>>4943204Well I forget what OP's specific explanation for phasers here was, but typically the concept of a lightning gun dictates that you use a laser to create an electrically conductive path between you and your target then you discharge electricity. So if you were blowing air with a really strong fan then it might move air fast enough that as the gases were ionized they would be blown away before they could form a full conductive loop between target and gun. However if the wind wasn't blowing fast enough then the laser would just continually re-ionize gas along the line it's pointing as the other gas was blown away. As for how you actually ionize air using a laser without turning it into full on plasma...I don't actually know.
