“Land!”

You are Lono of the Ahi, Captain of The Great Fleet and you want to get off this poino boat now!

You land on the shores of Ke Awa and spend your time hugging the warm sand as the rest of the crew comes in through their ships. Over a year of rough seas, dry fish, and dangerous first contacts have left you shaken, but not without reward.

After a bloody conflict, you made peace with The Anyaten, a foreign nation of powerful warriors and masters of mysterious hard material they make into weapons. You were able to secure a fair amount of it in trade, alongside several of their free prisoners and warrior “ambassadors.”

The Fleet was only launched after years of political dealing and with its delay, there is no telling if it will all be worth it. No, it has to be worth it.

Your mind races with the memories of chaos. The starvation, the bloodshed, the fear. You need to make sure that never happens again. By any means necessary.
By the time the unloading is done, a group of villagers comes to greet you, led by Keoki, a family friend.
Captain Lono, you’re alive!
“Keoki! Aloha, brah!
You embrace, feeling comfort for the first time in ages.
We thought the fleet was lost, it’s a miracle you’re here.
“Far from it, let’s talk.”

The walk through Ke Awa isn’t the great homecoming you’ve expected.
It’s the launching site of almost all ocean voyages from the Ahi Coast, but its looks more like a shantytown now.
“What happened here?”
You’ve been gone a long time. When the fleet didn't return, your parents thought the Taya Trade was a better investment than ships into the unknown. Your sister left and took her money with her, leaving us to pick up the pieces.
“We’ll show them a good investment.”

The impoverished sailors stare in awe your Elite Guard and their shining Anyaten weapons.
They demonstrate their effectiveness, sharper than stone, harder than obsidian, these are the fruits of your sacrifice.
By the Loa, this could change The Island forever.
“And there’s more where that came from, across the sea.”
I’ll send a runner to the Hall of Peace.
“Wait! If what you said was true, the people should know Hope has returned to The Island. We can march on the hall, the Elite Guard at the front. The entire trade route can see what we can accomplish when we work together.”
That’s gonna draw a lot of attention, I thought you didn’t like all these politics?
“I don’t, but someone has to do something.”
If you’re gonna go yourself, at least take a small group. It won’t attract attention, the rest of your crew can rest here, and you talk with The Axeholder once you’re there.

“Very well Keoki, I will take a small squad through the trade routes and meet at The Hall of Peace”.

With your choice made a new challenge shows itself. You took back three civilians and Six Anyaten from the foreign land.

The civilians were prisoners of their government you freed. They have since joined the fleet and even taught the fleet some of their language while also learning bits of yours.

The Anyaten, they are death itself. You witnessed the carnage they can deal first hand, and you lost many a comrade at their hand. As part of your peace you took them on as ambassadors, and you were sure to disarm them, but you still are suspicious of them.

You could take all the Anyaten with you, though with such a small squad there is no telling if you could maintain control on the journey. But if you leave some behind, who knows what they could do here in Ke Awa.

And the civilians, they have been valued members of the fleet but they were still criminals in their homeland, what risk do they hold?

You speak with Guret of the Taya, Captain of the Elite Guard.
“We head out tonight, we’re talking all the foreigners with us.”
Are you sure that’s wise? We took their weapons but we’re still outnumbered.
“We have to maintain control, by any means.”

You head through the trail at night, leaving the rest of your fleet to recover from the months abroad. The Anyaten you nicknamed Stoneface is kept in front of you, so you can always keep an eye on them.

Sneaking through the route is harder than you planned. When you left this was a small footpath, it’s now home to massive caravans and runners sending messages back and forth. It seems your parent's plans to turn Kutha Rakyat into a trade city are paying off.

You stop for the night at the Great Creek, the traditional border of the Ahi Coast. Guret takes the first watch. Normally they would have backup but you needed the others to watch the Anyaten.

You stay up longer than you should waiting for Stoneface to go to sleep. When you can’t keep your eyes open any longer, they shut for just a second...


Captain, look out!
Guret pulls you away before a sharpened goat horn found its way through your temple.
The Camp is under attack by Ponni raiders. You’ve heard stories of them, but they haven't been seen since The Great Peace.

Give us your supplies and you go in peace!
“Calm down, we can talk this out.”
Stoneface sneaks behind the lead raider and bashes them in the head with a stone. He picks up their weapon and cuts a path of death in the melee that follows.

The foreign weapons and deadly skills of the Anyaten are no match for the raiders. Within moments only two survivors lay wounded on the ground.
Stoneface leads the Anyaten in something between a cheer and a chant before trying to crush a wounded raider’s skull.
“Stop! Get those weapons out of their hands!”
Stoneface gives a confused look as they hand over the bloody horn.
They enemy, true?
The language barrier is thin but it's still there.
Wait, I know you, Captain Lono. I guess the Axeholder’s big dream was only HALF full of crap.

This is bad, back on shore for two days and already blood bed. Nine foreigners are too many to fully control with one squad. They are behaving, for now. But until you get to the Great Hall you’ll have to trust they’ll stay in line.

You stare down the Anyaten as you tie the raiders up.
I’m sure Agana will be happy to see her pet return home.

The hike up the muddy hills leading to the Taya highlands was easier than you remember. Several ramps and small roads had been dug in and all had shown signs of heavy use.
In your absence, The Island has grown more connected than ever before.

After trekking for a day through the great plains your nose tells you you’ve arrived before your eyes do. Spices, wine, body odor, human waste.
All mingling in a cacophony of activity and bluster.
You’ve been to cities before, Papa Koa insisted on dragging you along to his meetings.
But the scale and breadth of Kutha Rakyat is something you’ve only seen across the sea.
Ahi traders sell fish sauce and coral jewelry. Roast Taya doomswine is passed out by street merchants.
Nupuri runners dash through the streets carrying messages, and Ponni laborers work assembling mud bricks.
All these tribes, in a Taya city. I can’t believe it.

Guret’s eyes wander as you walk to The Hall of Peace. After all this time, they return to a homeland they can’t recognize.
The guards at the door give them a look of shock, then disdain.

“I am Lono of the Ahi. Captain of the Great Fleet, Emissary of the Axeholder, and The Great Peace they uphold! I come bearing the treasures of the sea.”

You are made to wait at the door, but after a moment, the most powerful person on The Island bursts through the gate and hugs you like you were kids again.

Lono, you’re alive!

In her private chambers, Aganna’s hand caresses one of the foreign spears you brought her.
It cuts her thumb and drips blood on her hand.

“Enough at Ke Awa for every chief on The Island and then some.”
She smiles ferociously.
Lono, you just saved this Island.
“Saved? You seem to be doing pretty well.”

Her brow furrows.

You were gone a long time. The fleet was thought lost. To get re-elected, I had to...compromise.

Lono! The returning hero!

A Chontou woman covered in gaudy clothes and jewels bursts through the door and gives you an awkward embrace.

Norodom, I told you, you can’t just barge in the Axeholder’s private chamber!
Come on, Aggy. How can I be your successor if you won’t let me in on the private meetings? Besides, no way the help keeps me out when I’m the one paying them.

She turns to you.

The Great Captain, thought lost to Kokilame’s grasp, only to return with the bounty of the sea... Oh, the songs write themselves.
Yes, we are all glad to have Lono back. But I would like a moment to discuss... family matters.
Oh yes of course. You know, Lono, your mother was a wonderful woman. Such a shame how she...
Enough! Please leave us.

Her face sharpens. She may play the fool, but she knows the power she holds.

Very well. I look forward to your service, Captain.

Norodom glides out of the room like she owns the place. And soon, she might.

“Who the Guinee was that?”
The only tribes who supported me were the Nupuri, Ponni, and Muli. Everyone else resented me for spending their tribute on “lessers.”
“Our parents?”
Our Mom and Dads wanted the Ahi to control the trade in the city. When I didn’t show our tribe favoritism, they got the chiefs to pull support. I had to cut a deal with the Chontou. They back me if I swear to stand down and support Norodom in the next election.
“She can’t be in charge, with what-”
I know. This is why you need to run. You’re a hero and this treasure will grease the right palms. I’ll still back that jackass in public, but in private, we can work to beat her.
“All this wheeling and dealing, this Island has lost control. You know we were attacked by Ponni raiders on the way here? That hasn't happened in what? Forty years?”
Some of the less developed tribes have expressed...disappointment with how their labor is being used. But problems like that are why I need you in charge next year and not him. Come on, this isn’t The Axeholder asking you. It’s your metasister.”

The Elite of the Ahi Tribe practice a form of compound marriage usually consisting of two men and two women. Each paring capable of producing children is expected to do so, with the children that share no parents being dubbed metasiblings.

These compound marriages often form the core of powerful political and economic dynasties, and metasiblings traditionally are married off to each other to keep power in the family.

We’ll start at once. We can plan a full march through the trade routes. Every tribe on The Island will see that the fleet was worth it and hear stories of your bravery in the wild lands across the ocean.

You break out into a cold sweat as you remember those “wild lands.” They are not stories you would want to revisit.

“We can talk about that when the time comes, but what about the Ponni prisoners.”

Agana sighs.

When I started this job, judging crimes between the tribes was more of a ceremonial duty. Aside from a few drunks at festivals we just didn't meet as much.
“But with everyone together, that’s changing.”
They’ve been raiding the grasslands around the trade routes. The Ponni have always been poor, it's why they pay their tribute in labor, so all these goods going through their land is too valuable a target.
“Their portion of the treasure should help with the big picture, but these two still saw a future candidate butcher their comrades with a gang of foreigners.”
I can’t execute them. The Ponni are our biggest supporters.
“You’re thinking like a politician. Not a leader. You’re not running again remember, you don’t need to worry about popular appeal.”
Then we can work outside the law. A bribe?
“Compensation. For lives lost.”
With the implication to keep their mouths shut.
“Prison would do the same. We can bind them to a ship’s crew like they did the drunken sailors back in the day.”
Agana slams the table.
I hate this job! Everything is complicated and every move is the wrong one.

You comfort your metasister.

“Out at sea. I had to make a lot of hard choices. They weren't always the right ones. But agonizing over it doesn't make it better, you just have to move forward."

Babul seethes silently but Chanda steels her face.

My people live in your slums while you have them building wealth for the same tyrants who stole the land of our ancestors. You accuse us of theft? We take what is owed.

Agana sighs in resignation.

Very well. As Axeholder of The Island, in the name of The Great Peace I defend, I sentence you to one season of labor.

With a swing of her ax, the raiders are carried off by several Peacekeepers.

I see it in your eyes. You think you’re better than your parents. It’s easy to be the good guy when you're comfortable. But when your power is on the line, we’ll see what kind of person you are.

Norodom walks in the courtyard flanked by servants who shade her with palm fronds.

Nice poetry. You’ll have plenty of time to work on it in the mud fields. I swear, Aggy, you think they’d be grateful after you let them dodge the tribute.
They didn’t dodge it, they’re paying with labor.
Labor we just saw we can get for free. If they’re really that poor, they could sell off some of that land they’re always moaning about. This city is a hungry beast, we’ll need to feed it soon.
“I think we should trust the Axeholder’s judgment.”

Norodom eyes the Axe with a knowing glance.

You know what, Lono. I completely agree. Come! We have the campaign to plan.

Agana stares daggers at her back while she leaves.

She has one thing right, we need to campaign. Go back to Ke Awa and get the rest of the treasure. You’ll do a tour of the tribes and pass out their bounty personally.
“Politics can wait. We need to figure out what to do about the Anyaten.”
The prisoners might spread some rumors in Neikotan, but we can contain it enough that shouldn't affect your election.
“What’s Neiko- you know what, no. I’m not concerned about my popularity, I’m concerned about the murder machines on our Island with an unknown agenda.”
They’re meant to be diplomats, right?
“How much diplomacy can they do a hundred-kilo ananas away when they barely speak our language?”
This Not-Island they come from is the only source of this material we have. A steady supply of it would be the biggest revolution we’ve had since the Red Ages.
“So execution’s out of the question?”

She smiles.

Hmmf, the sea’s given you sailor’s sense of humor.
“So what IS your plan with them?”

“It might be difficult to get them to give up their secrets.”
As you said, they’re a hundred kilo-ananas away from home. I think we can be convincing.

INo, it was my fault. I know it might sound horrible, but I’m actually looking forward to being rid of this thing.

She palms the ax in her hand, feeling a weight far beyond its wood and obsidian.

“Yeah, I know what you mean.”

In your head, when you stop talking, you can still hear the-

“Let’s focus on the campaign! I know you wanted me to go to Ke Awa but we have limited time. If we message the crew Nizax can march the Treasure here, dealing out the Ahi portion as they go.”
This is your campaign, not Nizax’s.
“The Ahi were always going to be a longshot. This gives me time to get adjusted to the politics here.”
No matter what our parents think of you, you’re still Ahi. Seeing proof of the fleet’s value passed out from one of their own could revitalize the entire coast.

You sigh.

“Ke Awa *is* in rough shape.”
Makana didn’t do it any favors.
“Where is she now?”
Here if you can believe it. The Ahi’s Chief Diplomat to the Hall of Peace.
“Loas save us. Can Makky even spell diplomat?”
She can spell money. That’s all that matters in this city.
“You know what? Campaign aside, we haven’t seen each other for over a year. I’m willing to take a hit with the tribe if I can spend some time with my metasister. We both could use it.”

We’ll spend some time with her later, we need to fix the coast situation so we can build another fleet if needed.

But I need Ke Awa back at full force. More than that even. We'll need another fleet to get more of this material. Funding the ships there is the first step.
"Another Fleet? We just got back."
Yes. And it WORKED. This new material, making sure the Anyaten aren't a threat, cycling out our diplomats there. It's the dawn of a new age and Ke Awa will be at the center of that.
“Understood.”
And don’t worry about our guests. A trained killer is no match for a city full of politicians and moneylenders.
“I guess not everything’s changed.”

You share a laugh interrupted by a growling stomach.

Come on. You and your guards earned a hot meal and a night of rest. No use campaigning if you look like you’re half dead.

In the morning you leave Guret and several Elite Guards at the Hall of Peace to train with the Anyaten.
Kasi of the Ponni will lead your guards until the return is finished.
How odd that a few years ago, your intertribal group would draw attention.
Now you walk through the streets looking like any other Islander.
Before you head out the Ochre Gates, you remember what your metasister said.

“Excuse me.” You ask a pork merchant. “Where is...Nekotane?
New in town, eh? Just follow the mud trails.

The telltale red mud of Taya buildings litters the streets but it's concentrated in certain alleys.
You follow these to a collection of homes closer to a beehive than to a place of humanity.
Small and slapdash mud homes stacked on each other in twos and threes and built so close together you would have to walk in single file.
A throng or accents you recognize as Muli, Ponni, and Nupuri ring through the air. Above you, youths no older than twelve scale the roofs in makeshift nut-rope bridges.

Hey! Niṟuttu!

A child runs past Kasi and slides into the alleys.

The little shit tried to pick my pocket. A thief so young, they could have been from my own sibling.

You put a calming hand on the māhū’s shoulder.

“It’s okay, I understand.”

So this is where the prisoners would talk. If they’re even here. You admit to yourself your concern for them is secondary.
This... you don’t know what to call it, surpasses explanation. The explorer in you wants to venture deeper, but you know you have a responsibility in Ke Awa.

You feel what feels like a thousand eyes at your back as you walk off towards the Red Ochre Gate.

The journey back was quicker with a maller group.
This time you even noticed Ponni and Nupuri workers repairing the roads and rope guides that took you down the hills.

Welcome back captain. I see the Taya dressed you well.

Nizax greets you warmly.

“I hope the crew was refreshed from their stay.”
Some drinking. Some lovemaking. Mostly a lot of sleeping.
“Well let them nap some more, but bring Kaiali'i. We’ll need her counsel.

Kaiali'i is one of the best diplomats you’ve met. Her advice will help your campaign immensely.

Keoki was charitable enough to let you use the Chief’s Hut for your meeting. Kasi, Nizax and Kaiali'i stand around you in a circle.

“We brought the treasure home, but our last mission is to distribute it.
The crew is weary, a journey around The Island could be more than they could take.
A volunteer force then. Only those willing would take the trip while the others return home.
Or we could stay here. Kaiali'i chimes in. At least for the Ahi portion. Let the chiefs come to collect. It could even help Ke Awa regain prestige.

You look at Kasi. Usually, they’d have a snide comment about Ahi always thinking of upsides but they have been a lot more stoic since Neikotan.

“Thank you for your insight. Kasi, Nizax get some rest. Kaiali'i, if I could have a moment.

First off, having the other Ahi chiefs come to you will make you less popular with them, though it will make you more popular in Ke Awa. Marching with the full fleet will be more impressive, but will lower your esteem with the crew.

Incredible. The way she dove into the challenge like a child with a game... It reminds you of your mother.

As for our tone, we could go in with maximum pomp. Have the uniforms redone, and give displays of the weaponry. Maybe show off some of the Anyaten. There is a risk of the vanity turning some groups off but it’s the biggest play we have. On the other hand, we could go stoic and solemn. Just doing our duty to the Great Peace. Not as flashy but plays to the more traditionalist types.

Her mind keeps racing, but she hesitates.

There’s another option. The one your...family would take. We play up the Ahi pride image. Pushing the treasure as the product of our tribe's great sailing skills and the glory of the coast. It could shore up your power base here...

After Kaiali’i left, you sit alone in your thoughts. You think of the horrors of the sea, and how they could be avoided if you just had more control.
You know you’re pushing your crew hard, but this needs to be done.
Standing before the assembled fleet crew, with Keoki and Elite Guards beside you, you give your speech.

“Members of the Great Fleet! You have suffered, and you have bled, but you have been rewarded! The Loa and the Island will favor us for all eternity for the treasure we have claimed!"

The Guards raise their Anyaten weapons and the crowd cheers.

“Yet our mission is not done. There are those on this Island who would deny our honor. Who say we were a waste of time and money. So tell me, with our wounds fresh and our comrade's ashes in the sea, were they a waste?!"

Screams of no roar through Ke Awa.

“So my siblings, as your Captain, I give us one final mission. We will tour The Island, and ensure every tribe that breathes will bear witness to our worth, our sacrifice. Our. Great. Fleet!"

The applause washes over you like a warm bath. In the morning march, there will be grumbling and hardship.
But for now, a crew of Seven Tribes, countless classes, genders, and all manner of backgrounds, is unified in grand purpose.

The march to Pāʻeleʻele was full of enough pomp for the Loa themselves.
Flowers were thrown, music was played, and pigeons announced the coming of the Great Fleet to villages small and wide.
At the head, you and your elite guard, Anyaten weapons shining in the sun, the divine made firm.
Children and braver adults who dare to get close are rewarded with flakes of a broken shield, the tribute owed to the smaller villages along the way.
While Ke Awa has decayed, Pāʻeleʻele has never been better.
Wines, fine food, and perfumes waft through the atoll and smiles grow on the faces of your weary crew.

Kasi: Now I know why we went here first instead of Ahido.

The fires roared, the dancers danced. Hundreds of sailors who spent a year and a half of their lives with sleep as a luxury gorge on indulgences that could make Ghede blush.
At the center of it all, you speak.

You bathe in the applause.

“For eighteen months, we suffered and bled for you. For This Island. Witness the fruits of our sacrifice!”

The Elite Guard raise the Anyaten weapons to the sky. They shine in the firelight, humbling the moon itself.

“We present these gifts to you, and soon the entire Island. But we know this is not enough. We must rebuild this mighty shore to its former glory. No, we must build beyond it! And from this great platform, we will go into the unknown, not as Ahi and Muli and Taya but as one united Island!”

You pause to catch your breath and absorb the crowd. This feeling, it’s intoxicating.

“But there are those who would stop us! Traders and powerbrokers who build wealth while we slave away and decay. It is time for the Hall of Peace to serve the people! I ask of the tribes to let me serve them as Axeholder! As Captain, I guided our Fleet to the future. When I am Axeholder, Ke Awa will no longer be known as just an Ahi village but as the heart of The Island and the base of The Eternal Fleet! A mighty Blue Road will span the globe, bringing wealth and honor to we the people!"

The march was busy, at first. Your announcement only grew the fervor of the followers of your followers.
Many Ahi see you as a way to regain power lost to other tribes.
But crowds began to thin out when you didn’t march on the Holy Reef or Ahido, centers of power and prestige.
They wouldn't follow your crew through the weeds and stones of the rural outlands.
You can tell that when they aren’t being riled up by the glory of rhetoric, the harsh conditions of the job set in.
Most of them haven't seen their families for almost two years. Your large crew is impressive, but you don't know how long they’ll hold out.

“We’re here.”

Kauhale liʻiliʻi seemed so much bigger when you were visiting your grandparents as a child. But as an adult you see it's so small it could barely fit your fleet, let alone feed them.

“The Guard and I can handle this alone. Nizax, lead a hunting and gathering run.”

They shuffle off with far less energy than usual. With Kasi by your side, you enter the village you haven't been in since you lost your mother.

The huts are humble. Not impoverished like Ke Awa, just, restrained.
Those here are far removed from the trade and politics of the greater tribe, there is a raw peace.
The chief is old, but so is the village in general. They accept the smallest trinket of the material owed to them as if it fell from the sky itself.

Great Captain, we thank you for this blessing.
“It is the blessing of the fleet, and I would hope it is the first of many.”
You look so much like her.
“Excuse me?”
She had that fire too. Couldn't let a problem lie until she talked or fought or fucked it into submission.

The chief gives a wry laugh while looking at your troubled face.

Kasi and the Elite Guard move to follow but the chief blocks them.

The chief cackles again as you walk into an alcove in the foliage. At its center is a massive tiki carved in the image of Mama Koa.

You were lost at sea. The real of the Loa and source of all life. Then you return from the dead with white stones that work miracles? Do you think you’re not? Listen, boy. I know your family. Your mothers birthed it right here. They kept the Ahi from tearing ourselves apart because they knew we were meant for something greater, not the politics and money-grubbing we fell into.

They turn to the statue.

I see you and I see her dream fulfilled. And I’m not the only one. Countless little villages across the inland. Untouched by the pigshit and powerbrokers. Waiting for their true ruler.

Choosing to align with Agana, hearing about Mama Koa's death, becoming the Great Captain, the bloodshed on the Prison Island, and the butchery of the Anyaten.
If you survived all that, it has to be for something. You will MAKE it be for something.

"I AM Ratu Adil."
Chief: Heh. Tell me something I don't know. C'mon.

The chief leads you out of the clearing. Several elders are waiting for you next to Kasi and the rest of the guards. They planned for this.

Kasi: Captain, what is this?
Chief: His destiny.

The guards stare in shock as the elders wrap you in an ʻAhu ʻula, a symbol of ultimate authority not used since the Red Ages.
A golden Mahiole is presented to you. You cast aside the worn one you wore as Captain to accept your new position.

Chief: Behold, Ratu Adil!

The villagers cheer while Kasi gapes.

Kasi: What have you done?!
"What I had to do."
Chief: Watch your tongue in His Majesty's presence!
Kasi: I swore to uphold The Great Peace. Not this.
"And you still are. I can't save this island through conquest. When we reveal the glory of the fleet to everyone, the other tribes will follow our leadership."
Kasi: You say, "we" and "our," but only one of us is dressed like a golden pigeon.
"Watch yourself, Kasi. You know I will enforce the Great Peace's Justice."

The other guards stare at Kasi, hands tepidly gripping their weapons.

Kasi: Understood… Your highness. What are our orders?

Their mouth said your highness, but their eyes showed a deep shame.

Chief: We must march in Ahido, the elite of this tribe will bow before you, and you will take your rightful place at the head of the House of Kāne.
Nizax: Captain!

Nizax hurtles through the brush, panting through their makeup.

Nizax: The Hall of Peace sent a chasqui with a message. The Axeholder requires us at Kutha Rakyat immediately.
“That’s the opposite direction from Ahido.”
Chief: You can’t be the leader we need if you are at the beck and call of another. Ahido is your destiny.
Kasi: We can’t disobey a direct order.
Chief: You seemed pretty close just that a few moments ago.
Kasi: You wanna be in the ground early, old-timer?!
“STOP!”

Going to Ahido now could help cement you among the Ahi, and if you go to the Hall of Peace now there is no telling when you’ll get a chance to come back.
But denying an order from the Axeholder, you have no idea how Agana will take it.

Kasi throws their Anyatem weapon to the ground and walks away.

Nizax: Captain, I don’t fully understand the situation but the crew is already on edge from the march. Kasi may not be the only defector.
“If that's what it takes, that’s what it takes. Tell the crew we march on Ahido in the morning. Those who want to leave, can.”

By the morning about a third of the crew left, most from the Chantou, Muli, Taya, and Poni tribes.
You can tell Nizax themselves felt the urge to leave, but their honor borders on compulsion, they won't deny your orders.

Chief: Ratu Adil, please allow us a pilgrimage with you to the lands of dishonor. Many of us are close to death and would see our final days in your light.
“Of course. This dream is for the people, they should share in it.”

The journey to Ahido was less grueling than it was to Kauhale liʻiliʻi. Even in villages you already doled treasure to, people came to see the legendary Ratu Adil in the flesh. Occasionally one would stay on as a pilgrim and by the time you were at the edges of Ahido, your force stood almost as large as it was before your left.
A ring of Ahi peacekeepers stands guard at the fence. Nominally they serve the Axeholder and protect the Great Peace, but most are loyal to various Ahi powerbrokers, especially those of your family.

Peacekeeper: In the name of the Great Peace, your army is forbidden from entering Ahido.
“This is no army, it is the Great Fleet laden with the Treasures of the Sea. We are here to bless Ahido with our bounty."
Peacekeeper: We know who you are. Chief Wena has ordered you to take the valuables in with a small group, but that your horde stay outside the village.
“My crew are loyal comrades and servants of the Great Peace. They have marched for long and are owed rest within the village.”
Peacekeeper: You would bring armed foreigners into a village of your own people?
Chief: Do you think you can stop us?

On the other hand, leaving your crew outside the village after so much marching will weaken their approval for you.
They will take a lot, but their loyalty is not limitless. And backing down would lower your image as Ratu Adil with the pilgrims.

The ”battle” was brief. Even without the Elite Guard, two squads of peacekeepers weren't equipped for a riot.
They were prepared for peacetime, a force the size of your crew hasn't been assembled on The Island since The Great Wars.

From what I’ve learned so far, the river is crucial to the Great Trade. Influence with them could be critical.

The Muli suffered at the hands of the entire Island, we’re rightfully wary of outsiders.

Nizax gets a look you’ve never seen on them before. It’s stern. Calm but filled with a subtle passion.
A reparation is something owed. Payment for past injuries. It is not a gift, but an obligation. I tell you this out of loyalty to my Captain, and hopefully my future Axeholder. My people don’t want a savior. They need an accomplice.

You mull over your lieutenant's words as the crew journies from Ahido. A portion was left behind to secure your family.
You made sure not to see them again before you left. As you venture towards the upper edge of the coast you see the first signs of a Muli community- several fishing boats.

The fishers stand on guard. They’re on the older side, raids from other tribes are burnt in their memory.

“I am Lono, Captain of the Great Fleet, here with gifts of bounty!”

The Guard present the Muli with the hard material.
As part of the deal to make the fleet, the Ahi were to receive the smallest portion of the treasure.
Even this small Muli group is owed a fair amount. The fishers marvel at the firmness and shine of their gifts.

“I’m sure you can make plenty of fish hooks with that.”

They ignore you as they share the material and store it in sacks.

“Ermm. Okay. So. I am running for Axeholder of the Island. I know our tribes haven’t always gotten along.”

Okay, a scoff. At least they’re talking now. Sort of.

“But I want you to know as Axeholder, I will look out for you the same as I did my crew. Tell me, how can I help?”

If it’s “help” like your sister did we don’t want it.
“You mean the tribute.”
Tribute? It’s bondage. I raised my daughter to row Daunbilo’s back, not to toil in the mud for Taya pigs.

The fisher points at you.

The crowd of fishers riles in agreement and anger.

They throw a sac of the material to the ground.

The Axeholder claims the tribute is needed to maintain the Great Peace, but the Hall of Peace sits on a hill of riches. Trade from the Island fills Kutha Rakyat and your fleet will make them richer still. The fisher is right, in theory. If each tribe gave tribute in proportion to its own wealth, you would ease the tension with the poor tribes and actually get richer. But asking more tribute from the richer tribes will hurt your popularity with them.

You are downriver, so your crew makes the leg-burning journey to the west alongside the riverbank.
As you march, you pass out the treasure and give your proposal to the many communities dotting the river.
Eventually, you come across the Great Creek. It seems the Axeholder hadn't ordered any construction this far north, probably because you're so close to the river.
A crossing here would be dangerous and painful, and your crew is already being pushed to the edge.

You could force them onward.
This would ensure you had the glory of a mighty force for your campaign and give protection against any Ponni raiders.
It also would risk defections and, in a worst-case scenario, small rebellions.

You could go with a small force and let the rest of the crew rest.
This would boost your standing with the crew but make you more vulnerable to Ponni attacks.

You could have the crew march south and take the easier path along the trade routes.
It wouldn't irritate your crew as much as crossing the creek here and you would still have your full force.
It would still tire them and give your rivals more time to make plays of their own.

With the cliff and creek at your back, you announce your choice.

As you kneel to grab your gear a chorus rumbles through the hills.

Volunteers swarm to cross the creek until every crewmember and pilgrim you brought with you stands ready to go. It’s enough to make you cry, but you still take only two squads as a safety measure. The others earned their rest.

The hike up the creek was bloody, tiring, and irritating but you made it through with no casualties or injuries. Your smaller group moved quickly through the Ponni grasslands, giving your tribute to the Muli rafting downriver. One of their trading boats has dire news.

Each group you meet says the same thing, but no one has more details. Is this what Agana needed you for? You and the squads hurry towards the city.

Both decisions were made consistent with an ideology, as I see it, just not the one you're ascribing to Kasi. They want to preserve an egalitarian, Ponni-friendly, democratic version of the Great Peace. This is incompatible (as they see it) woth both an Ahi king-of-legend AND with brutal beatings by untouchable overseers. Neither of these things mshes with Kasi's democratic ideal.

Screams and smoke pierce the night. Your feet drag through the sticky mud that covers one pristine grass.

“By the Loa.”

Kasi: The Guard and peacekeepers locked down the Red Ochre Gate, this was the best way to get us all in the city.
“Agana would let me in.”
Kasi: Don’t be so sure. When I came here and you didn’t, she began to worry you would seize power.
“ I would never.”
Kasi: Really? I doubt your parents would bow to “Ratu Adil” without you cutting a deal. Did you promise them something, or just take over?
Nizax: That’s enough, Kasi
Kasi: Always the loyalist. I used to think like you, that the honor and prestige of joining the Great Fleet would let me be seen as a person. That if I just followed the rules enough, I could be something more than a mudman.

Kasi faces the chaos of the city.

Kasi: That’s what I thought even when the Axeholder sent me in your place. She wanted me to calm them down. A “friendly face.” I saw their pain that day, comrade. It wasn’t my place to deny it.
Nizax: So why aren't you out with them?
Kasi: They fought for peace their way.

They gesture to the raiders.

Your search brings you to a small wood carving stand. It reminds you of the huts back home that would sell miniature tikis during festivals.

They set down a piece of wood and pick up another, whittling again.

Your outburst scares even you. You’ve been so focused on the campaign, trying to distract yourself from the fact your head is still at sea. You sit on a bench in the shop and ask Kaori without looking at them.

“What are you going to do now?”

You look at them and see Kaori has assembled a small stool.

You reach out a hand, and it is taken. When you walk out of the hut, Nizax looks worried.

Your second in command looks at the woodcarver.

Nizax: This is the Ratu Adil of Neikotan?
Kaori: This is Kaori, the woodcarver.
“They’re who we were looking for, we can go to the Hall now.”
Kaori: And what are your plans for when we arrive?
“Can you talk down the protestors? Get them to go home?”
Kaori: I will try my best to see peace reign and justice done. I will talk to any person freely and honestly, but if you want me to control people at your order, you will be disappointed.

Nizax looks nervous again. Anything that can get through that stone face must be terrifying.

“Nizax, speak.”
Nizax: I’m dedicated to the Great Peace, Captain. I truly am. But what if the best way to ensure it, is to break it? The Island is unified in name but the cracks are spreading like water. What do you do if the Great Peace can’t provide peace?
“What are you saying?”
Nizax: I know you love the Axeholder, but for the good of this city, of this Island, maybe she needs to step down. You have more support than Norodom, if you speak to the crowd and truly see to their needs you could take control. Give the people what they need so they don’t turn to...This.

They wave towards the chaos.

“I’m not waging war!”
Kaori: Violence isn’t forbidden, but it is never required. You share a bond with your kin. If you truly believe it is best for her to retire, wouldn't you trust that she would listen to reason?
“It doesn't have to be me. We can set aside a time. Have all wronged parties talk together, let justice reign.”
Nizax: Blood has been spilled, do you think people are ready to talk now?

I'm so sick of all these pieces of shit trying to force our hand and take control for themselves. Once we have power, we will crush them underneath our foot and force them to become unified. They are so petty and nearsighted they can't see beyond their own nose. They have no idea what the Anyaten are capable of. Besides, didn’t she want us to succeed her? I know poison has been spun in her ears about us and our motivations recently, but when we landed we came to her first and foremost, and she asked us to take up her reigns instead of Norodom. The walk to the Hall of Peace is quiet. You would think it would be a reprieve from the chaos but without the constant sound and fury, your mind wanders.

The pressures of leadership. Countless peoples and groups making different demands of you, any choice to serve one damning the other.

Do you really want to be Axeholder? You saw what it did to Aggy even before you left. All this... could break a person.

Nizax: Here we are, Captain

You were in your head so much you didn't notice you walked the whole way. Protestors stand around your squad as you approach the new Hall of Peace, under construction.

Protestors: வன்முறைக்கு எதிரான வன்முறையும் அகிம்சையே !
Nizax: What are they saying?
Kaori: "Violence against violence is nonviolence."
"You speak Ponni?”
Kaori: A language learned is a war avoided.
“Let’s practice our tongues then.”

You step from the crowd approaching the line of peacekeepers at the half-finished bamboo walls.

Muli Protestor: Look it’s the Ratu Adil!
Ponni Protestor: No you fool, the Ratu is behind him!

Peacekeeper: Halt, by order of the Axeholder!
“I am Lono of the Ahi, Captain of the Great Fleet and Loa’s willing the next Axeholder of this Island. For the sake of The Great Peace, I need to speak with my metasister.”

Agana: Let him in.

“This can’t be unilateral. I made some inroads with the Nupuri. I brought their Ratu Adil here.
Agana: You found them?!
“If your peacekeepers got to Kaori before I did, what would have happened?
Agana: If your followers wanted you to take the ax by force, what would happen?

She sees your face turn and frowns.

Agana: I’m sorry, this job, its killing me. Killing us. Like it did mom. The Dreamddor told me I couldn't be the Axeholder and Agana. I’m ready to have Agana take over.

“We’ll have to give the Ax one last run. I think we can work out a deal. A council. A meeting to address all grievances in the city.”

Agana: The Illa don’t give a damn, you’d just be juggling the Labor Tribes against Nordom and Wiji.
“I have Wiji under control.”
Agana: What exactly did you do in Ahido?
“What I had to. The same as we’re doing now.”

The two of you sit in silence in hard bamboo chairs. For a moment the politics and chaos melts away and you’re just Aggy and Lonny, sharing the pain.

Agana: A council it is then. I expect Kaori will be there. Two Ratu Adil’s is sure to be wild.

As you go for the door one question lingers.
“When you sent the runner, they didn’t tell me why you needed me. Why not.”
Agana: When you take this ax, and I hope you do. First lesson, there are enemies everywhere.

She leaves her office and you follow her once again, into the great unknown.
