(Put on some music: http://www.youtube.com/watch?v=SgIhVjCoI_U&feature=related )

In 1932, an election year, the "Bonus Army" of Great War veterans march on Washington D.C. to demand their withheld bonuses and economic relief for those stricken by poverty and starvation by the Depression. Hoover allows the grandstanding Chief of the Army, General Douglas MacArthur, to assume a combat command (unorthodox for a member of the General Staff to do) and lead a peaceful removal of the protesters from their D.C. area squatter encampment. The operation, spearheaded by MacArthur's subordinates Dwight Eisenhower and George S. Patton, turns into a catastrophe and then a massacre, as the encampment is set ablaze while the protesters are still in the tents and in a panic the serving soldiers fire into a crowd of fleeing veterans. The incident is the final nail in Hoover's presidency, but the military blame is passed on to Eisenhower, the sole repentant of the three commanding officers, with MacArthur too powerful to removed or even has his character questioned.

In November that year Roosevelt is elected by a landslide later that year and, assassination attempt by anarchic Giuseppe Zangara withstanding, assumes office among great fanfare and anticipation. From the start his administration pursues rigorous reforms, under the banner of The New Deal; reforms which divide the Congress and the nation for the first time along not party lines but ideological grounds, between the anti-New-Deal conservatives and the pro-New-Deal liberals. The desire for even greater reforms leads to the formation and success of multiple populist parties such as the Share Our Wealth society of Louisiana Governor Huey Long, the Farmer-Labor Party of Minnesota Governor Floyd B. Olson, and the Jobs Party of Father Cox in Pennsylvania.

In the first year of his administration, 1933, the new labor laws allow many previously non-unionized industries to mass organize; their locals unwanted by the elitist and conservative American Federation of Labor, instead inspiring the leaders of the AFL's much neglected industrial unions to defect and begin talks of forming their own labor federation.

Also that year, the American Liberty League forms to oppose the President's policies, with a membership consisting of the nation's most powerful industrialists; including Ford, DuPont, the president of General Motors, and others; including a number of anti-New-Deal Democrats. The League begins to quietly sponsor the renamed Legion of American Fascists, with Irenee DuPont providing new uniforms and supplying them with arms, courtesy of Remington Rifle Company. Together they begin to demand a return to the gold standard and a reversal of the New Deal, decrying Roosevelt as a communist and a traitor Sovietizing America.

Meanwhile fascism is also spreading among the active duty ranks, with its great prophet being Colonel George S. Patton, who forms the fascist military order known as The Phalanx.

May Day, 1934. It is not the revolution that Palmer predicted, but major strikes break out across the country as the militant unions formed last year look to the former AFL industrial unions for leadership. As longshoremen, sailors, and teamsters all over the West Coast engage in a mass strike to turn the entire coast into a closed shop with one union to unite them all; the industrial unions declare the formation of the American Workers Union federation of unions. Out of their control, strikes staged by the American Workers Party and Communist League of America (which merge into the U.S. Workers Party) in Toledo and Minneapolis respectively turn into industrial occupations and then general strikes, as the unemployed, farmers, and non-union workers form their own ad-hoc Workers Councils across the MidWest; leading to violent clashes with the Legion and other vigilante organizations, which in turn causes the strikers and other workers to turn to the radical parties and unions for leadership and protection.

In June the violence inspires a meeting between major leftist parties and organizations, leading to the creation of the Popular Front Against Fascism, consisting of the Socialist and Communist Parties and numerous smaller organizations such as the generally libertarian-leftist ACLU.

With the whole nation wracked by what looks like the makings of a revolution, the conspiracy at nexus of the Liberty League, Legion of Fascists, and Phalanx decided to escalate their plans to overthrow the President. After tense negotiations in secret with the Chief of the Army MacArthur, a date was set for the coup against Roosevelt.

Only July 4th, 1934 the Legion of American Fascists stage a massive political demonstration, marching upon the District of Columbia. Marching on the capital, they were armed by supporters from a depot concealed just outside the District limits. With the situation demanding the senior military official take charge, even though normally the Chiefs of Staff are outside of the combat chain of command, Chief of Staff Douglas MacArthur repeated his performance of two years prior, when he had routed the peaceful Bonus Army marchers in a fiasco that became a massacre. He gathered the elements of the First Army stationed in and around the District of Columbia and launched an attack; only this time it was against the city itself. With the capital surrounded and the government captured, General MacArthur assumed command of the United States of America.

Escaping the cordon of putschists soldiers and fascist militiamen, Secretary of State Cordell Hull and an assortment of other administration officials make their way up the seaboard to the great city of New York, where Mayor Fiorello LaGuardia welcomes them with open arms. There those members of the Roosevelt administration not dead or captured witnessed to the Secretary of State swearing in as acting president, per the Presidential Sucession Act; cabinet appointees and reorganization of government would follow as the Continuity Government of the United States form and make a claim for international recognition as the legitimate government of the United States. Meanwhile, the MacArthur junta in D.C. do the same.

The First Army of the United States, divided, battles it out over New York; both sides attempting to put a quick finish to the war before winter '34 begins. The commander of the First Army, Dennis E. Nolan, and the First National Army under MacArthur wage a series of battles that sees initial loyalist gains but ultimately cedes more and more ground to the overwhelming forces of the National Army. With a loyalist stronghold in the Midwest, and the fear of his government's holdings being permanently reduced to a rump-state in New England, Acting President Hull makes the tough decision to take the C-Gov and go West, before the routes out of West New York are blocked by MacArthur's Army. He leaves the First Army to defend New England and the fragile New York City enclave, and marches with some of the brighest military minds and his entire cabinet West of the Adironacks, into Western Pennsylvania and the Midwest beyond that, where additional unionist troops await his orders.

From the new provisional capital at Indianapolis, under the leadership of retired general Peyton C. March (but with the actual strategy concocted by former MacArthur aide and disgraced colonel Dwight Eisenhower, as part of a team with Colonel George C. Marshal) the Army of the Republic makes a feint to reopen the pass to New England, while sending the bulk of their forces with the newly formed Army of the Mississippi commanded by tankmaster General Adna R. Chaffee Jr. to make their now famous drive for the coast; the daring campaign that made the midwestern loyalist enclave a sustainable and considerable holding, able to be resupplied by sea.

The second half of '35 after the Drive to the Sea would have been almost quiet, had it not been for the Hull assassination; blown up along with his train in the recently recaptured state of Mississippi, by operatives of the Exalted Cyclops of the Klu Klux Klan. His Secretary of State, Roosevelt Secretary of the Treasury Henry Morgenthau Jr., was swiftly sworn in as the new Acting President. As the Nationalists tried to take advantage of the chaos to strike into the Midwest, his first major order as president was to do what Hull had been unwilling to do and release weapons and give freedom of movement through territories of union Army control to the American Workers Union, Popular Front, and other leftist and anti-fascist militias that President Hull had not trusted.

Winter of '35 sets in, and the people of the United States prepare for a new year of civil war.

April 6, 1917 - The United States declares war on the German Empire, entering the Great War that had been raging since 1914.

During the war, the Justice Department enlists the help of anti-immigrant vigilante organizations to spy on the citizenry for "un-American" activity and raid leftist, pacifist, and trade union assemblies.

November 11, 1918 - The Entente signs an Armistice with the German Empire, ending the Great War (the actual peace treaty would not be signed until Versailles on June 28 the next year).

The American Legion forms (1919), The American Legion participates in the Palmer Raids and engages in vigilante and strikebreaking throughout the Twenties, The American Legion proclaims itself a fascist organization at their 1930 convention following Italian dictator Benito Mussolini's address to the assembly, national-socialist Great War corporal Warren Grimm is elected national commander of the Legion (1933), changes the name to the Legion of American Fascists and alters the rank and organizational designations to Roman legion inspired latin names later that year.

The Palmer Raids (1919 and 1920) masterminded by Attorney General A. Mitchell Palmer raid and deport more than 556 immigrant leftists, opposed by the ACLU and Louis Freeland Post, the Assistant Secretary of Labor. The failure of Palmer's prediction of an attempted socialist revolution on May Day 1920 leads to a district court judge in Massachusetts ruling against the Department of Justice and setting a precedent against the raids, ending them for the time being. The Raids were a manifestation of the post-war Red Scare, in which the war-time charges of sedition and unpatriotic behavior against anti-conscription activists and striking trade unionists became violent fears of an anarchist revolution in the United States, partially sparked by the 1919 bombings of federal buildings by followers of an Italian anarchist philosopher living in the States.

While Warren G. Harding's administration is considered a failure all around following his death in office, the 1920's do see a return to normalcy as the post-war economic recession transforms into a booming economy; which combined with the rise in organized crime and loose morals following the passage of the eighteenth amendment (Prohibition of intoxicating spirits) and the glamorization of the illegal speak-easy leads to the decade being known as the Roaring Twenties.

In October 1929 the boom finally busts, with the Great Crash of the stock market leading to the Great Depression, which is blamed by the public on Coolidge successor President Herbert Hoover.

So wait, what is exactly stopping MacArthur and the other... Fascists (I don't really know what to call them to be honest) from simply pummeling the American forces into the ground? Because MacArthur should be easily able to simply wipe the floor with these guys, considering he has the backing of the military, and a large number of paramilitary units. Cool setting though OP, very... detailed, to say the least.

    Now onto the meat.

To put all this into some context, the initial premise described the two factions in some detail but did not specify any specific battle lines, just declaring it a general clusterfuck.

Then battle lines were drawn up, then armies were specified, then factions and sub-factions were listed and sublisted in greater and greater detail until you knew who was the commander of the Panama Canal Zone by name and which air wings were stationed there.

I was asked to try to make it more organic, to make it more accessible in the developing stages as a gameable setting. Which brings us to now.

The Governor of the National puppet state government in Western New York, based out of Buffalo, is ran by self-proclaimed fascist and New York city socialite, Seward Collins; publisher of the American Review; who maintains a spy network in the Big Apple.

Democratic Governor of Massachusetts Joseph B. Ely, an American Liberty League member, aligned the State Guard against the assembling loyalist troops of the 1st Army and exercised his constitutional authority to raise a state militia, which has become a clearing-house for the various company police and armed strikebreakers of the League industrialists in lower New England. After being deposed in Massachusetts Ely and his State Militia were forced to subordinate themselves to Commander Doyle's Legion-led National Front in the hills and mountains of the region.

Commander of the Massachusetts American Legion essential to the election of Warren Grimm to the office of National Commander in '33, in the following organizational shifts Bill Doyle was made Legate of the Legions of New England. As part of the Legion's plans for the July 4th Coup, Doyle assumed the title of Proconsul of New England, claiming legitimate civil authority. To this end the Legion formed a National Front in the region with other nationalist and vigilante groups. Forcibly integrated into the Legion-dominated Front are the ragged remnants of the American Liberty League's New England presence; following Leauger Massachusetts Governor Joseph Nye's overthrow in that state, the remains answer to Alfred P. Sloane, CEO of General Motors.

The Army of New England was formed around the 1st and 11th Corps, drawn from Regulars, Reserves, and National Guard in the New England States. This left him with one Regular division, 2 National Guard Divisions, and 3 Reserve Divisions.

The New York City Defense Force was formed around the two National Guard divisions of the 2cd Corps.

General Dennis E. Nolan: General of the First Army, Nolan moved from the main headquarters at Fort Jay in New York City to Boston in order to remove Governor from office and organize the main body of First Army component units outside of MacArthur's immediate sphere of influence. This temporary headquarters eventually became the main headquarters when Hull's Continuity Government chose to move the provisional capital from New York City West across the mountains in the wake of MacArthur's advance. Nolan and the First Army were ordered to stay behind and to fall back from the advance, with instructions to concentrate on to defending New York City and New England, and to root out the rebel partisans within the region.

Democratic Governor Herbert Lehman of New York State: Having proved his loyalty and competence in helping Hull form the Continuity Government from the temporary successionist capital in New York City, Lehman wanted to stay in New York city and help defend it when MacArthur was on the march, but Hull ordered him to move his offices to Boston and become the loyalist Governor-General for the whole region of New England and the New York City enclave. Putting a Jewish New Yorker in charge of New England proved controversial even among the region's loyalists, but Lehman's heroic contribution to the cause was attested to by New England's leading successionists; Democratic Governor Wilbur Lucius Cross of Connecticut, Democratic Governor Theodore Francis Green of Rhode Island, the great Republican John Gilbert Winant of New Hampshire, and Governor Louis J. Brann of Maine.

Gaspar G. Bacon: Governor Ely's Lieutenant and successor to the Governorship of Massachusetts in the Successionist camp after Ely's support of the coup; his ties to Ely made him suspect and is part of why Secretary of State Cordell Hull's Continuity Government set up a Loyalty Council of more reliable anti-Macarthur Bay Staters as the loyalist authority in his state, with his office subordinate to that State Loyalty Council.

Governor Stanley Wilson of Vermont, a moderate Republican, is a cooperative and capable member of the regional administration but otherwise not notable.

New York City, an enclave separated from the rest of New England by MacArthur's National Army. The temporary capital where the Continuity Government formed before moving West rather than being bottled up in New England, the garrison force placed by General Nolan to defend the city is supplemented by the remains of loyalist forces in New York, National and State Guard units sharing the City Defense Force organization with the Big Apple's many militias, most of which are tenuously allied under the Popular Front banner. Mayor Fiorello LaGuardia, a liberal Republican, runs civil affairs while major strategic decisions are made by Nolan through the CO of the First Army garrison in Brooklyn; but the city council has been taken over by leftists from the New York Popular Front coalition parties, and Ward Aldermen are struggling to maintain their authority in the face of self-proclaimed neighborhood patrols and block councils.

Untrained civilian volunteers from all over the world flood into New York along with merchant vessels of all nationalities risking being captured by the National Fleet or sunken by German and Italian submarines. The serious foreign embassies from governments that have recognized Hull's government are in Boston, giving General Nolan and Governor-General Lehman the task of being the faces of Hull, and now Morgenthau, and the rest of the federal government in Indianapolis. Britain and France have consulates in Indianapolis, but their main delegations remain in Boston, where they are better ensured safety by their Caribbean fleets. Britain's military volunteer formations, the Commonwealth Expeditionary Force, are part of the backbone of the First Army in New England - providing dangerously missing airpower and armor that have been needed in holding off invasion with MacArthur and his massive army at the gates. Nolan keeps the trained and organized leftist volunteer soldiers of the International Brigades out of New England, diverting them to New York, where some stay and many move on to loyalist ports on the Gulf Coast. With the loyalist spy chief, Herbert Yardley, at the current provisional capital in indianapolis, civilian intelligence on the highest level in New England takes the form of the MI-6 branch at the British Embassy in Boston.

The New York Squadron, formed around the 9th Observation Group at Michel Field on Long Island, has been supplemented with donated planes and volunteer pilots. Lt. General Frank Maxwell Andrews of the United Army of the Republic took command of this force after leaving the New England Army Air Corps he helped set up in capable hands.

Meanwhile the Warner Brothers took their time going the long way by sea, but eventually set up shop in New York; they may be conservatives, but they were personally friends with FDR and are dedicated opponents of the Anti-Komintern (what we would call the Axis).

The American Workers Union, the organization of industrial unions that split from the AFL during the May Day Strikes and absorbed most of the AFL unions following AFL vice president Matthew Woll's calls for cooperation with the putschists following the July 4th coup, is represented in the Northeast by the All-Union Congress in Boston. The trades and industrial unions themselves are represented in Boston by Sidney Hillman, formerly the president of the Amalgamated Clothing Workers. He is practically the president of the entire Congress, as New England never had the same level of farmers co-ops and entire class mobilization via workers councils the way the way New York and the interior regions of loyalist America did.

In New York City, unlike the Midwest, the AWU is secondary and even subordinate to the Popular Front. Unlike the other two Front leaders, General Secretary Earl Browder of the Communist Party stayed in New York City; where he continues to coordinate the NKVD agents and domestic spies in the secret CPUSA underground network, while outwardly being a strong supporter of the broad tent Popular Front strategy of allying all anti-fascist forces together. The one exception to harmonious relations between the various leftists in the Big Apple are the U.S. Workers Party. Formed by a merger of the unorthodox American Workers Party and the Trotskyist Communist League of America, following their similar roles to each other in the Toledo and Minneapolis strikes respectively, in New York and the Northeast in general the party is led by American arch-Trotskyist Max Schachtman, who doesn't trust the CPUSA one bit.

Governor-General Edsel Ford, son of Ford Motors founder and current company president, is in command of the enclave and has been ever since it was cut off by unionist territory in '35. The main paramilitary components to the State Forces are the Christian Front, national socialists answering the radio commandments of Michigan priest Father Charles Coughlin; and the company police/floor enforcers of Ford Motors and the other industrial companies in lower Michigan. Coughlin's radio transmissions inspire nationalist partisans throughout he Midwest, but the main intelligence apparatus of Michigan is ran by Col. Senator Arthur Vandenberg is the civilian political leader of the state at this time, in effect Ford's deputy prime minister.

While their leader, John M. A light smattering of insurgency throughout the Midwest has been riled up among anti-"sovietization" farmers, with grangers, vigilantes, and hired guns fighting against land appropriation and agri co-ops being formed by workers councils. John Crowe Ransom, a Nashville Agrarian teaching at Kenyon College in Ohio, is the ringleader of this activity.

Outside of Michigan, Christian Front activities are coordinated by Gerald L.K. Smith, who has contacts up and down the Mississippi all the way from Wisconsin to the Gulf Coast. His cover is that of a traveling minister, which he technically is, of the United Christ Church.

The Continuity Government of the United States, c. January 1936
    - Located at the provisional capital in Indianapolis
    - President: Henry Morgenthau Jr. assumed the post after President Cordell Hull's train was the target of an explosives attack by KKK-saboteurs in the then newly acquired Gulf territories. Morgenthau was Hull's Secretary of State (there was no Vice President at the time of Hull's death), and was FDR's Secretary of the Treasury before that.
    - Secretary of War: George Dern was appointed by FDR and does a good job of coordinating war industry and acting as a liaison between the military and civilian government, but lacks military experience; he maintains his post in war-time partially because the War Department is essentially removed from the largely autonomous field operations of the army.
    - Secretary of the Treasury: James Warburg was a member of FDR's Brains Trust, and a prominent banker. He's the architect behind the C-Gov's U.S. Bank and was instrumental in securing the British Relief.
    - Attorney General: Harlan F. Stone was a member of the Three Musketeers of pro-New-Deal Supreme Court Justices before the coup.
    - Postmaster General: James Farley maintains his post from the pre-coup government, like before it primarily serves as a liaison between the Democratic (and now New Deal Coalition) political party and the administration, responsible for doling out patronage.
    - Secretary of the Navy: Joe Kennedy Sr., appointed by Hull from his previous position in the State department due to his experience in the shipyard industry.
    - Secretary of the Interior: Harold L. Ickes, maintaining his Roosevelt appointed post where he has and continues to support federal works projects such as the construction of hydroelectric power plants.
    - Secretary of Agriculture: Henry A. Wallace, maintaining his post from the Roosevelt administration

    - Secretary of Commerce: Adolf A. Berle, a sociologist and member of FDR's Brain Trust who had published arguing that private enterprise should serve the needs of society.
    - Secretary of Labor: Frances Perkins, the female cabinet member appointed by FDR.
    - Chairman of the United States Loyalty Council: Congressman Samuel Dickstein, the leading anti-fascist in politics before the coup made it fashionable for loyalists. The Loyalty Council is kind of a clearing house for the rump congress' committees and powers, and coordinates with civilian loyalty councils across loyalist held territories.
    - Director of the Public Service Corps: Harry Hopkins, a trusted friend and advisor of FDR and a leader in the field of relief work. Hopkins was head of the WPA and is now in charge of the labor corps and special skills conscription for the war effort.
    - Director of the Office of Resettlement and Reconstruction: Brains Trust member Rexford Tugwell, an agrarian economist who was called "Red Rex" for his attempts to move unemployed from the cities into sustainable rural communities.
    - Director of the Office of Intelligence: Herbert Yardley, head of Signals and Intelligence during the Great War who was ostracized for trying to create a post-war intelligence agency; but that was before the civil war broke out.
    - Other Notables: Communist moles Lee Pressman and the Hiss Brothers, in the Departments of Agriculture and State respectively.

The Popular Front's interior American headquarters is in the Chicago Commune; which of all the Communes is neutral ground due to the disorganized and often moderate trade unions running the city along lines not so different than the pre-commune city charter, and with the All-Union Congress of the American Workers Union meaning various leftist and trade unionist factions all have to meet in the city on a regular basis. It is here that Socialist Party chairman Rev. Norman Thomas, the various stand-ins and delegates of the Communist Party filling in for Earl Browder in New York City, and the libertarian faction represented by Roger Nash of the ACLU all meet and run the movement in the interior.
The Popular Front raises and arms Popular Brigade militias, mostly with weapons either donated from the Comintern (giving the CPUSA the leadership edge in those forces) or purchased with funds from the Socialist and Labor International and other anti-fascist donations/loans of money and materiel (giving the Socialists and libertarians the edge up).

More importantly, trained and armed/supplied volunteer soldiers from all over the world show up in the International Brigades, facilitated by the international Popular Front movement's aid international organization The International Democracy League. Again, most of the Brigades were either facilitated by the Comintern or by the Socialist and Labor International, creating a clear distinction between those ran by the Soviets essentially and those of more independent socialist and labor parties all over the world.
The Popular Front also has various organizations, most of which merged from multiple Communist and Socialist party groups, along with other liberal and anti-fascist equivalents; groups such as the National Negro Congress and the American Students Union.

The American Workers Union (recognizes C-Gov, a part of the Unionists and part of the double-entendre of the name) :
    Component Organizations
    - The Toledo Commune: Factory Strike, American Workers Party, Unemployed League
    - The Chicago Commune: Rail Strike by defecting AFL unions refusing to transport Nationalist men and materials, union committees for the defense of the republic took over Chicago and an organizational scheme was suggested by the small IWW.
    - The Minneapolis Commune: Teamster Strike with CLA organizing and working with the farmers in the Upper Midwest.
    - The Industrial and Trades Unions: Headed by John L. Lewis of the United Mine Workers
    - The Workers Councils: Formed by the AFL abandoning industrial unions and Popular Front protesters in 1934 before and after the coup as they mobilized unorganized workers, farmers, sailors, and the unemployed.
    - The Political Parties: The U.S. Workers Party (formed by a merger of the AWP and the CLA, and led by Trotskyist James P. Cannon in the interior regions) and syndicalist Industrial Workers of the World (technically a union).
    Organizational Structure
    - All-Union Congress in Chicago
    - The Communes raise their own defense forces, organizing and utilizing them their own way. Chicago, the largest Commune, is the one not on an ongoing front-line and is thus the only one to donate numbers of Communard units to the Army of the Republic and Army of the Mississippi.
    - All-Union Committees: Organizations of all the AWU constituencies in a municipality or county, primarily for the purposes of self-defense, raising a dedicated Workers Battalion of militia willing to stand in defense for prolonged periods or go on the march.
    - Trade Union Locals and Workers Councils raise their own part-time militias to defend their municipality when it is attacked.

He knows how valuable what he's offering is, which is why he has yet to allow very many of MacArthur's men into the country yet - and it is difficult enough with the Canal naval taskforce blocking major Nationalist naval landings. - Exploiting Cardenas' death, former President Calles seizes power; causing a rift in the increasingly socialist National Revolutionary Party between his supporters - who maintain control in the capital and central Mexico in general - and the leftist faction, which moves to its greatest base of support in the poor South.
    - The reascension of Calles, who had waged war upon the Catholic Church and caused the First Christero War, leads to a reformation of the Christeros around Gualadajara.

The need to split up the Nationalist Battle Force fleet in the Pacific, in order to bolster their Atlantic defenses against the threat of loyalist allied European naval power should they declare open war against the Nats, scrapped immediate plans for a naval invasion of the Syndicates for the time being; with the Soviet Union maintaining a naval presence with their Far East Fleet.

    - Chapters (led by Centuries)
    - Magistrates and their Lictors
They also maintain an Air Legion and naval Cutter Legion

Besides the upper ranks, Praetorian Guards, and Lictors the main classes of ranks within the Legion are Legionaries (veteran soldiers in officer positions leading younger recruits), Numerii (second-tier veteran soldiers that didn't cut it as officers in the Legion proper and are used as officers for Auxilia or Milites and in support roles), Aediles (Legion military police), Auxilia (non-Legionary combat units attached as subordinates to Legion formations), and Milites (militia with civilian arms raised from sympathizers as parallel units to "unreliable" local defense volunteers). Frumentarii are intelligence operatives, and may be Legionary officers, civilian sympathizers, or anything in-between. They may be reporting to anyone from a lower officer to a Century, Tribune, or Magistrate. Proconsuls and other Legates often have Magistrates or ranking Legionary officers in charge of a ring of Frumentarii.

While in many cases during the war they carry National Army equipment, and when cut off from major National strongholds often have to use odd combinations of civilian, scrounged/recovered, and purchased weapons from various sources; the most typical equipment for the Legion are provided, and in some-cases custom-designed, for them by the American Liberty League - specifically Remington Arms. Co, a DuPont company. This is where the modified Great War uniforms and new Fascist Legion badges came after they officially changed the name in 1933.

MacArthur and a collection of fascists and industrialists who hate the New Deal stage a coup against President Roosevelt, starting a civil war between Mac's Nationalists and the Loyalists/Unionists (I'm still vacilitating on the commonly used name; we call the Spanish Republicans the Republicans because neither side could agree on any other name, they called themselves loyalists and the Nats called them fukken xenos commies).

Shit is all fucked up, and even though there are two governments (FDR's sec of state succeeded him, cacked it, and was himself succeeded) each with armies under their command there is a lot of fluidity and militia on militia fighting.

The current area format has been helping me with that, thinkign of the factions and armies as forces in a given area geographically rather than as names on a bulleted list. I know right now it is a lot of vague stuff and mostly the history of how this militia or army here or there got together, and even that only for certain entries (didn't detail the armies outside of new england nearly as much; inspiration strikes hard and then gradually powers down). But I can definitely write more about how the cabinet's of both governments actually operate, what they are actually doing; about the C-Gov's US bank and the N-Gov's American National Bank, about the British Relief in C-Gov territory and about the various international corporations doing business with the Nats.

I could even go into how the American Liberty League are exporting the Ford model of legbreaking overseers on the factory floor across National america; and bring in the economic side of the Caribbean theater as British and German boats dodge each other doing the Jamaican and Cuban trade respectively.

From what the OP has put out... isn't New York under siege? Because it seems to be a Loyalist stronghold surrounded by a FUCKTON of Nationalist forces.

Also, OP, what exactly would be the "goal" for PC's playing this as a game? Are they trying to reunite the US of A? Are they trying to escape a situation and survive? Right now it just seems like: Here's a sandbox, play in it.

Don't get me wrong, I like that. But the sandbox at this point might be a bit... big. And there is of course running the danger of having a setting that's too complicated. (I confess I still have no fucking idea why I should care about the West Coast Syndicates or the Midwest.)

Their impression of what's happening, their opinions, etc. Was anyone really expecting a coup? General public's reaction toward it? Media?

I need something more concrete that I can relate too. So far all I get the feeling is "Such and such individual was at Y and moved to Z, creating an oppertunity for etc. to..."

Not under a notable commander, but elements of the First National are always probing at Pittsburgh; The Bonus Army has it's warlord gig despite the C-GOv being so close because A. General Butler is trusted but B. someone needs to just defend Pittsburgh from opportunistic sieges. It is kind of a border guard outfit, the Black Watch so to speak.

Vandegrift and elements of the Army of the Mississippi are putting pressure on Atlanta but they can't take it because they're overstretched from HQ as it is, and they're having a hard enough time even with seasoned tropical troops from the Puerto Rican garrison taking the Florida peninsula.

Birmingham is a fucking nightmare, technically doable militarily, but the focal point of guerrilla activity in the deep south.

Krueger has elements of the AoMiss based out of Houston fighting elements of the Third Nationals out of Austin, neither side really getting anywhere.

Ike is fucking wasted watching the West bank because they never know when Patton is going to steam across all that flat expanse to the Old Miss with his tanks.

New York City is constantly fighting for its survival, and there is an atmosphere of plucky resistance and impending doom both.

The New England line is basically static - a goddamn trenched up razorwire nightmare, while every ablebodied old man and boy combs the beaches fearing an aquatic landing, even with British ships watching their back from Bermuda.

Lt. Gen Marshall is similarly dealing with WWI style warfare with the National enclave in Michigan, and the fact that the Nationals never miss an opportunity to launch a commando raid against the Toledo Communards, who are not easy for Marshall to deal with and keep leashed, is a pain in the neck.

The Syndicate revolution, I've posted the history here before, but to avoid an assault of verbiage, let's just say that in this timeline Upton Sinclair won the gubernatorial election and of course handled the West Coast Waterfront Strike, a real fucking thing that triggered the other two big May strikes that really did last as long as to July, with a softer touch being a socialist.

This leads to, after word of the coup breaks out, the State Guard is not got machine guns on the strikers in the port cities that are underoing general strikes (as in real life) but are instead out in the rural parts of the state peacekeeping a farm company/migrant worker conflict.

So you have a lot of National Guard concentrated in the populous coast get caught up in the Revolution, and are able to ouster the State Guard who are stranded up in the hills surrounded by Okies that hate them.

The Revolution, like the Strike, was more or less inspired by the general set of ex-Wobblie Communist Party members, half-anarchist half Stalinist really. Leading to an interesting situation.

With the Nats holding Hawaii and a big ass fleet there (the bulk of US naval forces were in the pacific Battle Force; parts of which went loyal and half of the nat portion had to bolster the puny Atlantic scouting fleet so that the Brits didn't just get cocky and decide to enter the war entirely and sail up the Potomac; but still there are a lot of Nat ships in the Pacific) there is always the threat they could invade the West Coast navally; but the Soviets have the Far East fleet involved and the Nats have to worry about ressupplying the Third and Fourth armies via San Diego, given that there is no land route to those western Nat area from the Eastcoast anymore and the Brits and French do so well in the Caribbean shooting Nat supply ships.

As with real life, the Depression changed a lot. You went from the Red Scare and Palmer Raids in 1920, a real bad time for the left, to the populace being a lot more populist after the 29 Crash. In real life the Crash even moderated the American Legion's previous angry anti-left vigilantism nastiness, but here of course they get their real life wish and Mussolini shows up at their convention 1930.

The biggest twist is that Warren Grimm, who in real life died in 1919 when his Legion chapter in Washington state attempted to smash up a Wobblie hall (and there was a Wobblie vet with a rifle, who gave them hell before being riddled with bullets, hung twice, and castrated not in that order) in this timeline survives a bullet to the gut and lives to be a bitter fanatically anti-leftist figure in the Legion. Being a former corporal, basically he's an ideal parallel to Hitler. He winds up elected nat commander despite his low rank during the war in '33, signifying how much the organization has changed by then.

With the Fascist Legion and militant industrial unions fighting on the streets in May and June, the populace could probably have sensed something would happen - but I think that many people would be outright shocked that Roosevelt would actually wind up on the wrong side of it. That's where the real life Business Plot this is based off of comes in, initially the putschists have Roosevelt under house arrest and have a General Secretary running the country in his name, force him to sign documents, etc.

By the time they don't need him anymore, that they've had him sign a document appointing their guy in this case Mac the new veep, his "ill-health" their cover story for his house arrest, takes a nasty turn and he "dies of his life-long affliction of polio".

While Nationalist campaigns are possible, and there are an array of factions from the not so bad to the really bad, generally I envision it ranging from cold opportunism to take advantage of a civil war to make a profit and a heroic struggle against a dictatorship aka Nazi-punching, with a somewhat morally gray James Bond type area of intrigue and espionage between.

Flying columns of the loyalist army, or the nationalist army for that matter, have lots of autonomy and go pretty far behind enemy lines in the shifting landscape. Intelligence operatives, both sides have intelligent outfits, do similar with slightly less shooting.

There's all sorts of militias, partisan groups, and ideological guerrillas within the enveloping folds of either side mentioned; an International Brigade might be fighting the good fight hither while communist spies and assassins do nasty stuff yonder, and that's on the same side of the war and even just among the leftists; without even getting into the political machines and provincialism. A Democratic machine boss in one city might be paying a group of adventurous scoundrels good dollar to smuggle profitable merchandise not essential to the war effort; while the Liberty Committee of pro-Nationalist local bigshots, the mayor and sherrif and other mason lodge/rotary club/what-have-you members in a small town may be similarly more interested in making a buck or just protecting their small town than in delivering unto MacArthur what MacArthur asks for.

Generally, it is the mid-20th century. The historical analysis is that modernism is at an apex and everyone has an ideology they are willing to fight and die for; be it democracy, socialism, fascism, anarchy, communism. And simultaneously, practically speaking civil wars create lots of opportunities - and just like the Spanish one there are going to be mercenary tank drivers and pilots on either side, and foreign reporters, and a general unreal quality of media sensationalism and international attention.

I imagine the PCs would be some sort of spies or independent agents with free reign to travel wherever they please. Once they choose a side they can be smugglers, gun-runners, human traffickers, spies, whatever. They could be loyalist PCs and sneak in and blend into Birmingham kill all the KKK at a rally and allow the C-gov forces to take the area or something. Make it kind of an area by area type thing, they smuggle arms to the negroes in the area and they can rise up allowing C-gov troops in. The PCs are rewarded in whatever way the DM sees fit. Or nationalists sympathizers going to meet ol' Hitler to negotiate for aid and ending up thwarting a plot on his life. I see this setting as full of great adventures for PCs with just a little imagination. Kinda like RT or something as long as you can vary the quests in a good way and keep the setting nebulous/fluid/new every time.

Not necessarily, though I'm glad you don't think I was being too rude. The comment just irked me. After going ultra precise and relatively concise lists and just adding and improving and changing things, the people who really like the project a lot just made it clear that I had to find a different way to present the material, so it took me quite a while to even hone in on it which is why a lot of entries here are sparse but I finally got comfortable describing the forces of each geographical area, area by by area, and telling the history of the war in that area that way as well, organically as I describe the force/faction. I've really hit upon a format that seems to follow the continuous flow of the suggestions from the people who care about the project, and it wasn't easy for me to hone in on, because I've been afraid of taking advice A one time and then being told next time by someone else to do the exact opposite.

But a question comes to mind: Does Italy, Germany, and any of the other fascist countries try to get supplies over to Mac's Nationalists?

Also: What sort of system would the RPG for the '34 Putsch be using? I imagine a D100 system could work.

They do. The North Atlantic sees the least action, as the original US scouting fleet there was small, and while both loyal New England the national East Coast bolstered their forces with ships from the much larger Pacific Battle Force of the U.S. Navy, the focus remains on coastal security and preventing invasions rather than on trade blockades; what with the heavy European traffic, the Europeans don't want to wind up in an open war with each other.

Whereas the Caribbean are the high seas of fucking adventure, with German merchantmen being taken down by the Royal Navy and German u-boats based out of National-allied Cuba doing the same to British and French supply ships. But the French and Brits have the upper hand, Cuba and the Dominican being on the Nationalist side or not; which is why the main supply route to the Nationalists in the West (the third army in the southwest and the fourth in the plains) is through San Diego. It was a member of the Westcoast Syndicates before Malin Craig invaded, creating a corridor through which the dominant Nationalist presence in the near Pacific (they control Hawaii after all) could be pressed to their advantage to resupply the areas cut off when the middle of the Gulf Coast was taken by loyalists in '35.

    To further clarify...

Britain and France recognize the C-Gov as the one legitimate U.S. government

The Anti-Komintern (Germany, Italy, and Japan) recognize the American National Government as the one legitimate U.S. government

The Soviet Union are keeping their mouth shut should the West Coast syndicates prove fruitful, but they give materiel support especially through Comintern controlled International Brigades to loyalist forces at do business with C-Gov; with New York for instance having already done quite a bit of trade with Soviet state corporations before the coup.

Many other nations do not recognize one above the other and have embassies from both or neither, as their U.S. embassies/consulates take no stand, transmit materials from both, or from neither.
    >> Anonymous 11/19/11(Sat)21:30 No.16966848
    >>16966846

Many nations supply volunteers to one or the other: the governments of Bulgaria and Greece for instance provided volunteer battalions to the Nationalists, numbered among the so-called "White Brigades" of anti-communist volunteers along with the unofficial volunteers sent against the wishes of their governments by far-right parties in France, Britain, and Belgium. On the other side of the coin, even nations not recognizing the C-Gov have citizens who have volunteered in the International Brigades (generally leftists or centrist members of anti-fascist organizations) and there have also been military veterans and adventurers signed up by the American War Volunteers organization, a private infantry volunteer outfit operating with the blessing of the pro-C-gov but anti-socialist conservative governments of Britain and France.

In addition to these unofficial infantry volunteers, there are official military volunteer outfits from the major players: the Commonwealth Expeditionary Force from Britain (armor, air, artillery; no infantry), the Republican Expeditionary force from France (likewise), the German Eagle Korps (again, no infantry), and the Italian Corps of Volunteer Troops (low-quality Fascist militia infantry).

Well there is the military campaign, which is best suited to a party of adventurers in the context of a flying column ala the Irish War of Independence, and borrowed as the preferred format for the wargame A Very British Civil War. A small formation of troops, highly mobile, able to well I'll let the Wikipedia article explain more:

    http://en.wikipedia.org/wiki/Flying_column

Then there is militia/guerrilla/civilian-in-a-warzone stuff which is pretty much the same as any time you drop the characters into a setting. The players will want to form a faction and gain strength and followers, or will want to get rich or just get out or devise other goals for themselves.

For mission-based stuff with more structure than a flying column or less straight out military, both sides have various intelligence operations - the more civilian Office of Intelligence for the C-gov and the more military intel Strategic Services for the NatGov; there are also military recon units on both sides, as well as the dreaded National Police (and their civilian spies from the ranks of vigilante societies) and the Exalted Cyclops of the Klan's intelligence arm. On the anti-MacArthur side of the fence, British Intelligence is lending quite a hand and you would be amazed how much the River Patrols pick up on the old Muddy; not to mention the clandestine communist underground network.

Perhaps most straightforward would be dropping them into one of the fronts as a mercenary outfit, as mercenary tankers/artillerymen/pilots were common in the Spanish Civil War for instance, and allowing them to experience first hand what is going on and to pick who they want to work for based on whatever rubric they feel applies to their characters best - pay, nobility of the cause, amount of excitement/glory or how much of a cakewalk it should be.

For more "far from the battle lines" type but still mission focused/task oriented play, Federal Agents of the C-Gov or Nationalist Gendarmes, or apparatchniks in the Syndicates, could have a variety of missions on the evershifting "home front".

Then there's smuggling through the porous US-Mexican border, playing Rick from Casablanca in the Caribbean Theater, and getting caught up in the local affairs of places like Panama City, Haiti, and the Philippines.

It's not exactly a heroic role for Lovecraft, but I figured it was a bit of fanservice that fit into the whole "many small points of divergence from real history" thing I was doing with 1920's and 30's America to get the coup/civil war result. Lovecraft coming out of his failed marriage and failed time in New York City, which catalyzed his worst racism, and becoming a major and respected media figure and opinion commentator in New England is one of the signs that this America was even more highly polarized in 1934 than it really was.

I also just liked the idea of besides just the regular New England National Front that there was another group that hated the loyalist administration in New England but that were New England nationalists/separatists instead. And once I settled on that, Lovecraft was an obvious figure to lead them.

A tension between the Free Saxons and the National Gov even though they are theoretically on the same side is that the Saxons are Anglophiles and hoping that should they ever manage to take over New England (unlikely) that they can negotiate a separate peace with Britain. They, like Hitler in WWII don't see why Britain has to stay an enemy.

There is also the fact that it is not extremely difficult for nationalist sympathizers in Canada to violate their country's support of British support of C-Gov, especially the isolationists/racist groups in Newfoundland and Prince Edwards Isle and fascists in Quebec, by smuggling through fishing boats or the allied New England-Canada border small arms and cash for the Free Saxons or National Frontists.

For civilians and militia fighting there are some obvious options.

    On the loyalist side:
    - The loyalist Democrats and Republicans in New England and the Midwest are often guilty of machine politics in major urban centers; creating a preexisting organizational structure between the municipal elected offices, the bureaucracy and public employees, the private sector, and political interest groups.
    - Besides federal agents, bureaucrats, and administrators like both sides have, the C-gov uniquely has a lot of relief agencies, especially active in the countryside between urban centers. You have the Civilian Conservation Corps that took up arms after the coup, Farm Relief agents traveling through countryside (a great target for bandits and National guerrillas), and Resettlement caravans moving refugees from National areas and homeless/jobless from the cities into the countryside in lightly armed caravans.

On the National side of things:
    - Political machines are replaced with old boys networks; with sheriffs, mayors, and pillars of the community united by informal bonds or groups such as the Elks, Kiwanis Club, Civitas, or the Freemasons running things openly now in the name of war-time powers and keeping the damn reds out of their community.
    - The major corporations are not only having to patch up shattered logistical networks, but have the fortune of having free reign to handle it with their own private armies, and are able to coordinate their security forces and supplement them through the American Liberty League; which also acts as a great propaganda and recruitment arm for corporate governance.

Even the question of which side you are on can be murky, and there's a lot of localism not to mention division between the different factions on each side of the war.

Lots of regular folks have been made militant by the American Workers Union, but this is not a result of ideological conditioning but circumstance; with the industrial unions not having a proper voice before the coup and after the coup with Matthew Woll (who in real life did have the AFL cooperate with pro-fascist groups to root out communists) provoking mass desertion of the AFL for the AWU by even conservative craft unions like the carpenters, with his declaration that the railroads and other services should cooperate with MacArthur's government and army.

If you are a Worker, you're kind of like the frontline fighter of the New Deal against the ideologically conservative supporters of MacArthur, even while the two armies of the two official governments duke it out.

Meanwhile, the ideological battle between liberals, leftists, socialists, commies, and other anti-fascists; symbolized by the Popular Front; and the Legion of American Fascists would exist even without the coup and the MacArthur junta.

You have the battle between brothers kind of thing with loyalist Democrats and Republicans fighting the nationalist half of their own parties; but you also have the distinction/separation between those groups and their respective leftist and fascist outlying wings in the war.

And the situation is different from place to place. In some places the entire loyalist side is under the Popular Front banner, other places the C-Gov and New Deal Coalition have a tight-knit reign and are themselves at times trying to suss out just who is and isn't a dirty commie.

Ford: Founder of Ford Motors, wrote a book condemning "the international jew", spawned an ideology called Fordism based around scientific management of society, actually supported FDR but here he turned from him once the labor troubles began starting in early 34, just like Hearst and Coughlin and other initially pro-New-Deal members of the radical/non-traditional right.

Snell: Leader of the Republicans in the House, and a natural pick as the leader of the Republicans in the Senate was a full-on pro-New-Dealer, whereas Snell was anti-New-Deal (a Conservative).

Dulles: in real life was Eisenhower's Sec of State, but he was already in his 40's in the 1930's and involved in the Republican Party, and was in real life banking with Nazi Germany until 1938.

    - Stimson: a solid hawk, he was Taft's Secretary of War and in real life was picked as a replacement by FDR for the duration of WWII. Not a horrible villain but not a nice man either, he was firmly of the mind that the U.S. should maintain administrative control over Nicaragua and the Philippines indefinitely. Then again, on similar grounds Cordell Hull was not a very nice man, so their respective positions on the sides of this civil war are mostly a trick of fate rather than some distinction of their respective characters.

Jardine: Coolidge's Secretary of Agriculture, ambassador to Egypt until 33, under the Hoover administration.

McAdoo: well known Democratic senator and former Wilson cabinet member. A Tennessean who fell on the pro-Klan side of the pro/anti divide in the Democratic party in the 20's when they tried to make Catholic Al Smith president. Again, could have just easily wound up a loyalist.

As a thematic consequence of the Westcoast Syndicates (and thus the Prairie Syndicates in western Canada), I had what was originally just going to be a completely safe loyalist enclave in Alaska beset upon by a "White Army" of anti-communist Canadians fleeing/exiled by the Syndicates and choosing to stay in the northwest in hopes of getting their homes back some day rather than going east to rejoin the surviving main part of the Canadian nation.

So the main nationalist force in Alaska are actually rogue Canadians, and their main beef is not actually with the C-gov or Governor Troy, but with the Syndicates.
