    Some initial paste to get us up to speed (Not mine)

    I've grown weary of people getting excited about 40k, then blowing hundreds on models, and then finally realizing the game itself isn't all that hot. Or the people who blow hundreds on models to play a fast wargame with a big community. Or the people who find out that the hundreds they've spent are now useless since X unit doesn't exist anymore.

    The point is, the entry cost to 40k is too high these days, and my goal is to create a competitive product that is entirely free, fun to play, and specifically allows papercraft/proxyies/models from any mini company.

    The aim is to have a Universe populated by various factions, each having a different fighting style. I'm still working on a name, but I have been modifying (slightly) the FaD rules, and will begin working on 'codexes' soon.

    OK, a quick update.

    I've been reading everything posted here, and the threads I catch on the 4c. It's impressive the stuff you guys are contributing, keep it up! I consider everything, no matter how small.

    Here are some ideas that really stood out to me:

    Providing 'official' papercraft of some kind in the codexes. That to me is a great idea, I wish I knew who suggested it. It will give players some idea of what we see in their heads, an option to use for games, but still completely optional for them to use. That level of user-friendly open endedness is great!

    Dice Mechanics: D6. Everyone has them, so everyone can use them. No fancy D10s or what not, so I'll try to keep everything D6 based.

    Construction Guide: I like this, the option to let users customize a force is great. I don't think it will be too difficult, and I can't prevent abuse with a simple paragraph in the main book, something along the lines of "If you want to use it in a game, by all means field a custom force, providing your opponent agrees" With luck, it will self regulate, like battletech, to prevent abuse.

    Fluff for the factions: I'm very happy with the work done so far, I'll be providing more framework soon. I'm creating units for the human factions right now, and so far there hasn't been any difficulty ensuring that each plays differently and has its own flavour.

    What I'll be working on soon: How to get Aliens/Xenos into the fluff, a driving force for conflict as well. Figuring out the tropes for factions. Building the units for alien factions. Playtesting the human factions (Looking to do this within two weeks, I'll hopefully have a beta package for you to try out)

    Force Organizations! I am working on that, along with the troops. The Afrindians or whatever we end up calling them, for example, will have big squads, but no ability to really split them. (They also tend to be poor quality troops)

    I'm thinking about specifying what elements need to be in a Platoon, but I'll get to that when I have final point balance numbers for all the different squads and such.

    Faction: United Terran Commonwealth
    Primary Background Composition: Europe, most Western Nations
    Space Colonization: Minimal. Justifying the expense of Space Colonization was a pointless exercise, as most of the the component nations were quite well off on Earth. Several Colonies exist, and are being developed to ensure a foothold in Space, but pale in scope and size when seen against the colonization efforts of the remaining human factions.
    Power Projection: Extremely powerful, the UTC maintains a significant advantage in technology over the other human factions by virtue of it's relatively stable growth period and large industrial base on Terra.
    Government: Democracy, Central. The UTC is tied heavily to Earth, Colonies are simply extensions of Earth Power.

    Primary Background: China, many Eastern Nations
    Space Colonization: Moderate. Expansion was planned, and heavily controlled. Colonies are large, and while not omnipresent, sufficient in number to worry the UTC. The GSE expanded into the cosmos in part to ensure a stronger future by virtue of resource discovery rights, and expanded arable and habitable land.
    Power Projection: Strong. The GSE has numerous fortified holdings throughout nearby systems to Sol. They maintain a strong industrial base, but cannot match UTC technology or training. They compensate through the use of skirmish tactics, favoring hard hitting strikes coupled with fast withdrawal and mobility, which have proved alarmingly effective.
    Government: Democracy, Dispersed, Weak Central Command. Due to the expansionist nature of the GSE, colonies are generally more self-governing than the UTC, and while central command exists, it's power is more in a strategic theatre, rarely does Central interject in local affairs.

    Primary Background: India, South America, Africa
    Space Colonization: Heavy. The FSC embraced Space Colonization with a gusto. There expansion is rapid and haphazard, and as a result they occupy a large number of small colonies. Many people in the FSC left Terra looking for something better. A promise of 20 acres or more per person on new worlds was not uncommon, and volunteers lined up by the millions for the colony missions.
    Power Projection: Limited. Despite their widespread colonies, most are less developed than GSE ones, so while there are more FSC colonies, their power is greatly dispersed, unlike the more focused GSE and the concentrated UTC. A secondary result of the rush to the stars is the return of the class system. While there is no slavery, some FSC members are given more rights in terms of leadership and command positions. This return to the class system was birthed from the need to develop a specific leading class to help guide the mad rush to the colonies from Old Earth. In terms of military power, the FSC relies on large numbers of lower class troops, and hard cadres of elite officers and soldiers to put steel in the spine of the FSC military.
    Government: Class Oligarchy/Anarchy. There is very little central control in the FSC, most segments and colonies operate self-sufficiently (in some cases barely) and government is left to local authorities. The FSC can act as a unified body, in theory, however, other than the initial exodus from earth, this display of shared vision has yet to be seen again.

    Some thoughts:
    Russia goes in UTC
    America could potentially go in all three, although FSC seems least likely.
    There is no 'national identity', race interbreeding means that you can have Whites and Blacks in the GSE, etc. The starting nations are more just where the initial cultural motivations came from, one can still find old earth nation traditions in all three major factions.
    Some new stuff I've been messing around with.

    The UTC or whatever I end up calling them uses durable hard hitting material, and has a solid infantry with better than average material. They favour kinetic weaponry and traditional propulsion backed up by advanced targeting and heavy armour.

    The GSE on the other hand has pioneered fast attack. They operate hover and grav systems on their vehicles. Their infantry is likewise composed of significant numbers of jump capable troops and light powered armour. They use some kinetic but mostly prefer new energy weapons. They can hit hard, but do not have a strong defensive ability on their vehicles, relying instead on speed to avoid taking fire in the first place. Troop quality is average, and personal armour is basic compared to the UTC troopers average protection.

    To expand a bit further, the UTC wields a hammer, to the GSE's scalpel. The UTC is also a big tech proponent, so when i talk about kinetic, I'm thinking railguns and what not. Their officer corps is decent, but the true strength comes from the general grunts pretty decent abilities, which are superior to the trooper unit from any other human faction. The downside is this training is expensive, so fielding large groups of them can be prohibitive.

    The Africa/India/Third World group will of course have large (12 man) squads, but will suffer from being poorly trained and having sub par equipment (Average by today's standards though, so don't think sticks and stones) They benefit from cheap tricks, mines, that sort of thing. Their vehicles pack traditional weaponry on mobile platforms (wheeled) that can move about the battlefield with good speed, while being cheap to operate and maintain. They also (and this is being worked on) will have some form of mounted cavalry. The best part is the leadership caste/cadre, which operates in heavy power armour, and is probably superior to any other human faction unit in terms of training and experience. They're rare, but they're obscenely powerful, and provide the backbone to the standard, near milita quality of the basic FSC trooper.

    There have been a lot of questions about look and feel.
    I've been trying to answer that and here is my preliminary thoughts on vehicle design between the three factions we're working on at the moment.
    The UTC has been around for a while, it is arguably the oldest of the Human Factions, and has a very defensive oriented mindset. The vehicles are lumbering, and have faceted armoured cowlings, which look almost like a mixture of concrete/steel/carbonceramics. They favour gray, or sandygreen colours on them as well. They look intimidating, like unstoppable beasts of war, but slow/ponderous.

    The GSE on the otherhand, has many exposed fittings, and at times, an almost 'bolted on' look to their high technology. Grav plates that are actual plates on hydraulic rams that extend from a vehicle, exposed cables to power lasers and systems, roll cages on hovercraft, etc. They're built to be light and fast, and look the part. They're still undeniably 'solid' but more of a dunebuggy sort of look than a hummer, again, exposed machinery style.

    So the project is three days old now, and I think going along quite nicely. We've had some artists offer to do some work for us, and lots of writers. The lead guy has been really nice in answering my PMs, and seems to have his head on straight, which I like.

    Currently the focus is on the three human factions but expansions out into alien factions is planned once the three Human sides are hammered out.

    Faction: Terran Liberation Front

    Background: Assorted.

    Space Colonization: None existent. To a point anyways. They have no colonies of their own, only those they have taken by force. The TLF thrives in situations where Guerilla Warfare can be liberally applied, and commit acts of subterfuge by spreading propaganda for their cause anywhere their operatives take root. Specializing in camoflauge, and ambush tactics, with a propensity for highly motivated adaptable troops, once the TLF arrive in force, it is difficult to get rid of them entirely.

    Their equipment ranges from bad to good, most of their 'recruits' are civilian in origin, but many are also deserters, or soldiers who were discharged.

    The leadership of the TLF is an enigma, even high ranking TLF officers that are interrogated have no idea where their orders come from exactly, but the end goal that the TLF strives for is a united human civilization, even if the means of acquiring it involve the slaughter of all opponents.

    I'm actually thinking of having two factions for one alien race, that's as much as I want to say until I've developed it further. I find it odd that there's no splits between members of a given race in most Sci-Fi. To assume that all aliens work for the good of their race seems silly to me, so I'm trying this out, also might help with explaining the number of 'factions' if there aren't a ton of races but lots of style divides.

    Breach troops puts determined well trained troopers on the ground, in heavy armour. They mount the same armour as Heavy power armour, but cost less than HPA. They allow more boots on the ground, to hold a position, or blow a hole through an enemy line. They're not terribly mobile (without jump packs) but when they have a heavy weapon team with them, pose a formidable threat to vehicles and infantry alike.
    Basic Troops are the Hammer
    Drop Troops are the Scalpel
    Power Armour Troops are Sword
    Breach Troops are the Anvil the enemy breaks its teeth on.

    To clarify Force Organization a bit:
    Standard Troops (and potentially Breach Troops) must be present for every Specialized unit of Infantry, on a 2:1 ratio. Heavy Weapons (independant of Power armour) can be taken at a ratio of 3:2

    So:
    2xStandard Squads
    1x Power Armour
    2xHvy Weapons

    Would be an acceptable force Org

    I just need to find a simple way of diagramming that, so it's not reliant on the user to do the math involved (as silly as that seems)
