Speaking from an Anarchist's Cookbook and a Demolitions test prospective, if you had enough shotgun shells, in theory you could harvest enough powder from them for a small bomb. Likely not enough to blow a hole through a 40k-grade-compensating-for-the-architect's-small-penis door, but you might be able to rig together a decent detonator with it for something larger.
