    I want to bring back the Mexican Marines.
    Ideas.
    The Chapter Master should be able to copy one ability from the other opponent's HQ at the beginning of the game, as they "Steal their job"
    Force Commanders are quite clearly Cartel Commanders.
    Assault Marines are Fencehoppers. They hit people with their chaincactuses.

    Other ideas?

    You just fucked with the wrong Mexican: At the end of the Assault Phase, Machete's attacks characteristic goes up by 1 for each casualty taken by his squad. These attacks count towards the next assault phase, after which they go back to their base number of 3, until, of course, when the casualties are added up again at the end of THAT assault phase.

    Machete Improvises: Machete has himself and grants whatever squad he has joined the Move Through Cover, Counter-Attack, and Preferred Enemy Special Rules.

    Mexicans are lazy, though. All Mexican Marines must be slow and ponderous. Also, at the end of every turn, you must roll a die. On a 1, they take a siesta and cannot move or shoot. But on the NEXT turn, they are well rested and can repair any damaged vehicles, shoot at +1 BS, fight at +1 WS, and mow your lawn.

    I agree that there should be awesome Mexican Marines too, like the previously mentioned Charros, Luchadors, and Mariachi. Make those the Elite and Fast Attack choices somehow. Normal marines can be lazy beaners, but lets have some awesome too?

    The Mexican Marines main Fortress Monastery is actually a huge Aztec or Mayan style pyramid, where they occasionally hold huge feasts and, since they aren't one of the "Keep the marines and the normal people separate", often invite the planetary populace to the feast out on the "courtyard", as it were. Of course, the citizens are not allowed in the Fortress, that'd go a bit too far.

    Tak-0, the mexican marines homeworld is also a tomb world. However the necrons that inhabit it are defective, exactly once a year the necrons rise from the central desert in the main continent, for a week they remain completely silent and still. During this time the general populace spends their time decorating them in vibrant colors and candy, in preparation for a great party. After an exact week the necrons wake up and the party begins, there's almost no bloodshed as the marines and Tak-0's PDF quickly phase them out. This celebration is known to them as "El Día de los Muertos" an excellent occasion to train and praise the supremacy of men over the aliens and death.

    Sergeants should get to upgrade their squad with "combat drugs" for an extra 20 points. The squad has to roll against addiction that increases with each use of the drugs.
    Starts at 1, by the sixth use addiction is inevitable.
    Roll 1d6, remove that many wounds from the squad. If you roll a 1, you instead add another wound.
    When addicted, the squad must continue to use the combat drugs (which risks wounding one member of the squad) even when not in combat.

    Their initiates wear their Scout Armor pants too low, and so can only move 5" in the movement phase and cannot make sweeping advances. On the plus side, all the shouting they do and hand signs they flash intimidates their enemy, causing any enemy model within 24" and with LoS to the scouts to suffer a -1 LD penalty.

    The Mexicanum should come with MAC pattern bolters. They're smaller, of a different shape, and are usually silenced.

    The HQ units should all have ornately decorated, Artificer weapons by default.
