost star systems as rumors speak of a new technological superweapon that will bring the UFFW to victory in this two-century long war.

A. It has often to be said that in times of great distress that men of sufficient strength of will and force of arms do their part to ensure that the suffering of those lacking these is minimized. It is therefore that to not interfere with the ongoing violence on Kolony 8 would be the highest form of cowardice and stupidity imaginable. An investment into Svartalfheim is made - to help set up vital infrastructure such as star ports, a hypergate, basic government and healthcare facilities, biodomes, sports facilities, a temple to the Divine Shadow, training grounds for the local militia.

The proposal to send troops to Kolony 8 did not get enough approval, but any volunteer and mercenary forces are allowed to travel there to participate in the fighting. If you're sending any, feel free to post about it here. The call to action has seen a volunteer brigade from across the EFS being assembled.

In other news, a major upsest to the balance in the sector! The Black Fleet has successfully attacked the Cartel's trading outpost in the Melite system, destroying local defenses and forcing a surrender after two days of fighting, coming out of it with a massive amount of loot, valued at over a billion F₵ - the biggest pirate raid so far! Though this raid was not made per the instructions of the Secret Committee which usually oversees the Black Fleet's actions, there have been no complaints among those assembly members who are part of it so far, given the prize gained.

Faction Project 1:
Our first task will be to begin readying our model of product. That is, the self automated system by which we manufacture robots who go forth to mine, refine, and then construct additional factories. The so called "Lights Out" corporation, as our robots need no lightning nor even life support.

Begin whatever steps are necessary toward this goal.
>Work a test model of the system. The goal being to have our robots work on building a robot factory by themselves without human intervention as far as possible

2. Our research lab should proceed with the first phase of our "Matter Reassembly" theorization and research. We should see how far away we are from conceptualizing our ideas on digitized construction into reality. What we will need and how to get there.
>Start the first steps of Molecular Reassembly Tech

The National Psionics Advancement Agency, founded in 2287 and housed in a rather unremarkable part of the Hearth in Etar City has worked first on gathering information and amassing teams of experts and then on joint cooperation with private partners (Chiefly the Blackwell Foundation) towards listing known psionics, their abilities, ways of manifesting said abilities and the science behind it all.
The new findings indicate the following:
Psi powers are in all known cases a way of reshaping spacetime through a force of willpower by a sentient entity with the appropriate genetic adaptation. Said genetic adaption comes at a cost, which in almost all cases affects fecundity and in a high proportion of cases brings about other undesirable effects such as the loss of one or more senses, acute blood deficiency, a wide variety of phobias and in several curios cases - prosopagnosia. The various disorders that are part and parcel of a psi mutation seem to occur randomly and are unpredictable, but generally the volume and type of antimatter exposure to a subject will affect both their natural psi potency and the associated disorders. This can result in some very unlucky pairings, such as a blind telepath or an empath with prosapagnosia.
The usage of one's psionic ability has a physiological effect on the body similar to extreme mental exercise, which can cause exhaustion, headaches and consumes energy one case of a psionic being pushed to their limit under close testing saw their body consuming over 1200 calories per hour. Premature aging has also been observed among psionics who use their abilities regularly for years.
There have been compiled a variety of ways to ease the negative effects of a psionic adaptation, but in all known cases attempts to completely remove the accompanying disorders through surgical intervention or gene-editing lead to the gradual loss of psionic abilities in the subject.
Needless to say, much of this knowledge is sensitive and would likely cause a public outrage if it were to be released in its entirety, as it would reveal the suffering that this human experimentation causes, as well as all the negatives of pursuing human psionic advancement. The agency, as part of the Ministry of R&D, has been very careful with its PR and overall work and most of the actual experimentation with manifestation has been done by private entities so far, with the agency mostly just gathering information and working on lower-risk assignments and studies.
To that end, the agency needs a guiding goal for its next research - which one of these options do you favor?

A.Integrate psychics into our armed forces and government agents
B.Focus on safety first - reduce the symptoms of disorders, ease subjects into adaptation and establish guidelines for safe usage of psionic abilities
C.Work on improving the potency of psionic powers
D.Expand the program and draw in a larger amount of people as researchers and test subjects

The path ahead will be long.
The test run of the self-assembly system has shown weaknesses in the model, namely in the matter of adapting to changing circumstances and unexpected information on the go. In a controlled environment, the robots are able to accomplish the task up to predicted parameters, but in any real situation, especially on the frontier, they falter as the pace, resource expenditure and even chance of success is greatly affected by wildcard factors that render this autonomous model near pointless, as the necessary steps to undertake the factory assembly in a given situation must be reassessed and adjusted by a human mind - or an AI more advanced than any of the computer management systems you have at your disposal currently. Your operating systems are able to adjust to circumstances, but the amount of trial and error it takes is far above what would be necessary in more ideal circumstances - this has been identified as the weakness in the model.

As for the matter reassembly project, your scientists believe that while theoretically feasible, it is some ways away for the time being. It will require both theoretical and practical advances into the standardization of construction patterns, more advanced computing, possibly something better than the standard 3-d printing technology available and of course very, very fine machining. A number of roadmaps towards potential advancements have been drawn up, but by all accounts it seems that if your humble company were to attempt to pursue both projects at the same time, it may take a long while until success is reached if you are working alone.

Looks like it'll be safety first - treatments, tests and trials await, a more humane approach is being sought, with one of the first goals in the horizon being a safe reversal option - using all the tools available to modern medical science, to make it possible and safe for any potential psionic to get rid of their adaptation and return to a normal life if they feel it does not suit them. A lowering of mortality rates is also highly sought after, with more controlled exposure to antimatter being the priority at this time instead of more potent powers.

In international news, the fighting on Kolony 8 has seen the allied forces besieging Prime City, the ruins of a once great domed city. There, the Legion of Doom had entrenched themselves, yet it seems their talks with the local warlord - the supercomputer Kalkulator - fell through at some point and it activated its defenses within the city perimeter, aiming its bots at the Legion even as bombardment from the outside was whittling away Kommander Doom's forces. Stuck beneath a rock and a hard place, the Legion eventually broke through the encirclement, but that was only because the commanders outside allowed them to, creating an exit point through which the Legion was funneled into killing fields that had been prepared beforehand, resulting in the destruction of much of the Legion's forces. The fate of Kommander Doom is unknown at this point, but his crusade seems to have come to an end as the remnants of his horde have dispersed into the wastes, most breaking off from the great host and returning to their original territories. The daunting defenses of Prime City, still operational, discouraged any advances on it from the allied forces outside, none of whom wished to be the first to storm the walls.
Meanwhile, beyond human space, a period of relative quiet between the Stareater Empire and United Federation has ended with the latter launching multiple probing attacks and limited offensives, aimed at retaking systems in the disputed zone and testing the capabilities of the Imperial Fleet. With the Empire's attention divided by the retaliatory incursions of Zoram fleets into Drazerii space, the pressure has now been put on the Raktun as their reserve fleets mobilize to defend the frontier and repulse the Federal onslaught.

Construct a massive array of Solar Mirrors satellites to reflect solar energy, after completion they will be towed into orbit around Planet Boyne, a Class II planet in the William System which is an ice world with a primitive atmosphere of some oxygen but mostly nitrogen. With some simple global warming the atmosphere will quickly turn to breathable and the whole world will allow for open human habitation. The gravity is 1.1G of Earth making it more than ideal for habitation along with having abundant rare earth minerals and volatiles.
