    Two comments: either WeightedChoose() or its comments are backwards - 0 is unweighted, 1 is weighted, greater values are even more strongly weighted.
    And if all you're using php for is to set the seed, you could probably grab it out of document.URL. Only if you want to though.

    The problem with adding relations between people is that content is only generated top-to-bottom; there is no way for an element to be aware of its siblings or its parent - which is why random unrelated people live in the same houses. So referring to other people from within a person's mind might end up oddly (nobody with that name is in this building, etc).
    Several culture types would also be tricky, since I'd need to add several types of humans, with several types of clothing and mindsets.
