I can't really come up with a concept that makes sense off the top of my head, so I'll just throw out a shitty one. Say I created a chapter that consisted of remnants of various chapters that had become too few in number to sustain. So they rallied at the edge of known space and decided to go out in a blaze of glory by launching a massive crusade. In that case it would kind of make sense for them to be larger in number, and it ties into their theme.

Just making a random chapter that's five times the standard size for no reason is just poor writing.

You know, I felt really bad about my custom chapter. Their concept was that they were stuck on a sort of Stalingrad world that was constantly under siege, which led to their numbers slowly dwindling, while the survivors became ridiculously battle-hardened and had a surplus of equipment.

It was more or less just an excuse to field large numbers of elaborately converted Honour Guard, because I like their aesthetics, but I still felt a bit unclean.

I feel infinitely better about my concept now.
